RESOLUTION APPROVING THE PLAN FOR THE DOWNTOWN URBAN
REVITALIZATION AREA
WHEREAS,the City staff has prepared a proposed plan for a proposed urban revitalization
area to be named the Downtown Urban Revitalization Area as described in the proposed plan
attached hereto; and,
WHEREAS, a public hearing was scheduled and notice given to owners of record of real
property located within the proposed Downtown Urban Revitalization area and to the tenants and
occupants living within the said proposed urban revitalization area pursuant to and in accordance
with Section 404.2(3), Code of Iowa;
NOW, THEREFORE,BE IT RESOLVED:
1. That it is found that the rehabilitation, conservation, redevelopment, economic
development,or a combination thereof with respect to the said area is necessary in the interest of the
public health,safety,or welfare of the residents of the City and the area meets the criteria of Section
404.1, Code of Iowa and is also declared appropriate for and designated as an urban renewal area
for purposes of section 404.3(6) Code of Iowa.
2. The revitalization plan for the said area,called the Downtown Urban Revitalization
Area, as now on file, shall be and the same is hereby approved and adopted.

6. City Services: No enhancements are planned.
7. Applicability of Revitalization: Revitalization shall be applicable only to that subset
of eligible property within the above legal description that qualifies under the Urban
Revitalization Downtown Criteria Matrix. See Attachment C.
8. Duration: There is no end date.
9. Relocation: The plan does not require the displacement of any persons, and there
will be no relocation benefits provided.
10. Percent Increase in Value Required: The value-added requirement is a five(5)
percent increase in actual value.
11. Federal State or Private Grant/Loan Programs for Residential Improvements: There
are no grants or loans.
12. Existing Land Use: (A)** See Attachment A.
13. Geocode: See Attachment A.
14. Tax Exemption Schedule: The exemption period is for three (3) years. All qualified
real estate is eligible to receive a 100% exemption of the Actual Value added by the
improvements. The overall improvement value to the property will need to be at
least 105%of the current assessed value to qualify for the program.

Downtown Area Legal Description:
Beginning at the northeast corner of Lot 5, Block 7, Original Town of Ames, Story
County, Iowa; thence south a distance of 508.15 feet along the west ROW of
Duff Avenue to the north ROW line of the Union Pacific Railroad; thence westerly
along said ROW to the east ROW of Grand Avenue (US Highway 69); thence
north along said ROW line a distance of 400.32 feet to the south ROW line of
Fifth Street; thence west along said ROW line a distance of 25 feet; thence north
a distance of 160 feet; east a distance of 77 feet; thence north 60 feet; thence
east a distance of 112.8 feet; thence north a distance of 153.4 feet to the

URBAN REVITALIZATION
DOWNTOWN
CRITERIA MATRIX
REQUIRED
rDowntown District
Properties must be located within the designated Downtown Urban Revitalization Area.
Utilizing the Design Guidelines for Fa(ade Improvements approved by Council Resolution #01-090
on March 6, 2001
• Properties must follow the Downtown Design Guidelines for facade improvements,
AND
• Utilizing the services of a designer approved by City staff, implement a facade improvement project
that meets 100% of the facade improvements that are called for by the Design Guidelines for Fagade
Improvements. That facade improvement project shall include one or more of the following
treatments from the Design Guidelines for Fagade Improvements:
• Streetscape
• Upper fagades
• Upper windows
• Storefronts
• Transoms
• Display windows
• Kickplates
• Entrances
• Signs
• Awnings and canopies
• New Construction
If 1"floor is vacant, then the front half of the 1"floor is required to have a retail use If the 1
is not vacant, and has a permitted use, then it is eligible Furthermore, no residential structure ar eligible. re
The improvements must be maintained or the Keof the tax abatement schedule a lied for.
