RESOLUTION WAIVING FORMAL BIDDING PROCEDURES
AND APPROVING A CONTRACT WITH JACO CONSTRUCTION
FOR TRANSFORMER OIL SAMPLING
AND PCB TESTING
FOR THE CITY OF AMES,IOWA
WHEREAS, the United States Environmental Protection Agency (EPA) has ruled that
transformers having oil with polychlorinated biphenyl(PCB)levels above 50 parts per million(ppm)
are hazardous; and,
WHEREAS,Electric Services has activelytested all substation transformers andunderground
distribution transformers; and,
WHEREAS,transformers that tested above 50 ppm have been replaced,however,there are
930 overhead distribution transformers that need to be tested; and,
WHEREAS, JACO Construction has developed and patented a cost-effective and safety-
oriented procedure for extracting an oil sample while a transformer is still energized,and the method
eliminates the need for customer interruptions while collecting samples for testing; and,
WHEREAS, because JACO Construction is the sole source for this patented sampling
method,Electric Services staff is recommending a unit price agreement with JACO Construction for
oil sampling and PCB testing in an amount not to exceed $55,250.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that formal bidding procedures are waived and a contract with JACO Construction for transformer
oil sampling and polychlorinated biphenyl testing in the amount of$55,250 is hereby approved.
