RESOLUTION APPROVING AMENDMENT TO
AIRPORT SELF-FUELING STANDARDS
AT THE AMES MUNICIPAL AIRPORT
FOR THE CITY OF AMES, IOWA
WHEREAS, in September, Council referred to staff for review a request from Hap's Air Service
dealing with the fuel flowage fee at the Ames Municipal Airport; and,
WHEREAS, the City's approved Airport Operating Standards provide for the payment of a fuel
flowage fee for each gallon of fuel sold or used at the airport; and,
WHEREAS,Hap's Air Service is purchasing fuel from the Fixed Base Operator(FBO)at the airport,
and any fuel sold by the FBO includes the flowage fee of five cents per gallon; and,
WHEREAS,the Self-Fueling Standards require the payment of the flowage fee for those entities that
hold a self-fueling permit—such as Hap's Air Service; and,
WHEREAS,the amount of flowage fee charged each month is determined by having City staff read
meters that are on the fueling equipment, and in Hap's situation, the meter is on their fuel truck; and,
WHEREAS, Hap's Air Service is concerned that if they buy fuel from the FBO and put the fuel in
their fuel truck versus directly into an airplane, it would be charged double; and,
WHEREAS,Hap's Air Service requests that the Self-Fueling Standards be modified to allow self-
fuelers to not be charged if the purchase bulk fuel from the FBO; and,
WHEREAS, the Self-Fueling Standards must be modified to add to Section II, Paragraph 2, Fees
and Charges,as follows:The Permittee shall submit appropriate documentation with each month's flowage
fee remittance for the gallons of fuel purchased by the Permittee from the Fixed Base Operator, if any.
Credit will then be given on the next month's billing cycle for the amount of the previous month's flowage
fee paid on fuel purchased from the Fixed Base Operator.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the
revision to credit self-fuelers, as described above in Section II, Paragraph 2, Fees and Charges, for the
amount of the flowage fee paid to the FBO for fuel purchases from the FBO is hereby approved.
ADOPTED THIS 13th day of November, 2001.
