RESOLUTION APPROVING FUNDING FOR
RESEARCH PROJECT PERTAINING TO
LIME SLUDGE DISPOSAL ALTERNATIVES
FOR THE WATER AND POLLUTION CONTROL DEPARTMENT
FOR THE CITY OF AMES,IOWA
WHEREAS,the Ames Water Treatment Plant is a conventional lime softening plant; and,
WHEREAS,the maj or by-product ofthe softening process is"lime sludge,"a mixture composted primarily
of calcium carbonate and magnesium hydroxide; and,
WHEREAS,historically,this material has been stored in large lagoons until the storage volume was filled
and then replaced with another lagoon; and,
WHEREAS,more recently,this material has been dewatered,excavated,hauled off site,and applied to farm
fields as a soil conditioner; and,
WHEREAS, currently,the Ames Water Plant spends approximately$164,000 each year for lime sludge
disposal, or about seven percent of its total operating budget; and,
WHEREAS, Dr. Hans van Leeuwen, a Professor of Civil and Construction Engineering at Iowa State
University,has proposed a graduate research project to investigate additional options for beneficial reuse of lime
sludge, including use in cement manufacturing, air quality control processes, and land reclamation; and,
WHEREAS,the total estimated cost for the research prof ect is$58,000,and Dr.van Leeuwen has requested
that the City of Ames participate in the research in the amount of$10,000; and,
WHEREAS, once all funding is arranged, staff will develop a payout schedule over the next 18 months
consistent with the work schedule and final report.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that funding
in the amount of$10,000 from the available Water Fund balance for the research proj ect pertaining to lime sludge
disposal alternatives for the Water and Pollution Control Department is hereby approved subject to Dr. Hans van
Leeuwen obtaining the balance of funding from other sources.
ADOPTED THIS 13th day of February,2001.
