I AN ORDINANCE CREATING A BOARD OF EXAMINERS OF PLUMBERS, PRO-
VIDING FOR THE EXAMINATION AND LICENSING OF PERSONS ENGAGED IN
i THE BUSINESS OF PLUMBING, FIXING THE FEES FOR SUCH EXAMINATION
AND LICENSE, REPEALING ORDINANCE NO. 554 AND ALL OTHER ORDIN-
ANCES IN CONFLICT HEREWITH AND PROVIDING PUNISHMENT FOR THE

VIOLATION OF ITS PROVISIONS.

iBE IT ORDAINED BY THE CITY COUNCIL OF THE :ITY OF AMES, IOWA:
Section 1. Board Created. There is hereby created a board of plumbing
examiners, of three members, at least one of whom shall be a laymmn;, at
least one a licensed plumber, appointed by the mayor and approved by the council.
Two of the board members shall constitute a quorum for the transaction of
business. The plumbing inspector employed by the city shall be a member
IIIf ex--officao of the board without voting power.
i Section Z. Compensation. The memboersof the board shall serve without
compensation.
Section 3. Term of Office. The term of office of the members of the
board shall be three years and they shall serve until their successors are
appointed.

Section 4. Officers. The board shall select one of its members to act as
chairman and one to act as vice chairman. The plumbing inspector shall act
ias secretary and shall assist the board in preparing and conducting examinations.

I Section 5. Date of Meetings. The board shall meet o y
of January, April, July and October of ea&h year, or oftener if notified to do
so by the chairman of the board, at the office of the building official, to examine
applicants for a license to engage in or work at the business of plumbing.

Section 6. Definitions. The following definitions of terms shall be used
in the interpretation of this ordinance.
(a) Journeyman Plumber. A journeyman plumber is a person who through

training and experience has acquired the requisite skill and knowledge
necessary for the proper installation, alteration and repair of plumbing
and who holds a valid license as a journeyman plumber from the cityof
Ames, Iowa. He shall have had at leas t three (3) years' experience as an
apprentice plumber.
(b) A master plumber is a person, firm, or corporation engaged in the
I business of plumbing, other than a journeyman plumber engaged in
the actual installation, alteration and repair of plumbing, and who is
skilled in the planning, superintending and practical installation oyf
` plumbing and familiar with the laws, rules and regulations of the City
of Ames and state of Iowa governing the same and who holds a valid
license as a master plumber issued by the board of plumbing examiners
of the City of Ame s.
(c) Apprentice. An apprentice is a person who while learning the trade
of plumbing, is assisting in the installation, alteration or repair of

plumbing and while engaged in such work is in the presence of and under
the direct supervision of a licensed journeyman plumber.

(d) Plumbing Inspector. The duly appointed representative of the city
of Ames authorized to inspect plumbing.
Section 7. Application for License. Each applicant for a license either
I+ as a journeyman or master plumber shall fill out and file with the secretary of
the board an application for such license on forms furnished by the secretary,
shall pay at the office of the city clerk an examination fee of five dollars ($5. 00)
for journeyman plumbers and fifteen dollars ($15. 00) for a master plumber and
shall report for examination at the time and place fixed by the board.
Section 8. Notification of Examination. The secretary shall notify the
applicant of the time and place where such examination will be held. Such notice
shall be given in writing at least three (3) days, exclusive of Sundays and holidays,
{ in advance of the date set for such examination.
` Section 9. Examination. The applicant shall before taking such examina�
tion present to the secretary of the board a receipt from the city clerk showing j
payment of the examination fee.
The board shall examine each applicant at the time and place set forth I
in the notice and if satisfied as to the competency of the applicant for the
license applied for shall authorize the secretary of the board to notify the city
clerk of the names, address and license to be issued to each applicant
successfully passing such examination. If the applicant fails to qualify upon
1 examination he may be reexamined after sixty (60) days, without payment of an
additional examination fee.
Section 10. Issuance of License. The cityclerk upon receipt of written
notice from the secretary of the board of the applicants to receive licenses shall
issue such licenses and retain a record thereof in his office. The examination !
j fee shall constitute payment of the license fee for the calendar year of issue. II

Section 11. Secretary to Keep Records. The secretary of the board shall ke
keep a record of all meetings of the board, the names, addresses of all persons
examined, and all licenses authorized to be issued by the board.
Section 12. Annual License Fee. Licenses shall not be transferable andl
Ishall expire on the 31st day of December of each year. Licenses may be renewed
upon payment of an annual license fee at the office of the city clerk of two dollar
($2. 00) for a journeyman plumber and five dollars ($5. 00) for a master plumbers1
Failure to renew a license before the expiration date of December 31st may
subject the person to a new examination.
Section 13. Licenses Recognized From Other Cities. The board may
without examination issue a license to any plumber holding a license from anothea
municipal corporation recognized by such board as having similar licensing
standards.

Section 14. Revocation of License. The City Council may revoke a license
upon recommendation of the Board for repeated violation or neglect of the
plumbing ordinances of the city of Ames or the rules and regulations of the locali
j or state board of health after a hearing before the City Council upon written
notice, stating the grounds of complaint which notice shall be served on the !
{ person or persons charged with the violation at least ten (10) days prior to the
date of such hearing.
Section 15. Apprentices. All persons serving as apprentice to plumbers
shall register with the secretary of the board before beginning suchwork. It i
shall be the duty of the master plumber employing such persons to ascertain if
the proper registration has been made before employing such person. Every
apprentice shall renew such registration prior to December 31st of each year. +
II Section 16. Master Plumbers License. Any person, firm or corporation
may engage in the business of plumbing only when an active member of such firm
or corporation or the resident manager thereof is the holder of a valid master
+ plumbers license from the city of Ames, Iowa. The license issued to such
firm or corporation shall state the name of member of such firm or corporation or
the resident manager thereof who holds such master plumbers license; and,
whenever a firm or corporation licensed as a master plumber fails to have in
} their employ a resident manager or have one of its members so licensed the
!` plumbing license of such firm or corporation shall be automatically revoked.
Section 17. Bond of Master Plumber. Before a master plumbers licenso.
shall be issuecl, the applicant shall file with the city clerk a bond in the sum of

five thousand dollars ($5, 000. 00), to save the city harmless on account of any and
liall failure s on the part of said applicant to c omply in all particular s with the
lordinances of the city of Ames, and the rules and regulations of the local and
state boards of health. Where two (2) or more persons in the same firm or corpo -
ation are licensed as master plumbers only one bond as required herein need be
ifiled for such firm or corporation.
II Section 18. Penalty. Any per son, other than a registered apprentice plu ber

Section 19. Repeal. Ordinance No. 554 and all other ordinances or parts
ithereof in conflict herewith are hereby repealed.

Section 20. This ordinance shall be in full force and effect from and afte
its passage and publication as provided by law.
