RESOLUTION ACCEPTING THE STORM WATER MANAGEMENT PLAN
FOR THE HALLETT'S QUARRY WATERSHED FROM
BENESTROO, ROSENE,ANDERLIK, & ASSOCIATES
AND APPROVING RECOMMENDATIONS OF CITY STAFF
FOR THE CITY OF AMES,IOWA
WHEREAS, at their meeting of April 18,2000,the City Council received a report from the
engineering firm of Bonestroo,Rosene,Anderlik,&Associates regarding the watershed that empties
into Hallett's Quarry; and,
WHEREAS, the purpose of the study was to provide "an examination of the consequence
of intensifying future land use in the watershed greater than that outlined in the City's current
comprehensive plan;" and,
WHEREAS, "the study identifies a specific program to protect and improve water quality
in the Quarry so that its use as an indirect water supply to meet the municipal needs of the City is
not compromised and its potential as a significant recreational and aesthetic resource is preserved;"
and,
WHEREAS, while staff was in basic agreement with the findings and recommendations
reflected in this watershed study, staff made the following eight recommendations:
1. The phosphorus concentration goal for this watershed should be at the lower end of
the"indirect contact" level, which is approximately 60 parts per billion.
2. The Southern Regional Pond should be constructed first.
3. The land for the Central Regional Pond should be secured and developed in
conjunction with the open space project envisioned in the Capital Improvements
Plan.
4. The City should pursue the conceptual open space design project that is reflected in
the CIP to determine the extend and nature of the open space that could be
incorporated into the project.
5. The development of the Northern Regional Pond should be pursued only if and when
development occurs north of 190th Street.
6. Request that Story County take the lead in identifying the pasture/feedlots in the
central and northern drainage districts and working with property owners to institute
"best management practices' to minimize pollutant export from these areas to
drainages discharging to the Quarry.
7. The City should develop a sampling program to establish baseline "in-lake"
conditions and provide for ongoing monitoring of the Quarry for phosphorus
concentrations.
8. The City Council should implement legislation that provides the necessary
regulations/requirements related to feedlots,buffer strips,secondary regional ponds,
overflow areas, erosion/sedimentation control, and fringe development.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the Storm Water Management Plan for the Hallett's Quarry Watershed as prepared by
Bonestroo, Rosene, Anderlik, & Associates is hereby accepted and the eight modified staff
recommendations, as listed above, approved.
ADOPTED THIS 23rd day of May, 2000.
