HomeMy WebLinkAbout~Master - Establishing Personnel Board i ORDINANCE NO. 840 AN ORDINANCE ESTABLISHING A PERSONNEL BOARD, DEFINING THE MEMBERSHIP, POWERS, AND DUTIES OF SUCH BOARD, PROVIDING PERSONNEL REGULATIONS FOR EMPLOYEES OF THE CITY OF AMES AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES ,IN CONFLICT HEREWITH. i BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA: Section 1. General Purpose. The general purpose of this ordinance is to establish personnel regulations applying to all employees of the city. Section 2. Membership. The personnel Board shall consist of five (5) members, the city manager, city clerk, chief of police, and a representative to be appointed by the chairman of the hospital board of trustees and of the library board of trustees. Section 3. Organization. The city manager shall act as chairman and the city clerk as secretaryof said board. The board shall determine time and place of meetings and rules for the conduct of such meetings. n �'Section 4. Compensation, The members shall serve without compensation, but may receive their actual expenses incurred in the performance of their duties, which shall be subject to approval by the city council. Section 5. Duties of the Board. The board shall prepare, maintain and revise a set of personnel regulations applying equitably to all employees of the city. Such regulations shall include working hours, disciplinary actions, I residence requirements, outside employment, part time employment, overtime, use of city owned vehicles, sick leave, vacations, emergency leaves, jury duty, holidays and such other conditions of employment as the board may deem desirable. Section 6. Approval of Personnel Regulations. The personnel regulations as prepared by the board shall be presented to and adopted by the city council before becoming effective. i I Section 7. Copies Made Available. Copies of the regulations when adopted: shall be prepared inprinted form by the city clerk and one copy furnished each employee in the city. A copy of such regulation shall be supplied each new employee when entering city service. Section 8. Repeal. All ordinances or parts of ordinances in conflict herewith arehereby repealed. Section 9. Effect. This ordinance shall be in full force and effect from and' after its passage and publication as provided by law. Passed this 31st day of January, 1956. J. W. Prather, City Clerk P. Prather, being the duly appointed, qualified, and acting City Clerk of the City of Ames, Iowa, do hereby certify that the above and foregoing Ordinance No. 840 is a true and exact cppy of said ordinance and that said ordinance was passed and adopted by the City Council of the City of Ames, low , at an adjourned meeting thereof on the 31st day of January, 1956 and published by codifying on the �e day of 19 �5�4�W.
