RESOLUTION APPROVING CONTRACT WITH
HWS CONSULTING GROUP,INC.,FOR
DUFF AVENUE/UNION PACIFIC RAILROAD CROSSING STUDY
FOR THE CITY OF AMES,IOWA
WHEREAS, on July 24, 2001, the Council authorized staff to negotiate a contract with 14WS
Consulting Group,Inc.,for completing Phase I of the Duff Avenue U.P.Railroad Crossing Study that has
been programmed in the 2001/02 Capital Improvements Plan; and,
WHEREAS, the study involves exploring a "universe" of long-range alternatives that would
mitigate traffic safety and efficiency problems at the Duff Avenue railroad crossing; and,
WHEREAS, this is one of the most widely-recognized transportation problems within the
community with the excessive delays and three fatal accidents within the past 15 years; and,
WHEREAS,HWS Consulting Group,Inc.,was selected based on its past comparative experience,
engineering capabilities,public participation success,landscaping/streetscaping expertise,and economic
analysis plan; and,
WHEREAS,the estimated cost ofthe project($206,515)is significantly higher than staff s original
estimate of$60,000,however,the original estimate did not take into consideration the project's scope that
was needed to adequately address design elements and the impacts for three alternatives; and,
WHEREAS, staff believes that the estimated cost is appropriate based on the magnitude of this
project's scope, and it is well within the range of costs provided by other consulting firms for the project.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the
contract with 14WS Consulting Group,Inc.,to perform the Duff Avenue/Union Pacific Railroad Crossing
Study for$206,505 is hereby approved and an additional $146,515 is allocated from the Road Use Tax
Fund to pay for the study.
ADOPTED THIS 14th day of August, 2001.
