HomeMy WebLinkAbout~Master - Changing LUPP map for properties surrounding Hallet's Quarry RESOLUTION NO.00-374 RESOLUTION APPROVING CHANGE TO LAND USE POLICY PLAN MAP FROM A DESIGNATION OF"VILLAGE/SUBURBAN RESIDENTIAL"AND "ENVIRONMENTALLY SENSITIVE LAND"TO "AGRICULTURAL/FARMSTEAD"AND"ENVIRONMENTALLY SENSITIVE LAND" FOR PROPERTIES MAKING UP AND SURROUNDING HALLETT'S QUARRY FOR THE CITY OF AMES,IOWA WHEREAS,in May 1999,the City Council approved a change to the Land Use Policy Plan (LUPP)for the land area that includes Hallett's Quarry and additional land area adjacent to the Quarry; and, WHEREAS,this change to the LUPP involved a change to the Future Land Use Map from a use designation of "Agricultural/Farmstead"and"Environmentally Sensitive Land"to"Village/Suburban Residential"and"Environmentally Sensitive Land";and, WHEREAS,the New Lands growth boundary was also changed by including more land area; and, WHEREAS,a development plan was proposed by Hubbell Realty as a means to obtain a favorable decision on a petition to annex and rezone the area to"Village/Suburban Residential"utilizing a contract rezoning technique;and, WHEREAS,as part of this effort,the City retained the services of a consultant to assist in preparing a Stormwater Management Plan for the entire watershed that drains to the Hallett's Quarry;and, WHEREAS, in late December 1999,the petition to annex was ultimately denied by the City Council due to the significant concern of the water quality in Hallett's Quarry being unresolved;and, WHEREAS,when the City denied the petition to annex the property,the City Council also directed that steps be taken to investigate the feasibility of developing the area as a public open space and natural resource area;and, WHEREAS,staffbelieves that a land use change to"Agricultural/Farmstead"and"Environmentally Sensitive Land" for the subject area is most consistent with the goals and policies outlined in the LUPP and that reverting back to those designations is necessary to preserve the quality of Hallett's Quarry;and, WHEREAS,the Planning and Zoning Commission reviewed this request at their meeting of June 21, 2000, and approval of this change to the Land Use Policy Plan was recommended. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the change to the land use designation for the area including and adjacent to Hallett's Quarry from "Village/Suburban Residential" and "Environmentally Sensitive Land"to"Agricultural/Farmstead"and"Environmentally Sensitive Land"is hereby approved.
