RESOLUTION APPROVING CONCEPTUAL CHANGES
TO THE WET-WEATHER-FLOW TREATMENT
AND METHANE GENERATOR PROJECTS
AND AUTHORIZING BUDGET CHANGES
FOR THE CITY OF AMES,IOWA
WHEREAS, the fiscal year 2000/01 Capital Improvements Plan (CIP) and budget for the Water Pollution
Control Plat includes$110,000 for the Methane Generator Project and$600,000 for the Wet-Weather-Flow Treatment
Project; and,
WHEREAS,in addition,the fiscal year 2001/02 CIl'and budget includes$450,000 in the Wet-Weather-Flow
Treatment Project for another equalization basin;and,
WHEREAS,these Projects will provide additional components to protect portions of the WPC Plant headworks
facilities in the event excessive flows similar to 1993 occurred; and,
WHEREAS,preliminary report and design work was completed,but as yet,we have been unable to obtain an
IDNR construction permit as the City has refused to provide unnecessary documentation that could cost$250,000 or
more;and,
WHEREAS,staffnow recommends modifying these Projects to maintenance-only work,which does not require
IDNR approval and postponing the additional components until the future Plant Expansion Project is initiated in the next
three to five years or dropped entirely;and,
WHEREAS,staff is now proposing to rebuild three raw wastewater pumps that have lost capacity due to more
than ten years of service,replace an existing manually cleaned bar screen with an automatically cleaned bar screen to
reduce manpower requirements, and replace the variable-speed pump controllers with state-of-the-art variable-speed
pump controllers; and,
WHEREAS,the total estimated cost for this revised scope of work is now$325,000;and,
WHEREAS, the Methane Generator Project is the third methane generator for the Plant facility, and is now
economically viable because gas production has increased;and,
WHEREAS,the cost of the third methane generator would be$525,000; and,
WHEREAS, the two existing generators are no longer manufactured, and technological improvements now
require extensive overhaul and upgrade of the control and instrumentation system in order to add the third unit; and,
WHEREAS,existing heat exchangers,cooling system,and flow meters must be upgraded or replaced to ensure
continuing operation.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the conceptual
changes to the Wet-Weather-Flow Treatment and Methane Generator Projects as herein described are hereby approved
and the appropriate budget changes authorized.
