AN ORDINANCE DEFINING, LICENSING AND REGULATING TAXICABS,
LICENSING DRIVERS THEREOF,1E TAB LISHING RATES AND FARES,
ESTABLISHING ZONES, PROVIDING FOR 'STANDS ON THE PUBLIC STREETS,
REPEALING ORDINANCE NO'S. 592, 668, 696, 732 AND ALL OTHER ORDINANE�
OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING PENALTIE
FOR A VIOLATION OF ITS PROVISIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA:
Section 1. Definition. For the purpose of this ordinance the term "taxicab"
shall mean any motor vehicle carrying passengers for hire, except busses
operating on a scheduled route.
Section 2. License Required. No person, firm or corporation shall
within the city operate a taxicab without first having obtained from the city counci
a license therefor, and without having complied with all other provisions of this
ordinance.
Section 3. Application for License. Any person, firm or corporation
desiring a license for a taxicab shall make written application therefor to the
city council upon blanks to be furnished by the city clerk. Said application shall
contain the full name and address of the owner, the make, model and year of
manufacture of the car, the Iowa State license number for the current year, and
the engine and factory number of the same.
Section 4. Liability Insurance. Upon an application being granted, the
applicant shall, before the said license is issued by the city clerk, take out
liability insurance in a reliable company to be approved by the council, in a
sum not less than $10, 000 on one person and $40, 000 on two or morepersons per
accident for each taxicab licensed, said applicant must also file competent
evidence with the city council that said policy covers the period for which a
license is to be granted.
Section 5. License Fee. The fee for such license, to be paid annually and
in advance, shall be for the first taxicab, the sum of fifty dollars ($50. 00); for
each additional license issued to any one person, firm or corporation, the sum
of ten dollars ($10. 00). Licenses shall extend fromthe first day of January until
the last day of December following and full license fee must be paid for any part
of such year.
Section 6. License Card for Eac'z Taxicab. Upon a license being granted
there shall be delivered to the licensee a card of such size and form as may be
determined by the City Clerk. Such card shall contain the official city license
number of the taxicab and shall be signed by the said clerk. Licenses shall not
be transferable, with the exception that license may be transferred from one
car to another of the same ownership, with the approval of the council.
Section 7. Inspection by City Manager. No vehicle shall be licensed as
a taxicab until it has been thoroughly and carefully inspected by the city manager'
and found to be in a safe, satisfactory and sanitary condition for the transportation
of passengers. All such licensed cabs shall thereafter be inspected in the same
manner quarte�y between the 15th and 20th of January, April, July and October
of each year. If any vehicle licensed as a taxicab is involved in a collision or
accident, notice thereof shall be given to the city manager and an inspection
shall be made of said cab before it can be again used in service. The report of
all such examinations shall be filed with the city clerk.
Section 8. Owners Name on Each Taxicab Door. Every taxicab license
under the provisions of this ordinance shall have the name of the owner thereof
plainly painted on the main panel of each rear door of the said vehicle in letters
at least one and one-half inches in height.
Section 9• License Card Affixed to Taxicab. The license card referred
to in section n 6 shall be affixed in place within the taxicab so that the same is
visible at all times to any passenger within the vehicle.
Section 10. Drivers License Required. No person shall drive or operate
a taxicab unless said person shall have first obtained a city driver's license
therefor.
Section 11. Qualifications of Applicant for Drivers License. An ahplica t
for such a license shall possess an Iowa chauffeur's license and shall be at least
twenty-one (21) years of age, of sound physique, good eye sight, not subject to
epilepsy or any other infirmity of body or mind whichwould effect his or her
ability to properly handle a taxicab. He or she must be able to read and write
the English language and must show that he or she is familiar with the traffic
ordinances of the city. The applicant shall demonstrate under direction of the
chief of police his or her ability and skill to handle a vehicle in congested traffic
or difficult conditions. Applicant must be of good moral character and not
addicted to the use of intoxicating liquor.
Section 12. Drivers License Issued. Drivers licenses shall be issued
by the city clerk upon a finding by the chief of police that the applicant has the
qualifications as set forth in section 11 hereof. The city clerk shall keep a
record of such licenses in his office.
Section 13. Drivers License to be Displayed - Fee. When such license
is issued the city clerk shall deliver to the driver a certificate, in such form as
he may determine, with the license number thereon, which certificate shall be
displayed inside the passenger portion cf said cab at all times when said cab is
in operation. The fee for such license shall be one dollar ($1. 00).

Section 14_ Drivers Duty. The driver of any taxicab shall remain upon I
the driver's seat or inside his taxicab, or stand near the taxicab at all times,
while such taxicab is standing upon the public stands or available for public
hire, but nothing in this section shall prohibit such driver from leaving the car
for such length of time as may be necessary to assist passengers into or out of
his taxicab, nor from leaving the car for such length of time as may benecessary
for him to use the telephone inconnection with the operation of said car. Loitering
or standing in the lobbies or entrances of buildings, depots or stores is pro-
hibited.
Section 15r Parking St ands. Any person, firm or corporation obtaini g
a taxicab license, shall be entitled to have set off one parking stand or space
where said taxicabs may stand while awaiting calls or passengers and shall ha
such additional parking stands or spaces for additional taxicabs owned and
operated by said per son, firm or corporation, as may be authorized by the cit
council and in the locations as determined by the city manager.
Section 16. Division of Cityinto Zones. For the purpose of regulating
prices chargeable under this ordinance, the City of Ames shall be divided into
five zones. The various zones and their boundaries are hereby established
as shown on the official taxicab zoning map of the City of Ames, Iowa an-.1 whJas

with all its designations, is hereby declared to be a part of this ordinance.
official copy of said taxicab zoning map including a certificate by the mayor to its adoption, and its effectivedate, duly attested by the glerk, shall be file
in the office of the city clerk of Ames, Iowa. No person, firm or corporation
operating a taxicab under the provisions of this ordinance shall charge more
than the amounts and prices specified as follows:
Section 16. 1. Within Zone I or Zone II. The prices charged for taxica
services between any points within Zone I or between any points within Zone II
shall not exceed the following:
For one passenger, 40�
For two passengers from same origin and destination, 30� each
For three or more passengers from same origin and destination, 25� each:
Section 16. 2. Between Zone I and Zone II. The prices charged for
taxicab services bet w een Zone I and Zone II shall not exceed the following:
For one passenger, 65�
For two passengers from same origin and destination, 40� each
For three or morepassengers from same origin and destination, 35� each
Section 16. 3. Between Zone I and Zone III. The prices charged for
taxicab services between Zone I and Zo;ie III shall not exceed the following;
For one passenger, 50�
For two passengers from same origin and destina
tion, 35 each
For three or more passengers from same origin and destination

Section 16. 4. Between Zone I and Zone IV or Between Zone II and Zone
III. The prices charged for taxicab services between Zone I and Zone IV or
between Zone II and Zone III shall not exceed the following:
For one passenger, 75�
For two passengers from same origin and destination, 45� each
For three or more passengers from same origin and destination,
35� each plus 10� addition to total fare.
Section 16. 5. Between Zone II and Zone V or Between Zone IV and
Zone V. The prices charged for taxicab services between Zone II and Zone V or
between Zone IV and Zone V shall not exceed the following:
For one passenger, 60�
For two passengers from same origin and destination, 40� each
For three or more passengers from same origin and destination,
25� each plus 20� addition to total fare
Section 16. 6. Between Zone I and Zone V. The prices charged for taxicab
services between Zone I and Zone V shall not exceed the following:
For one passenger, 85�
For two passengers from same origin and destination, 50� each
For three or more passengers from same origin and destination,
35� each plus 20� addition to total fare

Section 16. 7. One Passenger Rate. When two or more passengers are
picked up at different places or are picked up at the same place and discharged at.
different places, the one-passenger rate shall apply to each of such passengers.
Section 16. 8. Trunks Carried. For each
-------_ ch trunk carried in connection with
a passenger, an additional fee of 50� per trunk may be charged.
Section 16. 9. Waiting Time. For each minute or fraction thereof for
waiting time, the sum of 5� may be charged. Waiting time shall mean time
consumed while waiting at the direction of a passenger.

Section 16. 10. Intermediate Stops. For each intermediate stop, at the
direction of a passenger on a direct route a maximum charge of 10� shall be made.
Section 17. Posting of Rate Schedules Required. There shall be posted in
each taxicab in a position to be visible to any passenger, a card or sheet showing
the rates as set forth in the preceding section, rt n' ,,n _ s ti-ie „a J

and a map showing the area included in the
respective Zones I and H. If any passenger shall so demand, the driver of the
taxicab shall give said passenger a receipt in proper form for the fare received
and said receipt shall show the number of passengers carried upon the particular
trip involved.
Section 18. Twenty-four Hour Service Required. Every person, firm or
corporation taking out a taxicab license shall furnish twenty-four (24) hour
service.

Section 19. Revocation of License. The city council of Ames may revoke
any taxicab license or driver's license whenever a violation of anyprovisions
of this ordinance is shown.
Section 20. Penalty. Any person, firm or corporation violating any
provisions of this ordinance shall, upon conviction thereof, be subject to
imprisonment not exceeding thirty (30) days, or to a fine not exceeding one
hundred dollar s ($100. 00).
Section 21. Repeal. Ordinance No's. 592, 668, 696, 732 and all other
ordinances or parts thereof in conflict herewith are hereby repealed.
Section 22. This ordinance shall be in full force and effect from and
after its passage and publication as required by law.
