RESOLUTION APPROVING PARTICIPATION POWER
INTERCHANGE AGREEMENT BETWEEN
THE CITY OF AMES MUNICIPAL ELECTRIC SYSTEM
AND MUSCATINE POWER AND WATER
WHEREAS,an Integrated Resource Planning Study adopted by City Council recommended that the most
cost-effective method for obtaining additional capacity was through the installation of a 20 MW peaking unit--a
combustion turbine generator; and,
WHEREAS,the purchase of a combustion turbine generator was included in the CIP,but for the past three
years,the City has been able to meet the combined energy needs of the City and ISU by supplementing our installed
capacity with a contract to purchase power from the Cedar Falls Utility; and,
WHEREAS,the City's agreement with Cedar Falls Utility will expire this year and Cedar Falls does not
have surplus capacity to offer; and,
WHEREAS, staff has been working with Iowa State University(ISU) concerning their needs for future
capacity; and,
WHEREAS,the University is seeking the City's assistance in helping to meet their electric needs thru April
30,2005; and,
WHEREAS,in the search for future capacity,a proposal from Muscatine Power&Water Municipal System
was submitted and determined to be the lowest average cost per MWH for each year offered; and,
WHEREAS,in order to satisfy the j oint needs of the City and ISU,it is necessary to purchase capacity and
energy from Muscatine Power&Water; and,
WHEREAS,amendments to the City's existing agreement with ISU--in particular,a Participation Power
and Energy Schedule and an Interruptible Power and Energy Schedule -- need to be approved by the Board of
Regents prior to finalization of the agreement with Muscatine Power&Water Municipal System.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City ofAmes,Iowa,that the five-year
agreement with the Muscatine Power&Water Municipal System for"Participation Power" is hereby approved
contingent upon authorization by the Board of Regents of the proposed revisions to the existing Ames/ISU
Transmission Service Agreement.
