NO. 803 AN ORDINANCE CREATING A BOARD OF HOSPITAL TRUSTEES, DEFINING THEIR POWERS AND DUTIES, AND REPEALING ORDINANCE NO. 302 AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. WHEREAS, pursuant to the donation and gift of the Mary Greeley Memorial Hospital by Wallace M. Greeley to the city of Ames, Iowa, a hospital board was appointed by him to serve during his lifetime, and after such time to be managed' as thought best by the mayor and city council; and WHEREAS, Wallace M. Greeley being now deceased, it is the duty of the city to create a board of hospital trustees, and define their duties and powers, therefore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA: Section 1. Board Created. There is hereby created a board of hospital trustees consisting of six (6) members. Said mernbers shall be appointed by the mayor and approved by the city council, be citizens of Ames and qualified by knowledge and experience to act in matters pertaining to the management and control of a municipal hospital, and who shall not hold any elective office in the municipal government. Section 2. Term of. Office. The term of office of the members of the board shall be six (6) years, two to be appointed to serve from January first of each even-numbered years. Each trustee shall, within fifteen (15) days after their appointment, qualify by taking the oath of office. Section 3. Vacancies. If any vacancy shall exist on the board caused by resignation, removal or otherwise, the mayor shall appoint a successor for the residue of said term, subject to the approval of the council. Section 4. Organization. The board shall, at the first meeting following January first of each year, elect a chairman and vice-chairman from the members of the board. Section 5. Compensation. The members of the board shall receive no compensation for their services, but may receive .reimbursement for personal expense incurred in the performance of their duties as a member of the board. Section 6. Secretary. The Cityclerk shall serve as secretaryof the boar and shall receive such compensation for his services and expenses as may be determined by the board. Section 7. Treasurer. The city treasurer shall serve as treasurer of the board and shall have care and control of all moneys under the control of the board of trustees. He shall keep a separate account of all moneys deposited to the credit of the hospital and shall pay out such moneys only upon orders of the board signed by the secretary. Section 8. Powers of the Board. The board of trustees are vested with authority to provide for the management, control, and government of the hospital and shall provide all needed rules and regulations for the economic conduct thereof. In the management of said hospital no discrimination shall be made against practitioners of any school of medicine recognized by the laws of the state of Iowa. Section 9. Administrator. The board of trustees shall appoint a hospital administrator who shall be directing head of all personnel employed by the hospital, and shall have full charge of the management and control of the hospital in accordance with the policies as established by the board of trustees. I He shall be appointed and hold office, subject to civil service requirements, by a majority vote of the members of the board of trustees. Section 10. Annual Report. The board shall immediately after January first of each year, submit to the city council a detailed report on the operation and conditiorof the hospital, including a statement of the receipts and disburse- ments for the fiscal year, amount of uncollected accounts, and such other information as it may deem important. Section 11. Budget. The board shall prior to July first of each year pre pare and submit to the city council a proposed budget of its funds for the following fiscal year. Section 12. Repeal. Ordinance number 302 and all other ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 13.
