HomeMy WebLinkAbout~Master - Administration of Section 8 Voucher Program for Arbor Hills RESOLUTION NO. 01-060 RESOLUTION AUTHORIZING CITY TO ADMINISTER SECTION 8 VOUCHER PROGRAM ON BEHALF OF ARBOR HILLS APARTMENT COMPLEX FOR THE CITY OF AMES,IOWA WHEREAS,in 1976,the City ofAmes purchased the Harlan School site from the Ames Community School District and sold the land at a reduced amount to Hunziker and Furman Developers with the stipulation that an apartment complex be built to house low-income families; and, WHEREAS, a 43-unit apartment complex and day care center called Arbor Hills was built; and, WHEREAS,the owners of Arbor Hills have given notice to the Department of Housing and Urban Development(HUD)that they will not renew their Section 8 contract with HUD to keep Arbor Hills as a low-income, subsidized housing apartment complex; and, WHEREAS,the stipulation for the complex to remain low-income housing is part of a restrictive covenant that runs with the land, and in accordance with the Code of Iowa, is enforceable for 21 years; therefore,Arbor Hills would have to continue to be rented as low-income apartments regardless if Hunziker and Furman chose not to renew their Section 8 contract with HUD; and, WHEREAS, on January 8, 2001, staff received a letter from HUD formally requesting the City's assistance in administering vouchers for families affected by the expiring Section 8 contract at Arbor Hills apartments,and this letter stated that HUD would provide sufficient funds to support the rental cost for the 43 units affected; and, WHEREAS, staff is recommending that the City assume the administration of the additional 43 vouchers on behalf of the Arbor Hills residents. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the administration of the Section 8 Voucher Program for the residents of the Arbor Hills Apartment Complex is hereby authorized.
