RESOLUTION APPROVING
LAND USE POLICY PLAN MAP CHANGE
FOR PROPERTIES GENERALLY LOCATED SOUTH OF
HALLETT'S QUARRY
FOR THE CITY OF AMES,IOWA
WHEREAS, a request has been submitted to change the current land use designation on the Land Use Policy
Plan Map from"Environmentally Sensitive Land"to"Village/Suburban Residential";and,
WHEREAS,the request is applicable to a 22.6-acre parcel of land generally located south of Hallett's Quarry,
east of the Stone Brooke Subdivision,west of Dawes Drive,and north of Top-O-Hollow Road; and,
WHEREAS,the request for the change is to allow for the conversion of vacant land to a single-family suburban
residential subdivision; and,
WHEREAS,in addition,staff is recommending that a change in the Land Use Policy Plan(LUPP)be extended
to include the entire area outside of the City's corporate limits adjacent to and south of Hallett's Quarry,east of the Stone
Brooke Subdivision,west of Dawes Drive, and north of Top-O-Hollow Road;and,
WHEREAS,the request by Hubbell Realty was discussed at length at the Planning and Zoning Commission
meeting of June 20,2001,when staff attempted to explain the relationship of the requested plan change with respect to
the adopted LUPP;and,
WHEREAS,numerous citizens in the area of the proposed LUPP change spoke in opposition to the revision;
and,
WHEREAS,the Planning and Zoning Commission considered this issue and recommended that the Council not
change the Future Land Use Map in the LUPP based on: 1)the City's decision to finally purchase the property that
includes Hallett's Quarry has not been finalized and,thus,a change to the LUPP might be premature;2)access to this
area is not good, therefore, development that would result from the Plan change would compound this problem; 3) a
change to the LUPP that would allow development is in conflict with the identified growth direction of the City;and,4)
insufficient rationale exists at this time to justify a Plan change.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the Land Use
Policy Plan Map change from a designation of`Environmentally Sensitive Land"to"Village/Suburban Residential"for
the property generally located south of Hallett's Quarry,east of the Stone Brooke Subdivision,west of Dawes Drive,and
north of Top-O-Hollow Road as well as parcels as recommended by staff is hereby approved.
ADOPTED THIS 24th day of July,2001.
