AN ORDINANCE PROVIDING FOR THE OFFICE OF DIRECTOR OF FINANCE AND
AUDITOR AND PROVIDING FOR THE DUTIES AND POWERS OF SUCH OFFICE.
Be It Ordained By The City Council of The City of Ames, Iowa,
as follows :
Section 1. That there be and there is hereby created the
Office of Director of Finance and Auditor and the following
shall be known as Chapter 6A of the Municipal Code of the City of
Ames, Iowa:
CHAPTER 6-A
DIRECTOR OF FINANCE AND AUDITOR
6A-1. General Duties. It shall be the duty of the Director
of Finance and Auditor to act to promote, secure and pre-
serve the financial interests of the city and exercise
general supervision over all departments of the city re-
garding the proper management of the fiscal concerns of
the city. He shall be responsible for the financial
management as to construction funds, the issuance of
bonds, the purchase of investments for trust and investment
funds, and investment of any cash surpluses deemed advis-
able by the city council.
6A-2. Examine Accounts and Reports. He shall examine the
books and accounts of each department from time to time,
see that they are kept in proper form, see that all
necessary financial reports are made, and shall report
all delinquents in such accounts or reports to the city
council.
6A-3. Departmental - Special Assessment and Construction
Accounts. He shall have direct supervision of departmental,
special assessment and construction accounts and he shall
cause to be kept separate accounts for each department,
specially assessed public improvements, improvements
covered by contracts, and such major construction projects
as may be requested by the city manager.
6A-4. Certify Assessments to County Auditor. He shall on
or before the 15th day o -August of each year certify to
the county auditor all assessments and taxes of every
kind and nature caused to be levied by the council,
except taxes for the payment of bonds and the interest
thereon, and as otherwise provided by law,
6A-5. S ecial Tax Book. He shall keep a book to be
called "Special Tax Book" in which he shall enter a
memorandum showing all amounts assessed and liens against
all lots and parts of lots, or parcels of ground, on
account of labor done and material furnished in the build-
ing of sidewalks, sewers or any other public improvement
made by the authority of the city council, the abatement
of nuisances, or any other legal charge, the cost of which
has been assessed against such lot or parcel of ground
or the owners thereof, and such book shall at all times
be subject to the inspection of any person. Such book
shall contain a description of the property, the date and
the amount of the assessment, the owner's name, if known,
and such other memoranda as may be proper.

6A-6. Issuance of Special Assessment Bonds. He shall have
charge of the issuance of special assessment bonds and
upon order of the city council, after completion and
acceptance of the work deliver said bonds or sufficient
funds realized from the sale of such bonds to the con-
tractor and take his receipt therefor.
6A-7. Secretary Hos ital Board. He shall act as secretary
of the board of hospital I—r-u-s-f—ees and keep the records
thereof.
6A-8. Member Board of Trustee utility Retirement System.
He shall e a member of the board of trustees of the Ames
municipal utility employees retirement system and shall
act as secretary of said board.
6A-9. Secretary Police and Fire Retirement Boards. He shall
act as secretary of the police retirement board and the
firemen' s retirement board.
6A-10. Appointment and Compensation of Employees. He shall
have power and authority to employ such assistants and em-
ployees as he may deem necessary, subject to civil service
requirements, and to fix the compensation paid such employees.
6A-11. Discharge of Employees. He shall have power and
authoritysuspend or discharge any officer, appointee
or employee that he has power to appoint or employ, subject
to civil service requirements.
6A-12. Other Duties. He shall perform such other duties as
may from.—Elme-To mime be required of him by any of the
ordinances of the city or the laws of the State of Iowa.
Section 2. All ordinances or parts of ordinances in conflict
ith the provisions of this ordinance are hereby repealed.
Section 3. This ordinance shall be in full force and effect
from and after its passage and publication as provided by law.
