AN ORDINANCE CREATING A COMMUNITY COMMISSION
FOR PUBLIC SAFETY AND PRESCRIBING THE
DUTIES AND POWERS THEREOF.
Be it Ord 'ned by the City Council of the City of Ames, Iowa:
Section 1. Commission Created. An Ames Community Commission for
Public Sa ty is hereby created and established.
Section 2. Membership. Said Community Commission for Public
Safety shaill consist of nine (9) members . The commission may
nominate etc-officio members who shall be representative of
interestedlgroups in Ames, who shall act as advisers to the
committee. All members shall be citizens of the city of Ames,
Iowa, and qualified by interest or experience to act in matters
pertaining to public safety and traffic control and who shall
not hold any elective office in the municipal government.
Section 3. Appointment and Term. Members of the Commission
shall be appointed by the mayor, subject to the approval of
the City Council, as follows: Three (3) members for one-year
terms; three (3) members for 2-year terms; three (3) members
for 3-year terms . Thereafter each new appointment shall be
for a 3-year term. No member may be appointed for more than
two successive terms .
Section 4. Vacancies. If any vacancy shall exist on said com-
mission for any reason the mayor shall appoint a successor for
the remainder of the term, subject to the approval of the city
council .
Section 5. Knowledge of Traffic Laws. Each member of this
commission shall familiarize himself with Chapter 25 of the
Ames Municipal Code and other ordinances and material involved
in public ,safety.
Section 6. Compensation. All members of the commission shall
serve without compensation.
Section 7. Organization.. The Community Commission for Public
Safety shall choose annually at its first regular meeting from
its members a chairman of this commission, and a secretary.
The commission shall adopt such rules and regulations governing
its organization and a procedure as it may deem necessary to
accomplish the aims of the committee.
Section 8. Annual Report. The commission shall each year make
a report to the mayor and city council of its proceedings and
progress during the preceding fiscal year, including recommend-
ations for the next succeeding year.
Section 9. Powers and Duties . The commission shall have the
authority land duty to:
a) Build and maintain in the minds of the people of the
city of Ames an understanding of accident and assoc-
iated problems and an awareness of personal respon-
sibilities for the safety and convenience of others
to reduce untimely deaths, crippling injuries and
economic losses caused by accidents .
b) Work to facilitate, as well as safeguard, the free
flow of traffic on streets, avenues and alleys .

c) Work closely and cooperatively with the city council
and the city police department and other responsible
groups to stimulate and assist in building sound
programs for accident prevention and traffic control,
all of which shall be duly considered by the city council.
d) Provide the means for voluntary coordination, planning,
and execution for the many groups which share responsibility
for specific phases of the community programs of public
safety,
e) Seek with others the adoption of uniform definition,
reporting and recording of accidents, uniform laws,
engineering standards and enforcement procedures relating
to traffic, occupational, home, and school safety.
Section 10 Program of Service. The commission shall from time
to time make recommendations for the improvement of public safety
to the city council . The council shall consider such recommendation
and adopt those that contribute to the safety program, and for
which funds are, or can be, made available. At all reasonable
times the commission shall be entitled to the advice and assist-
ance of the Public Safety Committee of the City Council.
Section 11. All ordinances or parts of ordinances in conflict
with the provisions of this ordinance are hereby repealed.
Section 12. This ordinance shall be in full force and effect upon
its passage and publication as provided by law.

I, J. W. Prather, City Clerk of the City of Ames, Iowa, do hereby
certify that the above and foregoing Ordinance No. 879 was duly and
properly passed at a meeting of the City Council on the 17th day of
December, 1957 and published in the Ames Daily Tribune on the 19'th
day of December, 1957.
