II AN ORDINANCE REGULATING THE USE OF BICYCLES WITHIN THE CITY OF
AMES, IOWA, PROVIDING FOR REGISTRATION AND LICENSING THEREOF,
II FIXING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING
ORDINANCE NO, 171 AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA:
DEFINITIONS
Section 1. Bicycle. The term "bicycle" shall include every device pro-
pelled by human power upon which any person may ride, having two (2) tandem
wheels either of which is over twenty (20) inches in diameter.
I! Section 2. Owner. The word "owner" as used in this ordinance shall be
held to include minors who have the use and control of a bicycle with the knowledge
and consent of their pa.r ent or guardian. j
Section 3. Application of Regulations. The provisions of this ordinance
applicable to bicycles shall apply whenever a bicycle is operated upon any street,
sidewalk, public way or path set aside for the exclusive use of bicycles, subject
to those exceptions stated herein.
Section 4. Parents or Guardians Not to Authorize Violations. It shall b
unlawful for the parent of any child or the guardian of any ward to authorize or
knowingly permit any child or ward to violate any of the provisions of this
ordinance.
Section 5. Operators of Bicycles to Comply. Every person not owning but
operating a bicycle other than the one registered in his own name shall conform
to all provisions of this ordinance, except registration, and shall be punished as
provided herein for any violation thereof.
i LICENSING
Ij Section b. License Required. No person, who resides within this city,
shall ride or propel a bicycle on any street, sidewalk, or upon any public path
set aside for the exclusive use of bicycles unless such bicycle ownership is
I! registered and has been licensed and a license plate is attached thereto as
provided herein.

I� Section 7. License Application. Application for a bicycle license and
license plate shall be made upon a form provided by the city and shall be made to
the police department. An annual license fee of 50� shall be paid to the city
it before each license or renewal thereof is granted.
Section 8. Issuance of License. The police department, upon proper
application and payment of the fee is authorized to issue a bicycle license which
shall be effective for one year commencing July 1 of the year of issue; when
originally issued after July 1, said license shall be effective until the following
June 30, and the same fee shall be chard for parts of a year on the original
II registration and licensing. All renewals shall be made annually within thirty
II (30) days prior to July 1.
jISection 9. Applicant Must Be Owner. The police department shall not
fl issue a license for any bicycle when it knows or has reasonable ground to believe
that the applicant is not the owner of or entitled to the possession of such bicycle
Section 10. Record of Licenses. The police department shall keep a
record of the number of each license, the date issued, the name and address of
ithe person to whomissued, and the number on the frame of the bicycle for which
issued, and a record of all bicycle license fees collected, and each day's receipt

j turned in to the city clerk's office for deposit with the citytreasurer.
Section 11. Lost License Plate. In the event that an owner shall lose his
license tag, plate, or other means of identification or the same shall be destroyed
�i or stolen, he shall report the same to the police department immediately and the
! police department shall then issue to such owner a new license tag, plate, or
other means of identification at a cost of twenty-five cents (25�) to such owner.

Section 12. Damage to License Plate. It shall be unlawful for any per son i
to alter or counterfeit any registration tag, plate, or other means of identification
issued in conformity with this ordinance.
�I Section 13. Attachment of License Plate. The police department upon
issuing a bicycle license shall also issue a license plate bearing the license
number assigned to the bicycle, the name of the city, and the year for which
issued, and said license plate shall be firmly attached to the rear mudguard or
frame of the bicycle for which issued in such position as to be plainly visible
from the rear.

Section 14. Removal of License Plate. No person shall remove a license
plate from a bicycle during the period for which issued except upon a transfer of
i ownership or in the event the bicycle is dismantled and no longer operated upon
any street in this city.
Ij Section 15. Renewal of License. The bicycle license shall be renewed
annually prior to July 1 upon application and payment of the same fee as upon an
original applicatinn.
Section 16. Transfer of Ownership. Ups--i the sale or other transfer of

a licensed bicycle the licensee shall remove the license plate and shall within
five (5) days after said sale or transfer either surrender the same to the police
department or may, upon proper application but without payment of additional
fee, have said plate assigned to another bicycle owned by the applicant.

i Section 17. Registration by Bicycle Dealers. Everyperson engaged in th�
li business of buying or selling second-hand bicycles shall make a monthly report
to the police department of every bicycle purchased or sold by such dealer,
I giving the name and address of the person from whom purchased or to whom sold,
a description of such bicycle by name or make, the number thereof, and the
number of license plate, if any, found thereon.

RIDING RULES
i
Section 18. Traffic Laws Apply to Persons Riding Bicycles. Every person
riding a bicycle upon a roadway shall be granted all the rights and shall be
�I subject to all the duties applicable to the driver of a vehicle by the laws of this
(� state declaring rules of the road applicable to vehicles or by the traffic ordinances
of this city applicable to the driver of a vehicle, except as to special regulations
I' in this ordinance and except as to those provisions of laws and ordinances which
by their nature can have no application.

Section 19. Obedience to Traffic-Control Devices.
! (a) Any person operating a bicycle shall obey the instructions of official
traffic-control signals, signs, and other control devices applicable to vehicles,
unless otherwise directed by a police officer.
(b) Whenever authorized signs are erected indicating that no right or
left or U turn is permitted, no person operating a bicycle shall disobey the
direction of any such sign, except where such person dismounts from the bicycle3
I to make any such turn, in which event such person shall then obey the regulation
applicable to pedestrians.
! Section 20. Riding on Bicycles.
I� (a) A person propelling a bicycle shall not ride other than astride a

I permanent and regular seat attached thereto.

1 (b) No bicycle shall be used to carry more persons at one time than the
number for which it is designed.
II Section 21. Riding on Roadways and Bicycle Paths.

(a) Every person operating a bicycle upon a roadway shall ride as near
to the right-hand side of the roadway as practicable, exercising due care when
passing a standing vehicle or one proceeding in the same direction,

(b) Persons riding bicycles upon a roadway shall not ride more than two
abreast except on paths or parts of roadways set aside for the exclusive use of
bicycles. Single file when traffic is heavy.

I� (c) Whenever a usable path for bicycles has been provided adjacent to a
roadway, bicycle riders shall use such path and shall not use the roadway.

Section 22. Speed. No person shall operate a bicycle at a speed greater '
than, or in a manner other than is reasonable and prudent under the conditions
then existing.
Section 23. Ilnerging from Alley or Driveway. The ;operator of a bicycle
�I emerging from an alley, driveway or building shall, upon approaching a
ii sidewa_l1z . the sidewalk area extending across any alleyway, yield the
I� right-of-way to all pedestrians approaching on said sidewalk or sidewalk area, a
upon entering the roadway shall yield the right-of-way to all vehicles approaching
on said roadway.
IISection 24. Clinging to Vehicles. No person riding upon any bicycle shall
attach the same or himself to any vehicle upon a roadway.
Section 25. Towing other Vehicles. No person riding upon any bicycle
shall propel or tow another vehicle or attachment except by permission of the
chief of police.
Section 26. Currying Articles. No person operating a bicycle shall
�I carry any package, bundle, or article which prevents the rider froznkeeping at
!I least one hand upon the handle bars.
i� Section 27. Riding on Sidewalks.

(a) It shall be unlawful for any person to operate a bicycle upon any
�i sidewalk on the following streets:
Main Street -- Duff Avenue to Clark Avenue
Lincoln Way -- Stanton Avenue to Hayward Avenue
Section 27. 1. Police May Restrict. The police department is authorized
to erect signs on any sidewalk or roadway prohibiting the riding of bicycles
thereon by any person and when such signs are in place no person shall disobey
the same.
IISection 28. Bicycle Rider to Yield Right-of-Way to Pedestrian.
I Whenever any person is riding a bicycle upon a sidewalk, such person shall
�I yield the right-of-way to any pedestrian and shall give audible signal before over,-
taking and passing any such pedestrian.

PARKING RULES

Section 29. Parking. No person shall park a bicycle upon a roadway
surface other than in racks provided, as stated below:
In the following described districts and in such other districts as the
police department may designate bicycles shall be parked at the regular parking
spaces, to wit:
Section 29. 1. West side of Douglas .Avenue from the north line of Main
Street to the south line of the east and west alley between Main Street and Fifth
Street.
Section 29. 2. The triangular piece of land on the south side of Main Street
just west of Duff Avenue.
Section 29.3. West side of Kellogg Avenue from the north line of the Chica o
and Northwestern Railway Company rights-of--way to the south line of Main Street.
Section 29. 4. Area between city hall and alley going east and west extend-ing ing fr om the sidewalk on Kellogg to the sidewalk going into the city hall basement.
Section 29. 5. North side of Main Street from the west line of Burnett Avenue
to the east line of Clark Avenue. i
Section 29. 6. East side of Burnett Avenue for one hundred feet north of
Main Street.
Section 29. 7. East side of Welch Avenue from the south line of Lincoln Wa
to the north line ofthe alley running east and west.
Section 29. 8. West side of Stanton Avenue for one hundred feet south of
Lincoln Way.
Section 29. 9. East side of Hayward .Avenue for one hundred feet south of
Lincoln Way.

EQUIPMENT
li Section 30. Lamps on Bicycles. Every bicycle when in use during the hours
from one--half hour after sunset to one-half hour before sunrise shall be equipped
with a lamp on the front which shall emit a white light visible from a distance of at
east 500 feet to the front and with a red reflector on the rear of a type which shall
e visible from all distances from 50 feet to 300 feet to the rear when directly in
IVront of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a
Fred light visible from a distance of 500 feet to the rear may be used in addition
to the red reflector.
Section 31. Signal on Bicycle. No person shall operate a bicycle unless
t is equipped with a bell or other device capable of giving a signal audible for
distance of at least 100 feet, except tha�a bicycle shall not be equipped with nor
shall any persons use upon a bicycle any siren or whistle.
Section 32. Brake on Bicycle. Every bicycle shall be equipped with a
brake which will enable the operator to make the braked wheel skid on dry, level,
clean pavement.
Section 33. Damage to Another Persons Bicycle. It shall be unlawful for
any person to willfully damage or remove any signaling device or lighting equip-
ment carried on another per son's bicycle.
Section 34. Penalties. Every person convicted of a violation of any pro-
vision of this ordinance may be punished by a fine of not more than $50. 00 or by
'imprisonment for not more than fifteen days or by removal and detention of the
license plate from such person's bicycle for a period not to exceed one year.
i Section 35. Repeal. Ordinance No. 671 and all other ordinances or parts
lof ordinances in conflict herewi--h are hereby repealed.
Section 36. This ordinance shall be in full force and effect from and after
its passage and publication as provided by law.
