RESOLUTION APPROVING WAIVER OF PURCHASING POLICY
AND AUTHORIZING STAFF TO NEGOTIATE CONSULTANT
SERVICES CONTRACT FOR
2000/2001 WATER SYSTEM IMPROVEMENTS
FOR THE CITY OF AMES,IOWA
WHEREAS, Stanley Consultants has recently completed a very thorough study of the City of
Ames' water distribution system; and,
WHEREAS,since Stanley Consultants is very familiar with the Ames'water distribution system,
staff requests that Stanley Consultants be allowed to continue with the design of the Water system
Improvements that have been scheduled for the budget year of 2000/2001; and,
WHEREAS,the 1999/2000 budget allocates$134,000 for engineering costs to be spent on design
and contract administration of the 1999/2000 water system improvements ($70,000) and designing the
2000/2001 water system improvements($67,000); and,
WHEREAS,the purchasing policy adopted by City Council requires that the staff use competitive
written proposals for the procurement of professional services costing more than$25,000; and,
WHEREAS,the policy also states that"If the proposed consultant has previously performed work
on the system for which services are being contracted and contracting with another professional would
cause additional expense to the City to become familiar with the system,an exception may be requested.";
and,
WHEREAS, staff is requesting that this exception be granted because of Stanley Consultants'
familiarity with the Ames' water distribution system.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the
waiver of purchasing policy to allow staff to negotiate a consulting service contract with Stanley
Consultants for design of the 2000/2001 Water System Improvements is hereby approved.
ADOPTED THIS 22nd day of June, 1999.
