RESOLUTION EXPRESSING OPPOSITION
TO THE PROPOSED AMENDMENTS TO
IOWA'S CONSTITUTION
FOR THE CITY OF AMES,IOWA
WHEREAS, the Iowa General Assembly has referred two suggested amendments to the state
constitution to the voters of Iowa for adoption or rejection; and,
WHEREAS,the proposed amendments are long,confusing,and contain provisions more appropriate
to statute; and,
WHEREAS, provisions of the proposed amendments contradict our long-held precept that the
majority shall rule on issues of public policy; and,
WHEREAS, the proposed amendments delegate authority to make critical fiscal judgments to a
revenue estimating conference,whose members are not necessarily elected officials,hence not accountable
to the public; and,
WHEREAS,the proposed amendments would shackle the state government's ability to cope with
an economic downturn such as the farm crisis we experienced in the 1980's; and,
WHEREAS, the proposed amendments could hamper the state of Iowa from keeping pace with
technology to serve its citizens; and,
WHEREAS,the proposed amendments will significantly increase the likelihood of increased local
taxes.
NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Ames,Iowa,
opposes adoption of these amendments and calls on the citizens of Ames to reject their adoption.
ADOPTED THIS 22nd day of June, 1999.
