RESOLUTION WAIVING FORMAL BIDDING PROCEDURES AND
AUTHORIZING STAFF TO NEGOTIATE PURCHASE AND DELIVERY OF
REPLACEMENT TRACTOR LOADER BACKHOE
FOR THE CITY OF AMES,IOWA
WHEREAS, a John Deere 710D tractor loader backhoe has been in service in the Street Maintenance
Division since 1993 and is scheduled for replacement; and,
WHEREAS,no other manufacturer makes this equipment of this particular size; and,
WHEREAS, utilization of this machine has doubled since it performs many capabilities, therefore,
specifications were written and bids solicited for replacement equipment of similar size and performance; and,
WHEREAS, during the bid review process, Rueter's, an equipment dealer in Ames, submitted a bid on a
smaller machine and below specifications and challenged the City's need to acquire a single-source item—the John
Deere 71OD; and,
WHEREAS,the bids for the larger machinery were reported and rejected by Council with staff directed to
perform an internal needs assessment on the performance requirements; and,
WHEREAS, Equipment Services staff gathered information from all construction equipment dealers on
tractor loader backhoes that are one size smaller than the John Deere 71OD, and dealers were asked to provide a
machine for demonstration and testing; and,
WHEREAS, overall performance of the smaller machines was less than the JD 710D and would cause
economic impact on additional labor costs to the City; and,
WHEREAS,it is staff s recommendation that they be authorized to negotiate the single-source acquisition
of a new John Deere 71 OD tractor loader backhoe.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that waiver of
formal bidding procedures is hereby approved and staff is authorized to negotiate the purchase and delivery of a
replacement John Deere 710D tractor loader backhoe from Swaney Equipment in an amount no greater than
$122,170.00.
