RESOLUTION WAIVING FORMAL BIDDING PROCEDURES
AND AUTHORIZING SOLICITATION AND AWARD OF INFORMAL BIDS FOR
THE PURCHASE OF COMPACT AND MID-SIZE SEDANS
FOR THE CITY OF AMES,IOWA
WHEREAS,the City's fleet contains 11 compact sedans and 17 mid-sized sedans that are used for
administrative, detective, and operational transportation for various departments; and,
WHEREAS,the approved Fleet Replacement Program includes replacing two compact sedans and
two mid-size sedans during FY 2001/02 and one compact sedan and one mid-size sedan in FY 2002/03;and,
WHEREAS, auto dealers appear to have a larger than normal inventory of qualified cars available
and are reducing prices to attract sales,and this market provides a good opportunity to purchase replacement
passenger vehicles and maximize cost savings; and,
WHEREAS, it is also an opportunity to consider replacement of several more vehicles that are
showing signs of age and deterioration but were not originally scheduled for replacement at this time;
therefore,it is anticipated that some of these additional vehicles could be replaced at a cost that is less than
the scheduled replacement cost due to the current market conditions; and,
WHEREAS,replacing additional units would replace vehicles that are aging and rusting and would
eliminate higher maintenance costs associated with aging vehicles;thus,it would reduce both fleet purchase
costs and anticipated fleet maintenance expenses; and,
WHEREAS,replacing eight compact cars at an estimated cost of$9,000/each and 13 mid-size cars
at an estimated cost of$12,000/each would cost an estimated total of$228,000; and,
WHEREAS,the Fleet Replacement Fund has$246,715 in reserve and salvage values as of October
31, 2001,therefore,no additional fund support would be required from the operating department budgets
or other city funds to accomplish this task.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that
formal bidding procedures are hereby waived, and staff is authorized to solicit informal bids and to award
purchase orders for up to eight compact sedans and 13 mid-size sedans at a cost not to exceed$228,000.00.
