RESOLUTION APPROVING PRELIMINARY PLAT
FOR"LITHE FARMS" SUBDIVISION
FOR THE CITY OF AMES, IOWA
WHEREAS, the developers are requesting approval of a preliminary plat for a subdivision
with 462 lots to be developed under Suburban Residential zoning; and,
WHEREAS,the total gross acreage included in this Subdivision is 224 acres,and it is located
north of Bloomington Road,east of George Washington Carver Avenue,and west of the water tower
and the Union Pacific railroad tracks; and,
WHEREAS,Lots 1 -346 will be developed with single-family detached homes,Lots 347-458
are intended to be developed with single-family attached homes,Lot 459 includes an existing 8-plex
apartment building (that will remain), and Lots 460 - 462 are intended to be developed with 292
apartment units; and,
WHEREAS, on March 28, 2000, the City Council approved an amendment to the Land Use
Policy Plan(LUPP)that designated this property with a unique area classification titled"Near Term
Lands"; and,
WHEREAS,since the"Near Term Lands"are not within a Priority Growth Area(as identified
in the LUPP), a provision in the Capital Growth Strategy states that all costs associated with the
development of land are the responsibility of the developer; and,
WHEREAS,the Planning and Zoning Commission reviewed this request at their meeting of
September 6, 2000, and recommended approval with stipulations; and,
WHEREAS, staff believes that this Preliminary Plat should be approved with the following
stipulations:
1. That the Development Agreement be prepared and signed by the developers prior to
the Preliminary Plat for Uthe Farms Subdivision going forward to the City Council for
approval.
2. That the approval of the Preliminary Plat not become effective until the rezoning of
this property to "SRLD" and"SRMD" is completed.
3. That there be an agreement with the Xenia Rural Water District confirming that they
agree to allow the relocation of their water main easement.
4. That the storm water management plan be revised to include an explanation about how
the water quality will be handled for the entire Subdivision(based on the Bonestroo
Study qualitative standards).
5. That there be sidewalks constructed on both sides of all streets, including sidewalks
along Stange Road.
6. That the bicycle path along George Washington Carver Avenue be constructed as part
of the improvements required for the Final Plat for each addition to the Subdivision
that is adjacent to the bicycle path.
7. That the developers show the Cy-Ride bus stops on the Preliminary Plat.
8. That the Preston Circle cul-de-sac be eliminated and that street extended through to
Valley View Road.
9. That the developer be responsible for the cost of widening Bloomington Road to four
lanes, including turn lanes and traffic signals to the extent needed.
10. That the developer provide a left-turn lane on Bloomington Road at Stange Road,two
left-turn lanes on Stange Road at Bloomington Road, and a left-turn lane on George
Washington Carver at Harrison Road.
11. That the street name for Foxley Drive be changed to another name;that Weston Drive
be changed to Weston Street or Weston Road;that Sedwick Drive and Foxholm Drive
shall be changed to Sedwick Street and Foxholm Street;that Hastings Drive,Wembley
Drive, and Chilton Drive be changed to Hastings Avenue, Wembly Avenue, and
Chilton Avenue.
12. That a street tree planting plan be submitted with the Final Plat for each phase of this
Subdivision.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that
the Preliminary Plat for Uthe Farms Subdivision is hereby approved with the above-listed stipulations.
ADOPTED THIS 14th day of November, 2000.
