HomeMy WebLinkAbout~Master - Approving Conceptual Master Transportation Plan RESOLUTION NO. 99-207 RESOLUTION APPROVING CONCEPTUAL MASTER TRANSPORTATION PLAN FOR THE CITY OF AMES,IOWA WHEREAS,late in 1997,the City Council initiated the process of developing a transportation master plan that would identify a vision to describe how the community's transportation facilities and services would evolve over the next 20 years;and, WHEREAS,there is also a need to integrate the transportation plan with the Land Use Policy Plan;and, WHEREAS,citizens have been surveyed to identify their feelings about the deficiencies in the transportation system as well as had the opportunity to attend several public meetings and City Council meetings to provide input;and, WHEREAS, stakeholders(the School District,the Union Pacific railroad,the University,emergency service providers, AFDC, commercial groups along Lincoln Way and S. Duff, bicycle enthusiasts, Story County, and neighborhood groups)have been involved in providing their thoughts on the Plan; and, WHEREAS, the consultants, Barton-Aschman Associates, took the information and developed goals and objectives,which the Council approved in Spring 1998; and, WHEREAS,alternatives were developed which are broad concepts to be further refined to look at costs;impact to surrounding property;effectiveness as they relate to the goals and objectives;and if they are not cost-effective,what potential activities can be done to mitigate the impacts;and, WHEREAS,these alternatives were developed in conformance with the Land Use Policy Plan which calls for the vast majority of the residential development to occur in the southwest portion of the community;and, WHEREAS,at a recent Council meeting,staff was directed to also look at an area north of Bloomington Road for potential development; and, WHEREAS, some elements of the transportation planning process can proceed without being impacted by a decision to include the north area for development,however,major impacts along Stange Road and Grand Avenue are likely if the decision is made to allow development in the north area;and, WHEREAS, staff has requested that Barton-Aschman be directed to complete the traffic impact study of the north area development so that the results can be incorporated into the Transportation Master Plan. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the Concept Plan,as modified in accordance with the public input,is hereby approved,and staff is directed to continue working with Barton-Aschman on the development of the alternative analysis and the creation of the Draft Master Transportation Plan.
