HomeMy WebLinkAbout~Master - Close-out and de-obligation of FEMA monies for Flood Wall Program RESOLUTION NO. 01-161 RESOLUTION AUTHORIZING THE CLOSE-OUT AND DE-OBLIGATION OF UNEXPENDED FEMA MONIES FOR FLOOD WALL PROGRAM (GRANT HMGP#0996-85-07) FOR THE CITY OF AMES, IOWA WHEREAS,the Federal Emergency Management Agency(FEMA)has denied the extension request from the Iowa Emergency Management Department(IEMD)for the Hazard Mitigation Grant Program(HMGP) grant, and IEMD is requesting that the City of Ames de-obligate the funds; and, WHEREAS,the HMGP grant was for$1,674,769 and covered 66 properties, including nine properties that were transferred to this fund after the City de-obligated the funds for the initial two Flood Mitigation Assistance Grants; and, WHEREAS, by de-obligating these funds, the state of Iowa will not lose the funds and will be able to utilize the monies elsewhere in the state for flood-relief programs; and, WHEREAS, IEMD worked with City staff to address the Benefit Cost Analysis (BCA) standards and the floodwall specifications in an attempt to lower costs on the bids for the floodwalls; and, WHEREAS,the higher cost for the floodwalls has been the main factor in the inability of local businesses to meet the federal and state requirements of the Floodwall Program; and, WHEREAS, none of the potential flood mitigation measures meet the Benefit/Cost ratio standards of FEMA, and City staff is recommending the de-obligation of the HMGP grant funds. NOW,THEREFORE,BE IT RESOLVED bythe City Council ofthe City ofAmes,Iowa, that the close-out and de-obligation of the unexpended HMGP funds is hereby authorized. ADOPTED THIS 24th day of April, 2001.
