ORDINANCE NO. 745
ORDINANCE AMENDING TRAFFIC ORDINANCE NO. 728 ESTABLISH-
ING TWO METER DISTRICTS, INSERTING NEW SECTIONS IN THE
PARKING METER REGULATIONS , AND AMENDING PARKING AND
LIED NIGHT PARKING REGULATIONS.
Be It Ordained by the City Council of the City of Ames,
Iowa, as follows:
SECTION 1: Section 205.35 of Ordinance No. 728 is here-
by specifically repealed and the following shall here-
inafter be known as Section 205.35 of said ordinance.
Section 20 Parking is hereby prohibited at
all times on the North side of Oakland Avenue from
the West line of Hyland Avenue to the East line of
Franklin Avenue.
SECTION 2 : Section 205.39 of Ordinance No. 728 is
hereby specifically repealed.
SECTION 3: Section 206.1 of Ordinance No. 728 is hereby
specifically repealed and the following shall hereinafter
be known as Section 206.1 of said ordinance.
Section 206.1: Limited Night Parking.
It shall be unlawful for any person to park a
vehicle between the hours of two (2) o'clock A.M.
and six (6) o'clock A .P•11. on Sundays on streets
established by this ordinance. Said streets shall
be designated as having limited night parking, and
the City Manager shall have appropriate signs
erected thereon.
SECTION 4: That Ordinance No. 728 is hereby amended by
inserting immediately after Section 211.1 the following :
Section 211.2: Two parking meter districts are
hereby established as follows , District No. 1 bein'
the downtown parking meter district , and District
No. 2 being the fourth ward parking meter district
SECTION 5: Section 212.1 of Ordinance No. 728 is hereby
specifically repealed and the following shall hereinaf to
be known as Section 212.1 of said ordinance.
Section 212.1: Parking Meter Zones.
There are hereby established certain zones , to be
known as parking meter zones. The parking meters
erected in said parking meter zones shall determine
the parking meter time limits as set out in Section
213.1 and 214.1 of this ordinance, on week days ,
except Mondays and holidays , from the hours of nine
(9) o'clock A.M. to six (6) o'clock P.M. , and on
Mondays from twelve (12 ) o 'clock noon to nine (9)
o 'clock P.M. .
SECTION 6 : That ordinance No. 728 is hereby specifically
amended by inserting immediately after Section 213. 5 the '
following:
Section 213 .6: Two parking meter spaces on the
South side of Lincoln Way immediately East of
Welch Avenue, and two parking meter spaces on the
South side of Lincoln Way immediately East of
Hayward Avenue, shall have a maximum parking time
limit of twelve (12) minutes.
SECTION 7: Section 214.4 and amendments thereto of
Ordinance No. 728 is specifically repealed and the
following shall hereinafter be known as Section 214.4
of said ordinance:
Section 214.4: Kellogg Avenue from the North line
of Lincoln Way to the South line of Sixth Street,
except:
a. The North 192 feet on the West side'
b. The North 150 feet on the East side ,
c. On the West side, from the North line o
the alley between Main and Fifth Street
to Fifth Street
d. That portion of Kellogg Avenue reserved
for taxi stands and parking of official
cars ,
is hereby established as a sixty (60) minute
parking meter zone.
SECTION 8: That Ordinance No. 728 is hereby amended by
inserting the following section thereto:
Section 214.7: Lincoln Way from the East line of
Hayward Avenue to the West line of Stanton Avenue
except for two parking meter spaces on the South
side of Lincoln Way immediately East of Welch
Avenue, and two parking meter spaces on the South
side of Lincoln Way immediately East of Hayward
Avenue; the East side of Hayward Avenue from
Lincoln Way to Chamberlain; both sides of Welch
Avenue from Lincoln Way to Chamberlain; are
hereby established as sixty (60) minute parking
meter zones.
SECTION : Section 220.1 of Ordinance No. 728 is hereby
specifically repealed and the following shall hereinafter
be known as Section 220.1.
Section 220.1: Use of Funds. Funds derived from
the operation of each of the parking meter distri is
herein established shall be used for the following
purposes and none other , to-wit:
a. Payment of the cost of acquisition and instal-
lation of meters purchased.
b. Payment of the cost of maintenance and repair
of meters and collection of meter taxes and the
enforcement of traffic laws in the parking
meter districts.
c. Payment of the purchase and installation cost
of other parking or traffic control devises
installed on such portions of streets as are
equipped with parking meters.
d. Payment of the cost of acquiring by
purchase , lease, or similar arrangement
of parking lots or other off street
parking areas , including operation, en-
largement , or improvement thereof or
the facilities thereof within four-
tenths ( .4) of a mile of the metered
portion of the streets within the meter
district, and widening the streets
within the meter district or within two
blocks thereof to provide additional
parking facilities.
e. Retirement of revenue bonds issued
pursuant to the provisions of this
chapter for which .funds not required
for the payment of the costs under sub-
sections a , b , and c hereof may be
pledged.
f. All as provided in Chapter 390 of the
1950 Code of Iowa as amended.
SECTION 10: All ordinances or parts of ordinances in
conflict with the provisions of this amendment are
hereby repealed.
SECTION 11: This ordinance shall be in full force and
effect from and after passage and publication as pro-
vided by law.
