NO. 799 AN ORDINANCE CREATING THE OFFICE OF CITY ASSESSOR, PROVIDING FO THE SELECTION, TERM OF OFFICE AND COMPENSATION OF THE CITY ASSESSOR, PROVIDING FOR THE APPOINTMENT OF A BOARD OF REVIEW,, D THE ASSESSMENT OF PROPERTY IN THE CITY OF AMES, IOWA, REPEALING ORDINANCE NO. 651 AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA: Section 1. Office of City Assessor Created. Pursuant to the provisions of chapter 405 A code of Iowa, 1954, the office of city assessor for the City of Ames as created by ordinance number 651 of the City of Ames is hereby continued` as established. Section 2. Examining Board. Not less than sixty (60) days before the ex- piration of the term of the incumbent city assessor an examining board as provided in section 405. 1 and 405. 6 code of Iowa, 1954, shall be appointed, who shall conduct an examination for city assessor and deputy assessors as provided in section 405. 3 code of Iowa, 1954. Section 3. Appointment of City Assessor. The city assessor shall be appointed as provided in section 405. 4 and 405. 6 code of Iowa, 1954, which appointment shall be subject to the approval of the State Tax Commission. Section 4. Term of Office. The term of office of the city assessor shall be four (4) years from the date said assessor assumes office and qualifies. i Section 5. Compensation. The compensation of the city assessor, deputy assessors and other personnel shall be as fixed by the joint boards at their annual meeting to consider the budget for the ensuing fiscal year. Payment shall I be made fromthe "City Assessment Expense Fund" of Story County as provided in section 405. 18, code of Iowa, 1954. 1 Section 6. Appointment of Deputy Assessors. The cityassessor shall appoint such deputy assessors as are authorized and approved by the joint boards from the certified list of deputy assessors as provided in section 405. 8, code of Iowa, 1954. Section 7. Duties of City Assessor. The city assessor shall be re sponsi le f or the a s se s sment of all pr operty in the City of Ame s under the pr ovi sions of chapter 405, code of Iowa, 1954. Section 8.- Budget. The city assessor shall not later than July 1st of eac — idget of all expenses for the ensuing year. He shall year prepare a proposed bu R t the probable expense for defending assessment include in his proposed budge �I appeals, and court costs taxed against public bodies. He shall include in his proposed budget the estimated expenses for the ensuing fiscal year to be incurred by the board of review and the examining boards of the city. Copies of the proposed budget shall be forthwith filed by him with the boa d of supervisors, city council and school board. Section 9. Selection of Board of Review. On or before the date of the exp' tion of the term of the incumbent city assessor, a board of review of fiv members shall be selected as provided in section 405. 13, cpde of Iowa, 1954. Section 10. Sessions of Review Board. The board of review shall be in session from May 1 to May 31, both inclusive, each year and shall hold as many meetings as are necessary to discharge its duties. Section 11. Term of Office - Board of Review. The term of office of all members of the board of review shall be four (4) years each. Section 12. Powers of Board of Review. The board of review shall have the power: 1. To equalize assessments by raising or lowering the individual assessments of real property, including new buildings, personal property or monies and credits made by the city assessor., 2. To add to the assessment rolls any taxable property which has been omitted by the assessor. 3. It shall have the power to revalue and reassess real estate as provided in section 442. 2, code of Iowa, 1954. Section 13. Changes of Assessment - Notice. All changes in assessment authorized by the local board of review, and .reasons therefor, shall be entered in the minute book kept by said board and on the assessment roll. Said minute book shall be filed with the city assessor after the adjournment of the board and shall at all times be open to public inspection. In case the board increases any assessment or adds new property to the tax rolls, notice of such change shall be given as provided in section 442. 4, code of Iowa, 1954. Section 14. Repeal. Ordinance No. 651 and all other ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 15. This ordinance shall be in full force and effect fromand after its passage and publication as provided by law. ' Passed this 26th day of April, 1955. J. . Prather, City Clerk J. P.
