AN ORDINANCE REGULATING TRAFFIC AND PARKING UPON THE STREETS.,
AVENUES, ALLEYS, AND PUBLIC PLACES OF THE CITY OF AMES, IOWA;
PRESCRIBING REGULATIONS RELATIVE TO THE PARKING OF VEHICLES
UPON SUCH PUBLIC STREETS AND HIGHWAYS; PROVIDING FOR INSTALLA-
TION, OPERATION, MAINTENANCE, SUPERVISION,, REGULATION AND
CONTROL OF THE USE OF PARKING METERS; PROVIDING FOR FORTY-
EIGHT HOUR PARKING LIMIT AND FOR THE REMOVAL AND IMPOUNDING
OF MOTOR VEHICLES AND FOR DISPOSAL OF ABANDONED VEHICLES,
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
PENALTIES FOR A VIOLATION OF ITS PROVISIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES, IOWA:
WORDS AND PHRASES DEFINED
Section 100.1. Definition of Words and Phrases.--The following words
and phrases when used in this ordinance shall, for the purpose of this
ordinance, have the meaning respectively ascribed to them.
VEHICLES, TRAFFIC, ETC., DEFINED
Section 101.1. Vehicle.--Every device in, upon, or by which any person
or property is or may be transported or drawn upon a highway, excepting
devices moved by human power or used exclusively upon stationary rails or
tracks.
Section 101.2. Motor Vehicle .--Every vehicle which is self-propelled.
The terms "car" or "automobile" shall be synonymous with the term "motor
vehicle".
Section 101.3. Bicycle.--Every device propelled by human power upon
which any person may ride, having two tandem wheels either of which is over
twenty (20) inches in diameter, and including any device generally recognized
as a bicycle though equipped with two (2) front or two (2) rear wheels.
Section 101.4. Motorcycle. --Every motor vehicle having a saddle for
the use of the rider and designed to travel on not more than three (3) wheels
in contact with the ground but excluding a tractor.
Section 101.5. Farm Tractor. --Every motor vehicle designed and use
primarily as a farm implement for drawing plows, mowing machines, and
other implements of husbandry.
Section 101.6. Road Tractor.--Every motor vehicle designed and used
for drawing other vehicles not so constructed �.s to carry any load thereon
either independently or any part of the weight of a vehicle or load so drawn.
Section 101.7. Trailer .--Every vehicle without motive power designed
for carrying persons or property and for being drawn by a motor vehicle and
so constructed that no part of its weight rests upon the towing vehicle. When-
ever the word "trailer" is used in this ordinance, same shall be construed to
also include"semi-trailer".
Section 101.8. Trailer Coach .--Any vehicle used, or maintained for use
upon highways or city streets, said coach being so designed and so constructed
as to permit occupancy thereof as a dwelling or sleeping place for one or mor

persons and having no other foundation than wheels or jacks.
Section 101.9. Semi---trailer.--Every vehicle without motive power
designed for carrying persons or property and for being drawn by a motor ve-
hicle and so constructed that some part of its weight and that of its load rests
upon or is carried by another vehicle. A "semi-trailer" shall be considered in
this ordinance separately from its power unit.
Section 101.10. Special Mobile Equipment.--Every vehicle not designed
or used primarily for the transportation of persons or property and incidental)
operated or moved over the streets, including road construction or maintenance
machinery, ditch-digging apparatus and well-boring apparatus. The foregoing
enumeration shall be deemed partial and shall not operate to exclude other
such vehicles which are within the general terms of this paragraph.
Section 101.11. Authorized Emergency Vehicle. --Vehicles of the fire
department, police vehicles, and such ambulances and emergency vehicles of
the municipal departments, as are designated or authorized by the city.
Section 101.12. Railroad .--A carrier of persons or property upon cars,
other than street cars, operated upon stationary rails.
Section 101.13. Railroad Train.--A steam engine, electric or other
motor, with or without cars coupled thereto, operated upon rails, except street
cars.
Section 101.14 Traffic.--
Pedestrians, ridden or herded animals,
vehicles, and other conveyances either singly or together while using any
street for purposes of travel.
Section 101.15. Right-of-way.--The privilege of th immediate use of
the roadway.
Section 101.16. Stop. --When required means complete cessation of
movement.
Section 101.17. Stopping or Standing.--When prohibited means any
stopping or standing of a vehicle whether occupied or notexcept when necessary
to avoid conflict with other traffic or in compliance with the directions of a
police officer or traffic-control sign or signal.
Section 101.18. Holiday.--The following days shall be classified as
holidays under this ordinance: January first (1), Februar twelfth (12) and
twenty-second (22), May thirtieth (30), July fourth (4), the first Monday in
September, November eleventh (11), Thanksgiving Day as proclaimed by the
President or the Governor, December twenty-fifth (25), and the following
Monday, whenever any of the foregoing Holidays fall on a Sunday, and such
other Holidays as are set aside by Mayor's Proclamation.
Section 101.19. Parked Vehicle.-- The term parkezi shall apply to any
vehicle which is stopped within the limits of a highway ormunicipally-owned,-
leased or -controlled parking lot, whether occupied or not.
Section 101.20. Official Time Standard.--Whenever certain hoursare
named herein they shall mean Central Standard Time.
Section 101.21. Double Parked.-- When a vehicle is standing on a road-
way in such a manner that it is outside a parking space or the wheels nearest

the curb are more than eighteen (18) inches from the curb it shall be termed
"Double Parked". On streets without curbs, any vehicle parked within twelve
(12) feet of the center line shall be termed "Double Parked".
Section 101.22. Parking Meter.--A device or devices which shall
indicate thereon the length of time during which a vehicle may be parked in a
particular place which shall have as a part thereof a receptacle or chamber for
receiving and storing coins of the United States money; a slot or place in which
said coin or coins may be deposited; a timing mechanism to indicate the pass-
age of the interval of time during which parking is p :--rmissible; and which shall
also display an appropriate signal when the aforesaid interval of time shall
have elapsed; also brief instructions as to their operation.
Section 101.23 Maximum Parking Time Limit.-- The maximum length
of time that a vehicle may occupy a parking space.
Persons, Etc., Defined
Section 102.1. Person.—-Every natural person, firm, copartnership,
association, or corporation.
Section 102.2. Operator or Driver.--Every person who drives or is in
actual physical control of a vehicle.
Section 102.3. Pedestrian.--Any person afoot.
Section 102.4. Police Officer.--Every officer authorized to direct or
regulate traffic or to make arrests for violation of traffic regulations.
Section 102.5. Traffic Division --The traffic division whenever used
herein shall be deemed to refer to the Police Department of this City.
Section 102.6. City --whenever the word "City" appears in this
ordinance it shall refer to the City of Ames, Iowa.
Streets, Etc., Defined
Section 103.1 . Street or Highway.-- The entire width between property
lines of every way or place of whatever nature when any part thereof is open
to the use of the public, as a matter of right, for purpose of vehicular traffic.
Section 103.2. A ley.--A thoroughfare twenty (20) feet or less in
width, laid out, established and platted as such, by constituted authority.
Section 103.3 Private Road or Driveway.-Every way or place in
private ownership and used for vehicular travel by the owner and those having
express or implied permission from the owner but not by other persons.
Section 103.4. Roadway.-- That portion of a street or highway improved
designed, or ordinarily used for vehicular travel. In the event a highway in-
cludes two or more separate roadways the term "roadway" as used herein
shall refer to any such roadway separately but not to all such roadways collect-
ively.
Section 103.5. Sidewalk--That portion of a stre-t between the curb lines
or the lateral lines of a roadway, and the adjacent property lines intended for
the use of pedestrians.
Section 103.6. Laned Roadway.--A roadway which is divided into two

or more clearly marked lanes for vehicular traffic.
Section 103.7. Through (or Thru) Highway.-- Every highway or portion
thereof at the entrances to which vehicular traffic is required by law to stop
before entering or crossing the same or when stop signs are erected or such
entrances are controlled by a police officer or traffic-control signal. The
term ::arterial" shall be synonymous with "through" or "thru" when used in
this ordinance.
Section 103.8. Intersection.— The area embra_ed within the prolongation
or connection of the lateral curb lines, or, if none, then the lateral boundary
lines of the roadways of the two streets which join one another at, or approxi=
mately at, right angles, or the area within which vehicles traveling upon different
roadways joining at any other angle may come in conflict.
Section 103.9. Crosswalk.-- That portion of a roadway ordinarily in-
cluded within a prolongation or connection of the lateral lines of sidewalks at
intersections or any portion of a roadway distinctly indicated for pedestrian
crossing by lines or other markings on the surface.
Section 103.10. Line of Street.-- Where the "line of street" is referred
to it shall mean the lot line, as distinguished from the curb line.
Section 103.11. Curb Loading Zones.-- A space adjacent to a curb,
indicated by a sign or curb marking, reserved for the exclusive use of vehicles
during the loading or unloading of passengers or materials.
Section 103.12. Official Traffic-Control Devices.-- All signs, signals,
markings, and devices not inconsistent with this ordinance placed or erected
by authority of a public body or official having jurisdiction, for the purpose of
regulating, warning, or guiding traffic.
Section 103.13. Traffic-Control Signal.-- Any device, whether manually
electrically, or mechanically operated, by which traffic is alternately directed
to stop and to proceed.
Section 103.14. Business District.-- The territory contiguous to and
including a street when fifty -(50) percent or more of the frontage thereon for
a distance of three hundred (300) feet or more is occupied by buildings in use
for business.
Section 103.15. Residence District.--The territory within the city
contiguous to and including a highway, not comprising a business, suburban or
school district, where forty (40) percent or more of the frontage on such
highway for a distance of three hundred (300) feet or more is occupied by
dwellings or by dwellings and buildings i use for business.
Section 103.16. School District. - The territory contiguous to and
including a street for a distance of two hundred (200) feet in either direction
from a school house.
Section 103.17. Suburban District.--All other parts of the city not
included in the business, school or residence districts.
Section 103.18. Parking Space.-- That area of the street, next to the
curb, designated by lines or marks thereon within which a vehicle may be
parked.

Section 103.19• Parking Lot, Municipally-Owned.--A municipally-owne
area of land outside the boundaries of streets or highways, set aside for the
specific purpose of parking vehicles.
Section 103.20. Parking Lot, Leased.--An area of land, privately-owned
and leased by the City, outside the boundaries of streets or highways, set aside
for the specific purpose of parking vehicles.
RESPONSIBILITY FOR TRAFFIC ENGINEERING
AND RECORDS
Section 104.1. Responsibility for Traffic Engineering.--
(a) The City Manager shall exercise the powers and duties with respect
to traffic as provided in this ordinance.
(b) It shall be the duty of the City Manager to determine the installation
and proper timing and maintenance of traffic--control devices, to conduct
engineering analyses of traffic accidents and to devise remedial measures, to
conduct engineering investigation of traffic conditions and to cooperate with
other city officials in the development of ways and means to improve traffic
conditions, and to carry out the additional powers and duties imposed by traffic
ordinances of the City.
Section 104.2. Records of Traffic Violations.-- The Police Department
shall keep a record of all violations of the traffic ordinances of this City or of
the State vehicle laws of which any person has been charged, together with a
record of the final disposition of all such alleged offenses. Such record shall
be so maintained as to show all types of violations and the total of each. Said
record shall accumulate during at least a five (5) year period and from that

Section 105.1. Authority of Police Officials.-- It shall be the duty of

Section 106.1. Authority to Direct Traffic.-- Officers of the Police

Department or such officers as are assigned by the Chief of Police are hereby
authorized to direct all traffic by voice, hand, or signal in conformance with
traffic laws, provided that, in the event of a fire or other emergency or to
expedite traffic or to safeguard pedestrians, officers of the Police Department
may direct traffic as conditions may require notwithstanding the provisions
of the traffic laws.
Section 107.1. Authority of Fire Department Officials.--Officers of the
Fire Department, when at the scene of a fire, may direct traffic thereat or in
the immediate vicinity.

Section 109.1. Persons Propelling Push Carts, etc.--Every person
propelling any push cart or riding an animal upon a roadway, and every person
driving any animal-drawn vehicle, shall be subject to the provisions of this

Section 110.1. Use of Coasters, Roller Skates, and Similar Devices
Restricted.--No person upon roller skates, or riding in or by means of any
device, shall go upon any roadway except while

of this ordinance, except as otherwise permitted in this ordinance or by State
statute.
Section 112.1. Exemptions to Authorized Emergency Vehicles.--
(a) The provisions of this ordinance regulating the operation, parking, and
standing of vehicles shall apply to authorized emergency vehicles, as defined
in this ordinance, except as follows:

otherwise directed by a police officer, may--
(1) Park or stand notwithstanding the provisions of this ordinance;
(2) Proceed past a red or stop signal or stop sign, but only after
slowing down as may be necessary for safe operation;
(3) Exceed the prima facie speed limits so long as he does not
endanger life or property;
(4) Disregard regulations governing direction of movement or
turning in specified directions so long as he does not endanger
life or property.

ACCIDENTS
Section 114.1. Information and Aid.--The driver of any vehicle in-
volved in an accident resulting in injury to or death of any person or damage t
any vehicle which is driven or attended by any person shall stop such vehicle
at the scene of such accident or as close thereto as possible and shall give
his name, address, and the registration number of the vehicle he is driving
and shall upon request, and if available, exhibit his operatorts or chauffeurts
license to the person struck or the driver or occupant of or person attending
any vehicle collided with and shall render to any person injured in such acci-
dent reasonable assistance, including the carrying or the making of arrange-
ments for carrying of such person to a physician, surgeon, or hospital for
medical or surgical treatment if it is apparent that such treatment is necessary
or if such carrying is requested by the injured person.
Section 115.1. Striking Unattended Vehicle.—The driver of any vehicle
which collides with any vehicle which is unattended shall immediately stop
and shall then and there either locate and notify the operator or owner of such
vehicle of the name and address of the driver and owner of the vehicle striking
the unattended vehicle or shall leave in a conspicuous place in the vehicle
struck a written notice giving the name and address of the driver and of the
owner of the vehicle doing the striking and a statement of the circumstances
thereof.
Section 116.1. Striking Fixtures Upon A Highway.-- The driver of any
vehicle involved in an accident resulting only in damage to property legally
upon or adjacent to a highway shall take reasonable steps to locate and notify
the owner or person in charge of such property of such fact and of his name
and address and of the registration number of the vehicle he is driving and
shall upon request and if available exhibit his operatorts or chauffeurts
license and shall make report of such accident when and as required in
Section 117.1.
Section 117.1. Immediate Report of Accidents.--The driver, of if
unable, any occupant of a vehicle involved in an accident resulting in injury
to or death of any person or property damage to an apparent extent of fifty
(50) dollars or more, shall immediately by the quickest means of communica-
tion, either verbal or written, give notice of such accident to the Police
Department if such accident occurs within this City.
Section 118.1. Cleaning Up After Accidents.--Any person removing a
wrecked or damaged vehicle or property from a street shall remove any glass
or other substance dropped upon the street from such vehicle or property.
TRAFFIC-CONTROL DEVICES
Section 119.1. Authority to Install Traffic-Control Devices.--The City
Manager shall place and maintain traffic-control signs, signals, markings and
devices when and as required under the traffic ordinances of this City to make
effective the provisions of said ordinances, and may place and maintain such
temporary additional traffic-control devices as may be necessary in times of
emergency or hazardous conditions to regulate traffic under the traffic
ordinances of this City or under State law, or to guide or warn traffic.
Section 120.1. Manual and Specifications for Traffic-Control Devices.--
All traffic-control signs, signals, markings and devices shall conform to the
Manual of Uniform Traffic-Control Devices for Streets and Highways as

the nearest crosswalk at an intersection or at such other point
as may be indicated by a clearly visible line and shall remain

he can do so safely and without interfering with any vehicular traffic.

Section 124.1. Flashing Yellow or Amber Signals. (Caution signal.)-
When a yellow or amber lens is illuminated with rapid intermittent flashes,
drivers of vehicles may proceed through the intersection or past such signal
only with caution.
Section 125.1 Display of Unauthorized Signs, Signals, or Markings.--
No person shall place, maintain, or display upon or in view of any street any
unauthorized sign, signal, marking, or device which purports to be or is an
imitation of or resembles an official parking sign, curb or other marking,
traffic-control device or railroad sign or signal, or which attempts to direct
the movement of traffic, or which hides from view or interferes with the
effectiveness of any official traffic-control device or any railroad sign or
signal, and no person shall place or maintain upon any street any traffic - sign
or signal bearing thereon any commercial advertising. This shall not be
deemed to prohibit the erection upon private property adjacent to highways of
signs giving useful directional information of a type that cannot be mistaken for
official signs.
Section 125.2. Removal of Unauthorized Signs, Signals, or Markings.--
Every such prohibited sign, signal, or marking is hereby declared to be a
public nuisance and the City Manager is hereby empowered to remove the same
or cause it to be removed without notice.
Section 126.1. Interference With Official Traffic-Control Devices or
Railroad Signs and Signals.-- No person shall without lawful authority attempt
to or in fact alter, deface, injure, knock down, or remove any official traffic-
control device or any railroad sign or signal or any inscription, shield, or
insignia thereon, or any other part thereof.
Section 127.1. Authority to Establish Temporary Use of a Street or
Alley.-- The City Manager shall have the authority to temporarily close and
to erect temporary "No Parking'' signs, street closing signs and barricades
on streets, alleys, or public places, or portions of streets, alleys or public
places, for cleaning and repairing; to protect sewer, water, curb and gutter an
paving constructions; to close a street for public demonstrations; to re-route
traffic when there is a heavy influx of such due to special events, such as the
Iowa State College Homecoming, Veishea, etc.
Section 127.2. Temporarily Closed Streets.-Whenever signs are erect d
indicating any street or part thereof as a closed street, no person shall drive
a vehicle upon any such street or portion thereof.
Section 128.1. City Manager to Designate Crosswalks, Establish Safety
Zones, and Mark Traffic Lanes.-- The City Manager is authorized--
(a) To designate and maintain, by appropriate devices, marks, or lines
upon the surface of the roadway, crosswalks at intersections where in his
opinion there is particular danger to pedestrians crossing the roadway, and at
such places as he may deem necessary;
(b) To designate safety zones of such kind and character and at such places as
he may deem necessary for the protection of pedestrians;
(c) To mark lanes for traffic on street pavements at such places as he may
deem advisable, consistent with the traffic ordinances of this City.

SPEED REGULATIONS
Section 129.1. Speed Restrictions.-- It shall be unlawful for any person
driving a vehicle on the streets to drive the same in any manner other than at
a careful and prudent speed not greater than, nor less than, is reasonable and
proper, having due regard to the traffic surface, and width of the street and
of any other conditions then existing, and no person shall drive any vehicle upon
a street at a speed greater than will permit him to bring it to a stop within the
assured clear distance ahead such driver having the right to assume, however,
that all persons using said street will observe the law.
Section 129.2. Speed Restriction, Business or School District.-- A speed
in excess of twenty (20) miles per hour in any business or school district,
unless specifically designated otherwise in this ordinance, shall be unlawful.
Section 129.3. Speed Restriction, Residence District.--A speed in
excess of twenty-five (25) miles per hour in any residence district, unless
specifically designated otherwise in this ordinance, shall be unlawful.
Section 129.4. Speed Restrictions, Suburban District.--A speed in
excess of forty-five (45) miles per hour in any suburban district, unless
specifically designated otherwise in this ordinance, shall be unlawful.
Section 129.5. Speed Restrictions, Public Park, Parking Lot or
Cemetery.--A speed in excess of fifteen (15) miles per hour in any public
park, parking lot or cemetery, unless specifically designated otherwise in
this ordinance, shall be unlawful.
Section 129.6. Speed Restrictions, Sixth Street Through Brookside
Park.-- A speed in excess of thirty-five 35) miles per hour on Sixth Street
from Brookridge Avenue to Wallace Road, shall be unlawful.
Section 129.7. Speed Restrictions, Lincoln Way.--A speed in excess of
thirty (30) miles per hour on Lincoln Way from the East Corporation Limits
to Beech Avenue, shall be unlawful.
Section 129.8. Speed Restrictions - South Duff Avenue.--A speed in
excess of thirty (30) miles per hour on South Duff Avenue from Lincoln Way
to the South Corporation Limits shall be unlawful.
Section 129.9. Speed Restrictions - Grand Avenue. A speed in exces
of thirty (30) miles per hour on Grand Avenue from Thirteenth Street to a
point three hundred (300) feet north of the North line of Murray Drive,
shall be unlawful.
Section 130.1. Minimum Speed Regulations.--No person shall drive a
motor vehicle at such a slow speed as to impede or block the normal and reas )n-
able movement of traffic, except when reduced speed is necessary for safe
operation, or in compliance with law.
Section 131.1. Emergency Vehiclets Speed.-- The speed limitations
set forth in this ordinance shall not apply to authorized emergency vehicles
when responding to emergency calls and the drivers thereof sound audible
signal by bell, siren, or exhaust whistle. This provision shall not relieve
the driver of an authorized emergency vehicle from the duty to drive with
due regard for the safety of all persons using the streets, nor shall it
protect the driver of any such vehicle from the consequences of his negligenc .

TURNING MOVEMENTS
Section 132.1. Required Position and Method of Turning at Intersection .
--It shall be unlawful for the driver of a vehicle intending to turn at an
intersection to do so in any manner other than as follows:
(a) Both the approach for a right turn and a right turn shall be made as close
as practical to the right-hand curb or edge of the roadway.
(b) Approach for a left turn shall be made in that portion of the right half of
the roadway nearest the center line thereof and after entering the intersection
the left turn shall be made so as to leave the intersection to the right of the
center line of the roadway being entered.
(c) Approach for a left turn from a two way street into a one-way street shall
be made in that portion of the right half of the roadway nearest the center line
thereof and by passing to the right of such center line where it enters the
intersection. A left turn from a one-way street into a two-way street shall be
made by passing to the right of the center line of the street being entered upon
leaving the intersection.
.(d) Where both streets or roadways are one-way, both the approach for a
left turn and a left turn shall be made as close as practicable to the left-hand
curb or edge of the roadway.
Section 133.1. Authority to Place Turning Markers.-- The City Manag r
is authorized to place markers, buttons, or signs within or adjacent to inter-
sections indicating the co rse to be traveled by vehicles turning at such
intersections, and such course to be traveled as so indicated may conform to r
be other than as prescribed by ordinance.
Section 133.2 Obedience to Turning Markers.— When authorized
markers, buttons, or other indications are placed within an intersection
ndicating the course to be traveled by vehicles turning thereat, it shall be
unlawful for a driver of a vehicle to disobey the directions of such indications.
Section 134.1. Authority to Place "U" Turn Signs.-- The City Manage
is hereby authorized to place signs at intersections, as determined by this
ordinance, where U turns are prohibited.
Section 134.2. "U" turns are prohibited within the limits of the inter-
section of Douglas Avenue and Main Street.
Section 134.3. "U" turns are prohibited within the limits of the
intersection of Kellogg Avenue and Main Street.
Section 134.4 "U" turns are prohibited within the limits of the
intersection of Burnett Avenue and Main Street.
Section 134.5. "U" turns are prohibited within the limits of the
intersection of Duff Avenue and Fifth Street.
Section 134.6. "U" turns are prohibited within the limts of the inter-
section of Lincoln Way and Sheldon Avenue.
Section 134.7. "U" turns are prohibited within the limits of the inter-
section of Grand Avenue and Lincoln Way.
Section 134.8. "U" turns are prohibited within the limits of the inter-

Section 135.1. Authority to Place Restricted Turn Signs.-- The City
Manager is hereby authorized to place signs at intersections, determined by
this ordinance, where left or right hand turns are prohibited.
Section 135.2 Left turns are prohibited from Grand Avenue at the
intersection of Fifth Street and Allan Drive.
Section 135.3. Left turns are prohibited in the intersection of Fifth
Street and Kellogg Avenue, when "No Left Turn" signs are in place in the
intersection.
Section 136.1. Limitations on Turning Around.-- It shall be unlawful
for any driver of a vehicle to turn such vehicle so as to proceed in the opposi e
direction unless such movement can be made in safety and without interfering
with other traffic.
Section 137.1. When Signal Required.-- It shall be unlawful for any
person to turn a vehicle from a direct cou~se upon a strett in the City of
Ames unless and until such movement can be made with reasonable safety
and then only after giving audible signal by sounding the horn if any pedestria
may be affected by such movement or after giving an appropriate signal in th
manner herein provided in the event any other vehicle may be affected by
such movement.
Section 137.2 Signal Continuous.--A signal of intention to turn right
or left shall be given continuously during not less than the last one hundred
(100) feet traveled by the vehicle before beginning the turning movement.
Section 137.3. Signals by Hand and Arm or Signal Device.-- The
signals herein required shall be given either by means of the hand and arm o
other proper signal or signal device of a type approved by the State Motor
Vehicle Department.
Section 137.4. Method of Giving Hand and Arm Signals.-- All signals
herein required which shall be given by hand and arm shall when so given,
be given from the left side of the vehicle and in the following manner:
(a) Left turn--hand and arm extended horizontally.

(b) Right turn--hand and arm extended upward.
(c) Stop or decrease of speed - hand and arm extended downward.
ONE-WAY STREETS AND ALLEYS
Section 138.1. Authority to Sign One-Way Streets and Alleys.--When-
ever any ordinance of this City designates any one-way street or alley the
City Manager shall place and maintain signs giving notice thereof, and no
such regulation shall be effective unless such signs are in place. Signs
indicating the direction of lawful traffic movement shall be placed at every
intersection where movement of traffic in the opposite direction is prohibited.
Section 138.2. The alley through Blocks Ten (10), Eleven (11), Twelve
(12), Original Town of Ames, being the alley between Main Street and Fifth
Street from Burnett Avenue to Duff Avenue is hereby designated as 1Cone-way"
and it shall be unlawful to enter except from the East.
Section 138.3. The alley immediately south of Blocks Thirteen (13)
and Fourteen (14), Original Town of Ames, being the alley between Main Stree
and the Chicago and North Western Railway Company's right-of-way from
Burnett Avenue to Duff Avenue is hereby designated as "one-way" and it
shall be unlawful to enter except from the West.
Section 138.4. The alley north of Lincoln Way from Kellogg Ave-nxue
to Market Avenue is hereby designated "one-way" and it shall be unlawful to
enter except from the West.
Section 138.5. Wilson Avenue from Fifth Streit to Sixth Street is here y
designated as "one-way" and it ahall be unlawful to enter except from the Sout .
Section 138.6. The alley through Block Eight (8) Original Town, being
the alley between Kellogg Avenue and Douglas Avenue and between Fifth Stree
and Sixth Street is hereby designated as one-way" and it shall be unlawful to
enter except from the south.
SPECIAL STOPS REQUIRED
Section 139.1. Entering Through Highways.--It shall be unlawful for
the driver of a vehicle to fail to stop as required by this ordinance at the
entrance to a through highway and shall yield the right-of-way to other
vehicles which have entered the intersection from said through highway or whi h
are approaching so closely on said through highway as to constitute a hazard,
but said driver having so yielded may proceed cautiously and with due care
enter said through highway.
Section 140.1. Authority to Designate Through Highways and to
Erect "Stop" Signs.--Whenever an ordinance of this City designates and descr bes
a "through street" it shall be the duty of the City Manager to place and maintain
a "stop" sign on each and every street intersecting such "through Street" or
intersecting that portion thereof described and designated as such by any
ordiunc e of this City.
Section 140.2. Grand Avenue from the North Corporate Limits to its
intersection with Lincoln Way, except for traffic turning east from Grand
Avenue onto Lincoln Way, is hereby designated as a through street.
Section 140.3. Lincoln Way from East Corporate Limits to the West
Corporate Limits is hereby designated as a through street, except the West

entrance of Lincoln Way from Grand Avenue.
Section 140.4. South Duff Avenue from the South Corporate Limits to
_ts intersection with Lincoln Way is hereby designated as a through street.
Section 140.5. Ninth Street from the East line of Carroll Avenue to
the West line of Ridgewood Avenue, except at Grand Avenue and Duff Avenue,
is hereby designated as a through street.
Section 140.6. Knapp Street from the West line of Ash Aveiuo-.to the
West line of Hayward Avenue is hereby designated as a through street.
Sectipn 140.7. Thirteenth Street fromthe East line of Maxwell Avenue
to the West line of Crescent Street, except at Grand Avenue is hereby
designated as a through Street.
Section 140.8. West Street from the East 'line of Sheldon Avenue to
the West line of Campus Avenue is hereby designated as a through street.
Section 140.9. Beech Avenue from Lincoln Way to the South Corporate
Limits is hereby designated as a through street.
Section 140.10. Sixth Street from the West line of Duff Avenue to the
Squaw Creek Bridge except at Grand Avenue is hereby designated as a through
street.
Section 140.11. Duff Avenue from Lincoln Way to the South line of
Thirteenth Street except at Main Street is hereby designated as a through street.
Section 141.1. Special Intersections Where "Stop" Required. -- The
City Manager is hereby a thorized to erect "Stop" signs at designated
intersections where particular hazards.exigt. Such intersections shall be
designated "Special Stop Intersections".
Section 141.2. The intersection of Allan Drive and Northwestern Aven le
is hereby designated as a special stop intersection. Traffic on Allan Drive
shall stop before entering Northwestern Avenue.
Section 141.3. The intersection of Hyland Avenue, Oakland Street and
Sheldon Avenue is hereby designated as a special stop intersection. Traffic
on Oakland Street and on Sheldon Avenue shall stop before entering Hyland
AV enue.
Section 141.4. The intersection of Gable Lane and Ash Avenue is
hereby designated as a special stop intersection. Traffic on Gable Lane shall
stop before entering Ash Avenue. l
Section 142.1. Intersections r'Vhere "School Stops" Required.-- The
City Manager is hereby authorized to make available stop signs or hand
stop signals at designated intersections or crosswalks where particular hazar s
exist. Such intersections or crosswalks shall be designated as "School Stops"
All vehicles when approaching such "School Stop" shall come to a full stop bef re
proceeding through such intersection or crosswalk when the stop signs or han
signals are displayed.
Section 142.2. Lincoln Way at the Lincoln Way-Hyland Avenue inter-
section is hereby designated as a "School.Stop".

Section 142.3. Lincoln Way at the Lincoln Way-Hazel Avenue inter-
section is hereby designated as a "School Stop".
Section 142.4. Lincoln Way at the Lincoln Way -Oak Avenue inter-
section is hereby designated as a "School Stop".
Section 142.5. Grand Avenue at the Ninth Street-Grand Avenue inter-
section is hereby designated as a "School Stop".
Section 143.1. Signs to Bear the Word "Stop".--Every sign erected
pursuant to this article shall bear the word "Stop" in letters not less than
six (6) inches in height and such sign shall at nighttime be rendered luminous
by efficient reflecting elements on the face of the sign. Every stop sign
shall be located as near as practicable at the nearest line of the crosswalk
on the near side of the intersection or, if none, at the nearest line of the
roadway.
Section 144.1. Vehicles to Stop at Stop Signs.--When stop signs are
erected as herein provided at or near the entrance to any intersection, every
driver of a vehicle shall stop such vehicle at such sign or at a clearly marked
stop line before entering the intersection except when directed to proceed by
a police officer or traffic-control signal.
Section 145.1. Stopping Vehicle at "Stop" signs.--Operators of
vehicles shall stop in obedience to a stop sign as required herein at an inter-
section where a stop sign is erected at one or more entrances thereto althougti
not a part of a through highway and shall proceed cautiously, yielding to
vehicles not so obliged to stop which are within the intersection or approaching
so closely as to constitute a hazard, but may then proceed.
Section 146.1. Emerging From Alley or Private Driveway.--It shall
be unlawful for the driver of a vehicle emerging from an alley, driveway, or
building to fail to stop such vehicle immediately prior to driving onto a sidew ilk
or onto the sidewalk area extending across any alleyway, yielding the right-
of-way to any pedestrian as may be necessary to avoid collision, and upon
entering the roadway shall yield the right-of-way to all vehicles approaching
so closely as to constitute a hazard, but said driver having so yielded may
proceed cautiously and with due care enter said roadway.
Section 147.1. Stop When Traffic Obstructed.-- It shall be unlawful fo
the driver of a vehicle to enter an intersection or marked crosswalk unless
there is sufficient space on the other side of the intersection or crosswalk to
accommodate the vehicle he is operating without obstructing the passage of
other vehicles or pedestr..ans, notwithstanding any traffic-control signal
indication to proceed.
Section 148.1. Obedience to Signal Indicating Approach of Railroad
Train.--
(a) Whenever any person driving a vehicle approaches a railroad grade
crossing under any of the circumstances stated in this section, the driver of
such vehicle shall stop within fifty (50) feet but not less than ten (10) feet
from the nearest rail of such railroad, and shall not proceed until he can do
so safely. The foregoing requirements shall apply when:
(1) A clearly visible electric or mechanical signal device gives
warning of the immediate approach of a railroad train;
(2) A crossing gate is lowered or when a human flagman gives or
continues to give a signal of the approach or passage of a railroad tra n;

(3) A railroad train approaching within approximately fifteen hundred
(1500) feet of the highway crossing emits a signal audible from such
distance and such railroad train, by reason of its speed or nearness to
such crossing, is an immediate hazard.
Section 148.2. Observance of Crossing Gates and Barriers.- - It shall
be unlawful for any person to drive any vehicle through, around or under any
crossing gate or barrier at a railroad grade crossing while such gate or barrier
is closeci or is being opened or closed.
DRIVING REGULATIONS
Section 149.1. Following Fire Apparatus Prohibited. It shall be
unlawful. for a driver of any vehicle other than one on official business to
follow any fire apparatus traveling in response to a fire alarm closer than five
hundred (500) feet or drive into or park such vehicle within the block where
fire apparatus has stopped in answer to alx•_e--i alarm
Section 150.1. Crossing Fire Hose.-- No vehicle shall be driven over
any unprotected hose of a Fire Department when laid down on any street, alley
or private driveway, to be used at any fire or alarm of fire, without the consent
of the Fire Department Official in command.
Section 151.1. Driving Through Funeral or Other Processions.-- It shal
be unlawful for the driver of a vehicle to drive between the vehicles comprising
a funeral or other authorized procession while they are in motion. This
provision shall not apply at inter s ectiosisvhe re traffic is controlled by
traffic-control signals or police officers.
Section 152.1. Drivers in a Procession.-- Each driver in a funeral or
other procession shall drive as near to the right-hand edge of the roadway as
practical and shall follow the vehicle ahead as close as is practical and safe.
Section 153.1. Vehicles Shall Not Be Driven on a Sidewalk.-- It shall
be unlawful for a driver of a vehicle to drive within any sidewalk area except
at a per a.nen t or temporary driveway.
Section 154.1. Limitations on Backing.-- The driver of a vehicle shall
not back the same unless such movement can be made with reasonable safety
and without interfering with other traffic.
Section 155.1. Following Too Closely.--The driver of a motor vehicle
shall not follow another vehicle more closely than is reasonable and prudent,
having due regard for t e speed of such vehicles and the traffic and the condition
of the street.
Section 156.1. eckless Driving.--Any person who drives any vehicle
in such manner as to in icate either a wilful or a wanton disregard for the safety
of persons or property s guilty of reckless driving.
Section 157.1. Starting Parked Vehicle.--No person shall start a vehicle
which iE stopped, standing, or parked unless and until such movement can be
made with reasonable safety.
Section 158. 1. Signal Required Before St opping.- No person shall stop
or suddenly decrease the speed of a vehicle without first giving an appropriate
signal in the manner provided herein to the driver of any vehicle immediately
to the rear when there is opportunity to give such signal.

ection 159.1. Control of Vehicle.--The person operating a vehicle or
motorcycle shall have the same under control and shall reduce the speed to a
reasonable and proper rate:
(a) When approaching and passing a person walking or riding a
bicycle in the traveled portion of a public street.
(b) When approaching and passing an animal which is being led,
ridden, or driven upon a public street.
(c) When approaching and traversing a crossing or intersection of
public street, or a bridge, or a sharp turn, or a curve, or a steep
descent, in a public street.
(d) When approaching and passing a fusee, flares, red reflector
electric lanterns, red reflectors or red flags displayed according to
Section 321.448, Code of Iowa, 1950.
Section 160.1. Approaching or Entering Intersection.--The driver of a
vehicle approaching an intersection shall yield the right-of-way to a vehicle
which has entered the intersection from a different strebt.
Where two (2) vehicles are approaching on any public street or highway
so that their paths will intersect and there is danger of collision the vehicle
approaching the other from the right shall have the right-of-way.
The foregoing rules are modified at through highways and otherwise as
stated in this ordinance.
Section 161.1. Turning Left at Intersectinn.-- The driver of a vehicle
within an intersection intending to turn to the left shall yield the right-of-way
to any vehicle approaching from the opposite direction which is within the
intersection or so close thereto as to constitute an immediate hazard, but
said driver, having so yielded and having given a signal when and as required
by this ordinance, may make such left turn and the driver of all other vehicles
approaching the intersection from said opposite direction shall yield the
right-of-way to the vehicle making the left turn.
DRIVING ON RIGHT SIDE OF ROADWAY
OVERTAKING AND PASSING - NO-PASSING ZONES
Section 162.1. Traveling on Right-Hand Side.---The operator of a
vehicle within the Corporate Limits shall at all times travel on the right-hand
side of the center of the street.
Section 163.1. Meeting and Turning to Right.-- Persons on horseback o
vehicles meeting each other on the public streets shall give one-half (1/2) of
the traveled way thereof by turning to the right.
Section 164.1. Passing on the Left.-- The driver of a vehicle overtaking
another vehicle proceeding in the same direction on other than four (4) lane
roadways, shall give an audible signal and shall pass to the left thereof at a
safe distance and shall not again drive to the right side of the roadway until
safely clear of the overtaken vehicle.
Section 165.1. Overtaken Vehicle to Give Way to the Right.--Except wh n
overtaking and passing on the right is permitted, the driver of an overtaken
vehicle shall upon audible signal give way to the right in favor of the overtaking
vehicle proceeding in the same direction and shall not increase the speed of
his vehicle until completely passed by the overtaking vehicle.

Section 165.2. Failure to Recognize Signal.-- The burden of proof that
signal as required by Section 165.1 was not heard shall rest upon the driver
f the overtaken vehicle.

Section 166.1. Overtaking on the Right.- The driver of a vehicle may
overtake and pass upon the right of another vehicle which is making or about
to make a left turn.
The driver of a vehicle may overtake, and, allowing sufficient clearance
ass another vehicle proceeding in the same direction either upon the left or
upon the right on a roadway with unobstructed pavement of a sufficient width
or four (4) or more lanes of moving traffic when such movement can be made
in safety and w thin the right side of the center of the roadway. No person
shall drive off the pavement or upon the shoulder of the roadway in overtaking
r passing on the right.
Section 167.1. Limitations on Overtaking on the Left.-- No vehicle shall
e driven on the left side of the center of the roadway in overtaking and passing
another vehicle proceeding in the same direction unless such left side is clearl
visible and is free from oncoming traffic for sufficient distance ahead to permit
such overtaking b.nd passing to be completely made without interfering with the
safe operation of any vehicle approaching from the opposite direction or any
vehicle overtaken. In every event the overtaking vehicle must return to the
right-hand side of the roadway before coming within one hundred (100) feet of
any vehicle approaching from the opposite directinn.
Section 168.1. Limitations on Overtaking on the Left on a Pavement of
Four (4) or More Lanes.--No vehicle shall cross the center line of a roadway when
overtaking another vehicle, when such line is a solid painted line, of a pavement of
four (4) or more lanes.
Section 169.1. Driving Upon Lzned Roadways.--Whenever any roadway
has been divided into two 2) or more clearly marked lanes a vehicle shall
be driven as nearly as practical entirely within a single lane and shall not be
moved from such lane until the driver has first ascertained that such movemen
can be made with safety.
Section 170.1. Unlawful Passing on Hills.--No vehicle shall be driven
to the left half of the roadway in order to overtake and pass another vehicle
proceeding in the same direction in that part of a street designated as a
"n!-passing" zone. Such zones shall be marked with signs.
Section 170.2. Lincoln Way from one hundred (100) feet west of the
West line of Beech Avenue for a distance of approximately seven hundred (700)
feet, when traveling west, is hereby designated as a "no-passing" zone.
Section 170.3. Lincoln Way from the East line of Ash Avenue for a dis-
tance of approximately seven hundred (700) feet, when traveling east, is
hereby designated as a "no-passing zone.
Section 170.4. Lincol}7 Way for a distance of approximately two hundred
(200) feet from Stanton Avenue, when traveling east or west, is hereby desig-
nated as a "no-passing'` zone.
Section 170.5. Westwood Drive from a point two hundred (200) feet
north of Woodland Avenue to the North end thereof is hereby designated as a
"no-pas sing " zone.
Section 170.6. Sixth Street from the East line of Northwestern Avenue

o the West line of Brookridge Avenue is hereby designated as a "no-passing"
one.
MISCELLANEOUS REGULATIONS
Section 171.1. Riding on Motorcycles.--A person operating a motorcycle
shall not ride other than upon the permanent and regular seat attached thereto
or carry any other person nor shall any other person ride upon such motorcycl
other than upon a firmly attached seat to the rear or side of the operator.
Section 172.1. Clinging to Moving Vehicles.--Any person riding upon
any bicycle, motorcycle, coaster, sled, roller skates, or any toy vehicle shall
not attach the same or himself to any moving vehicle upon any roadway.
Section 173.1. Boarding or Alighting from Vehicles.-- No person shall
board or alight from any vehicle while such vehicle is in motion.
Section 174.1. Unlawful Riding.-- No person shall ride on any vehicle,
upon any portion thereof not designed or intended for the use of passengers.
This provision shall not apply to an employee engaged in the necessary discharge
of a duty, or to persons riding within truck bodies in space intended for
merchandise.
Section 175.1. Railroad Trains Not to Block Streets.-- It shall be
unlawful for the directing officer or the operator of any railroad train to
-.irect the operation of or to operate the same in such a manner as to prevent
the use of any street for purposes of travel for a period of time longer than
five (5) minutes, except that thisprovision shall not apply to trains or cars in
motion other than those engaged in switching.
Section 176.1. Obstruction to Driverts View.- - No person shall drive
a vehicle when it is so loaded, or when there are in the front seat such number
cf persons, exceeding three (3), as to obstruct the view of the driver to the
front or sides of the vehicle or as to interfere with the driverts control over
1 the driving mechanism of the vehicle.
No passenger in a vehicle shall ride in such position as to interfere
with the driverts view ahead or to the sides, or to interfere with his ccontr'uol
over the driving mechanism of the vehicle.
Section 177.1. Windshields Unobstructed.-- No person shall drive any
motor vehicle equipped with a windshield which does not permit clear vision,
or with any sign, poster or other non-transparent material upon the front
windshield of such vehicle other than a certificate or other paper required to b
so displayed by law, which shall be displayed in the lower right-hand corner.
Section 178.1. Trucks and Drays Loading and Unloading.-- From Eight
(8) otclock a.m. to ten 10) otclock p.m. upon Main Street between Duff Avenue
and Burnett Avenue and upon Lincoln Way between Stanton and Hayward Avenues,
trucks and drays are prohibited from loading and unloading freight, goods and
merchandise, at all places, stores and buildings where it is possible to perform
such work in the adjacent alley.
Section 179.1. Unattended Motor Vehicle.--It shall be unlawful for any
person driv ng or in charge of a motor vehicle to permit it to stand unattended
without first stopping the engine, or when standing upon any perceptible
grade without effectively setting the brake thereon and turning the front wheels
to the curb or side of the highway.
Section 180.1. Moving Other Vehicles. No person shall move a vehic e

Section 181.1. Putting Glass, etc. , on Street.- - No person shall throw or
deposit upon any street, roadway, municipally-owned, -leased or -controlled
parking lots, any glass bottle, glass, nails, tacks, wire, cans, or any other substan e
likely to injure any person, animal, or vehicle upon such street.
Section 182.1. Removing Injurious Material.--Any person who drops or
permits to be dropped or thrown, upon any street, roadway, municipally-owned,
-leased or -controlled parking lot, any destructive or injurious material shall
immediately remove the same or cause it to be removed.
Section 183.1. Operating a Vehicle While Intoxicated.--No person shall
operate a vehicle upon the streets of the City while intoxicated, or under the
influience of intoxicating liquor.
Section 183.2. Driving of Unsafe Automobiles.-- It shall be unlawful for
any person to drive or move or for the owner to cause or knowingly permit to be
driven or moved on any street any vehicle or combination of vehicles which is in
such unsafe condition as to endanger any person, or which does not contain those
parts or is not at all times equipped with such lamps and other equipment in
proper condition as required by Chapter 321 Code of Iowa, 1950.
Section 183.3. Driving with Lights.-- It shall be unlawful for any person
to operate a vehicle on any street in the City at any time from a half hour after
sunset to a half hour before sunrise and at any other time when there is not
sufficient light to render clearly discernible persons and vehicles on the highway
at a distance of five hundred (500) feet ahead shall display lighted lamps and
illuminating devices as specified in Chapter 321 Code of Iowa, 1950.
PEDESTRIAN RIGHTS AND DUTIES
Section 184.1. Pedestrians Subject to Traffic-Control Signals.-- Pedestrians
shall be subject to traffic-control signals at intersections but at all other places
pedestrians shall be accorded the privileges and shall be subject to the restrictions
s provided in this ordinance.
Section 185.1. Pedestrian's Right-of-Way.--
(a) When traffic-control signals are not in place or not in operation
the driver of a vehicle shall yield the right-of-way, slowing down or
stopping if need be to so yield, to a pedestrian crossing the roadway within j
a crosswalk when the pedestrian is upon the half of the roadway upon
which the vehicle is traveling, or when the pedestrian is approaching
so closely from the opposite half of the roadway as to be in danger,
but no pedestrian shall suddenly leave a curb or other place of safety
and walk or run into the path of a vehicle, which is so close that it is
impossible for the driver to yield. A pedestrian's right-of-way in a
crosswalk is modified under the condition and as stated in Section
188.1(b).
(b) Whenever any vehicle is stopped at a marked crosswalk or at any
unmarked crosswalk at an intersection to p..rmit a pedestrian to cross
the roadway, the driver of any other vehicle approaching from the rear
shall not overtake and pass such stopped vehicle.
Section 186.1. Pedestrians to Use Right Half of Crosswalk.-- Pedestrians
hall move, whenever practicable, upon the right half of crosswalks.
Section 187.1. Crossing at Right Angles.-- No pedestrian shall cross a
oadway at any place other than by a route at right angles to the curb or by the
hortest route to the opposite curb except in a crosswalk.

Section 188.1. When Pedestrian Shall Yield.--
(a) Every pedestrian crossing a roadway at any point other than within
a marked crosswalk or within an unmarked crosswalk at an intersection
shall yield the right-of--way to all vehicles upon the roadway.
(b) Any pedestrian crossing a roadway at a point where a pedestrian
tunnel or overhead pedestrian crossing has been provided shall yield
the right-of-way to all vehicles upon the roadway.
(c) The foregoing rules in this section have no application under the
conditions stated in section 189.1 when pedestrians are prohibited from
crossing at certain designated places.
Section 189.1. Prohibited Crossing.--Between adjacent intersections at
which traffic-control signals are in operation, pedestrians shall not cross at any �
place except in a crosswalk.
Section 190.1. Walking on Roadway. Where sidewalks are provided it
shall be unlawful for any pedestrian to walk along and upon an adjacent roadway.
Section 191.1. Walking on Left.-- Where sidewalks are not provided any
pedestrian walking along and upon a highway shall when practicable walk only
on the left of the roadway or its shoulder facing traffic which may approach from
the opposite direction.
Section 192.1• Pedestrians Soliciting Rides.--No person shall stand in a
roadway for the purpose of soliciting a ride from the driver of any private vehicl .
Nothing in this ordinance shall be construed so as to prevent any pedestri n
from standing on that portion of the street or roadway, not ordinarily used for
vehicular traffic, for the purpose of soliciting a ride from the driver of any
vehicle.
Section 193.1. White Canes Restricted to Blind Persons.- For the purpose
of guarding against accidents in traffic on the public thoroughfares, is shall be
unlawful for any person except persons wholly or partially blind to carry or use
on the streets, hibhways and public places of the City any white canes or walking
sticks which are white in color or white tipped with red.
Section 193.2. Duty of Drivers.--Any driver of a vehicle or operator of a
motor-driven vehicle who approaches or comes in contact with a person.wholly
or partially blind carrying a cane or walking stick white in color or whi .e tipped
with red, shall immediately come to a complete stop, and take such precautions
as may be necessary to avoid accident or injury to such person.
Section 194.1. Drivers to Exercise Due Care.-- Notwithstanding the
foregoing provisions of this article every driver of a vehicle shall exercise
due care to avoid colliding with any pedestrian upon any roadway and shall give
warning by sounding the horn when necessary and shall exercise proper pre-
caution upon observing any child or any confused or incapacitated person upon a
z roadway.
PARKING REGULATIONS
Section 195.1. Method of Parkin --Except where angle parking is
permitted by this ordinance,:-very vehicle stopped or parked upon a roadway whey
there is an adjacent curb, shall be so stopped or parked with the right-hand

wheels of such vehicle parallel with and vAtl_in eighteen (18)�inches of the
right-hand curb and not placed closer than four (4) feet end to end from another
vehicle.
Section 196.1. Parking on Streets Without Curbs.--Vehicles parked on
streets without curbs shall be parked parallel to the center line of the street
with no portion of the vehicle closer than twelve (12) feet to the center line of
the street.
Section 197.1. Double Parking.-- Double parking is prohibited upon all
streets, except in an emergency, and then only if an operator capable of moving
the vehicle remains therein.
Section 198.1. Stalls and Sections.--Where now or hereafter stalls or
sections for vehicles may be marked or painted upon the surface of any street,
portion thereof, municipally-owned, or -leased parking lots, it shall be the duty
of the driver or operator of any vehicle to park the same within the limits of one
of the said stalls or section$ and not over or across said lines.
Section 199.1. Parking Long Vehicles.--No part of any vehicle or the load
thereon when parked within an angle parking district shall extend into a roadway
more than a distance of eighteen (18) feet when measured at right angles to the
adjacent curb. No vehicle exceeding twenty (20) feet in over-all length shall park
in an angle parking district or parking lot.
Section 200.1. "Angle Parking". On streets and parking lots set aside
by this ordinance for "angle parking'' vehicles shall be parked at an angle with
the curb line as marked on the street or parking lot surface and the _nea&(isit
front wheel of such vehicle shall be not more than twelve (12) inches from the
curb.
Section200.2. "Angle parking shall be permitted upon Main Street from
Duff Avenue to a point five hundred (500) feet west of the Vest line of Clark Avenue.
Section 200.3. "Angle parking' shall be permitted on the North side of
Fifth Street frc,m Carroll Avenue to Duff Avenue.
Section 200.4. "Right angle parking" shall be permitted on Burnett Avenue
from the South line of Main Street to the first alley south thereof.
Section 201.1. Limited Parking, Ninety (90) Minutes.-- The parking of
vehicles on all week days, except Mondays and Holidays, between the hours of
Night (8) o'clock a.m. and six (6) o'clock p.m. and on Mondays between the hours
of eight (8) o'clock a.m. and nine (9) o'clock p.m., shall be limited to ninety (90)
minutes on certain streets designated in this ordinance. Signs shall be posted
on such streets indicating said limit.
Section 201.2. Parking is limited to ninety (90) minutes on Fifth Street
from Burnett Avenue to ° ilson Avenue as provided in Section 201. 1.
Section 201.3. Parking is limited to ninety (90) minutes on Douglas Avenu
from Fifth Street to Sixth Street as provided in Section 201.1.
Section 201.4. Parking is limited to ninety (90) minutes on Burnett Avenu
from Fifth Street to Sixth Street as provided in Section 201.1.
Section 201.5. Parking is limited to ninety (90) minutes on Kellogg Avenu
from the North line of Lincoln Way, north to a point fifty (50) feet south of the

Section 204.2. Parking is limited to thirty (30) minutes on the South side
of 'est Street from the West line of Hyland Avenue to the East line of Campus
Avenue, as provided in Sectinn 204. 1.
Section 205.1. Prohibited Parking.-- The parking of vehicles is hereby
prohibited at all times on certain streets or locations as designated in this
ordinance and the City Manager is authorized to erect signs and/or paint the
curbs to designate said prohibited parking locations. It shall be unlawful to park
a vehicle in a prohibited zone.
Sectinn 205.2. Parking-is hereby prohibited at all times for a space of
twenty-five (25) feet along the curb or side of the street in front of any theatre,
auditorium, hotel having more than twenty-five (25) sleeping rooms, or other

building where large assemblages of people are being held, except in taking on
or discharging passengers or freight, and then for only such length of time as
is necessary for such purpose.
Section 205.3. Parking is hereby prohibited at all times on a sidewalk.
Section 205.4 . Parking is hereby prohibited in front of, or so to obstruct,
a public or private driveway.
Section 205.5. Parking is hereby prohibited at all times within an
intersection.
Section 205.6. Parking is hereby prohibited at all times along the curb

Section 205.7. Parking is hereby prohibited at all times within twenty
(20) feet of a crosswalk at an intersection or as indicated by a painted curb or a

feet upon the approach to any flashing beacon, stop sign, or traffic control
signal located at the side of a roadway.
Section 205.10. Parking is hereby prohibited at all times between a
detector and the intersection and for a distance of twenty-five (25) feet frm
the detector away from such intersection on either or both sides of an approach
to the intersection where detectors are placed in the roadway to actuate traffic
control signals.
Section 205.11. Parking is hereby prohibited at all times within fifty (50)
feet of the nearest rail of a railway crossing, except when parked parallel with
such rail and not exhibiting a red light.
Section 205.12. Parking is hereby prohibited at all times within twenty (2
feet of the driveway entrance to any fire station and on the side of a street opposi e
the entrance to any fire station within seventy-five (75) feet of said entrance when
properly sign-posted.
Section 205.13. Parking is hereby prohibited on the roadway side of any
vehicle stopped or parked at the edge or curb of a street.
Section 205.14. Parking is hereby prohibited at all times within any
alley except while expeditiously loading and unloading freight, merchandise or
materials.
Section 205.15. Parking is hereby prohibited at all times upon the parking
of any street where curbing has been installed.
Section 205.16. Parkin is hereby prohibited at all times alongside or
opposite any street excavation or obstruction when such stopping, standing or
parking would obstruct traffic.
Section 205.1 7. Parking is hereby prohibited at all times upon any bridge
or other elevated structure or within or on an approach to an underpass.

Section 206.3. Night parking is hereby prohibited on Fifth Street from the
West line of Duff Avenue to the East line of Clark avenue between the hours of
two (2) o'clock a.m. and six (6) o'clock a.m.

both adjacent to the City Hall, are hereby reserved and set aside for the motor
vehicles of the Police Department, ether official cars of the City of Ames and
State Highway Patrol cars. All other vehicles are prohibited from parking in sail
s.pa.ce., at any 'time,' or from interfering with the use of said space by such mbtor

Section 208.1. Public Carrier Stands -The City Manager is hereby authori ed
and required to establish bus stops and taxicab stands on suchpublic streets in such
places and in such number as he shall determine to be of greatest benefit and con-
venience to thei public, and every such bus stop and taxicab stand shall be designatE d
by appropriate signs.

Section 209.1. Parking of Busses and Taxicabs Regulated.--The driver of
a bus or taxicab shall not park upon any street in any business district at any place
other than at a bus stop, or taxicab stand, respectively, except that this provision
shall not prevent the driver of any such vehicle from temporarily stopping in
accordance with other stopping or parking regulations at any place for the purpose
of and wile actually engaged in loading or unloading passengers.
Section 210.1. Restricted Use of Bus and Taxicab Stands.--No person shall
stop, stand, or park a vehicle other than a bus in a bus stop, or other than a taxi-
cab in a taxicab stand when any such stop or stand has been officially designated
and appropriately signed, except that the driver of a passenger vehicle may tem-
porarily stop therein for the purpose of and while actually engaged in loading or
unloading passengers when such stopping does not interfere with any bus or
taxicab waiting to enter or abo t to enter such zone.
PARKING METER REGULATIONS.
Section 211.1. Authority for Installing Parking Meters.---The City Manage
is hereby authorized to install, or cause to be installed, parking meters in the
parkin, meter zones as are herein established or which shall hereafter be
established. Said parking meters shall be installed within approximate* twenty-
four (24) inches of the curb line and in front of the parking spaces.
Section 212.1. Parking Meter Zones.-- There are hereby established certain
zones, to be known as parking meter zones. The parking meters erected in said
parking meter zones shall determine the maximum parking time limits as set
out in Sections 213.1 and 214. 1 of this ordinan .e, on week days, except Mondays a
Holidays, from the hours of eight (8) o'clock a.m. to six (6) o'clock p.m. and on
Mondays from eight (8) o'clock a.m. to nine (9) o'clock p.m.
Section 213.1. Maximum marking Time Limit, Twelve (12) Minutes.-- In
the parking meter zones, establishedas havin a maximum parking time limit of
twelve (12) minutes, the stands supporting the pa---king meters shall be painted
orange. Nothing but a one (1)-cent coin shall be deposited in said parking meter.
Section 213.2. The South side of Fifth St. fromKellogg Avenue to Burnett
Avenue shall have a maximum parking time limit of twelve (12) minutes
Section 213.3 West side of Douglas Avenue from the South line of the East
and West alley between Main and Fifth Street to the North line of Main Street.
Section 213.4. Both sides of Kellogg Ave. from the Morth line of th- East nd
West alley between Main and Fifth Street to the South line of Fifth Street.
Section 214.1. Maximum Parking Time Limit, Sixty (60) Minutes.-. In the
parking meter zones, established as having a maximum parking time limit of
sixty (60) minutes, the stands supporting the meters shall be painted aluminum .
Upon the deposit of certain coins an allowed parking time shall be established up
to the maximum parking time limit as follows:
(a) Upon the deposit of a one (1)-cent coin a parking time limit of
twelve (12) minutes shall be established.

(b) Upon the deposit of two (2) one (I)-cent coins a parking time limit
of twenty-fou : (24) minutes shall be established.
(c) Upon the deposit of three (3) one (I)-cent coins a parking time limit
of thirty-six (36) minutes shall be established
(d) Upon the deposit of fou (4) one (I)-cent coins a maximum parking
time of forty-eight (48) minutes shall be established.
(e) Upon the deposit of five (5) one (l)-cent coins a maximum parking
time limit of sixty (60) minutes shall be established.
(f) Upon the deposit of one (1) five (5)-cent coin a maximum parking
tim<, limit of sixty (60) minutes shall be established.
Section 214.2. Main Street from Duff Avenue to Clark Avenue is hereby
established as a sixty (60) minute; parking meter zone.
Section 214.3. East side of Douglas Avenue from Main Street to Fifth
Street and the West s=-de of Douglas Avenue from the Fast and West Alley to
Fifth Street is hereby established as a sixty-(60) minute parking meter zone.
Section 214.4. Kellogg Avenue from the North line of the Chicago and
North Western Railway Company right-of-way to the South line of Sixth Street,
except the north one hundred and ninety two (192) feet thereof on the West side
and the north one hundred and fiftyJ150) feet thereof on the East side of Kellogg
Avenue and except the portions reserved for taxi stands and parking of official
cars is hereby established as a sixty (60) minute parking meter zone.
Section 214.5. Fifth Street from Duff Avenue to Burnett Avenue, except
the space reserved for official cars north of the City Hall, is hereby designated
as a sixty (60) minute parking meter zone.
Section 214.6. Burnett Avenue from the North line of the Easy-West alley
south of Main Street to Fifth Street, is hereby designated as a sixty (60) minute
parking meter zone.
Section 21 5.1. Extending Maximum Parking Time Limit.-- It shall be
unlawful for any person to deposit or cause to be deposited, an additional coin or
coins to extend the parking time limit beyond the maximum parking time limit
for a meter space.
Section 216.1. Slugs and Counterfeit Coins.--It shall be unlawful for any
person to deposit or, cause to be deposited in any parking meter any slug, device
or substitute for a one (1)-cent or a five (5)-cent coin of ;.he United States of
America.
Section 217.1. Supervision.-- The City Manager or his authorized
representative shall have direct supervision of the installa�ion, operation of the
installation, operation, repair and maintenance of said parking meters and parkin
meter zones.
Section 218.1. 'policing.--The Chief of Police of the City of Ames, under
the direction of the Mayor shall have direct s-upervislon of the Policing of said
parking meters and parking meter zones.

Section 219.1. Collection of funds.-- The City Clerk or his duly authorize
representative shall have the power and authority to make regular collections
of the monies deposited in said parking meters and the City Clerk shall deliver
the same to the City Treasurer of the City of Ames, Iowa..
.Section 220.1. Use of Funds.-- The funds so collected under the section
"Collection of Funds'' hereof shall be used as follows:
(a) For the purchase, repair, replacement, operation, maintenance,
policing and upkeep of said parking meters and parking meter zones.
(b) All monies not so used as specified in subparagraph (a) above shall
be used only for the leasing or purchase, construction, operation and maintenance
of off-street parking places or for the widening of streets in the business district .
o create greater parking facilities and payment of principal and interest on
bonds issued for such purposes.
Section 221.1. Duty of Operator.--
(a) It shall be the duty of the operator of any vehicle, upon parking
said vehicle in any parking space adjacent to which a parking meter
is installed, to immediately deposit or cause to be deposited a five (5)-cent
coin or a one (I)-cent coin or coins, as the case may be, for the time
said vehicle is to occupy said parking space.
(b) It shall be the duty of the operator of the vehicle to immediately
remove the vehicle from the parking space at the expiration of the
maximum parking time limit for said space or prior to the display,
within said meter, of the expired signal.
Section 222.1. Commercial Truck !Parkin;;.-- Nothing herein contained '
.shall be construed as prohibiting the parking of commercial trucks in the
parkin-,, meter zones-.for the purpose of loading or unloading, provided, however,
that an operator of such truck shall not park in a parking meter zone' longer than
thirty (30) minutes.
Section 223. 1. Injury to Parkin; Meters.--No person shall deface, injure: ;
tamper with, open, wilfully break, destroy, plug up; or impair the usefulness
of any parking meter.
FORTY-EIGHT HOUR PARKING LIMIT ESTABLISHED,
PROVISIONS FOR THE REMOVAL AND IMPOUNDING
OF MOTOR VEHICLES AND THE DISPOSAL OF
ABANDONED VEHICLES
Section 224.1. Forty-eight (48) Hour Parking Limit on Public Streets.--
It shall be unlawful for any person to park any vehicle and to permit the same to

remain standing continuously and in one place for a pezi od of more than
forty-eight (48) hours upon a public street, municipally-owned or -leased
parking lot, or any public place in the City except those locations which have a
more restricted paridng limit under this ordinance. In addition to the penalty set(
out for the violation of any provisions of this ordinance any such vehicle so
found may be determined to be an abandoned vehicle.
Section 225.1. Abandoned Vehicle.-- Any vehicle which is found parked
continuously and in one (1) place for a period of more than forty-eight (48)
hours upon any public place in the City is hereby determined to be an abandoned
vehicle and may be removed and impounded as provided in the following
sections of this ordinance.
Section 226.1. Removal and Impoundment of a Vehicle.-- Any motor

vehicle found upon the streets and highways, parking lots, or public places of
the City of Ames, Iowa, illegally parked and/or reasonably appearing to be
abandoned, may be removed from said streets or highways under the direction
of the Police Department and may be impounded until disposed of as hereinafter
provided. Impoundment shall be in any City-owned garage or area or in any
privately-owned public garage to be designated by the City Council.
Section 227.1. Impoundment Fees.-- Within three (3) days after the
impoundment of any such motor vehicle the owner thereof may appear and
claim the same on payment of an impoundment fee of three dollars ($3.00) and
towing charges if stored by the City of Ames, or upon payment of the towing and
storage fees, if stored in a public garage, whereupon said vehicle shall be
released.
Section 228. 1. Notice of Impoundment.-- If any impounded vehicle is not
claimed by the owner within three (3) days after impoundment the Chief of '?olice
on said date, shall notify the Commissioner of the Iowa State Public Safety Depar -
ment as the administrator of the State Motor Vehicle Department by registered
letter giving notice that he has such a motor vehicle in his possession, and giving
a full and complete description of the same, including all marks of identification
and factory and serial numbers.
Section 229.1. Release of Vehicle after Notice.-- If within forty (40) days
from notice to the owner thereof by the Commissioner of the Iowa State Public
Safety Department as provided by the State Statute, said owner shall appear and
properly identify such vehicle, the same shall be released to him upon payment
of the impoundment fee and towing charges or upon payment of the towing and
storage fees if impoundment in a privately-owned public garage, and in addition
thereto the costs incident to the location of suchowner.
Section 230.1. N ;tice of Sale.--If the owner of said vehicle does not
appear w'..thin such period the Chief of Police shall advertise said motor vehicle
for sale in a newspaper published within the county at least once each week for
two (2) consecutive weeks.
Section 231. 1. Sale of UnLIaimed Vehicle.— Said sale shall be held at a
time and place to be fixed in said published notice, which shall be within ones l)
week following the date of the last publication thereof, at which time and place
said motor vehicle shall be sold at public auction to the highest bidder thereof,
for cash.
Section 232.1. Disposal of Proceeds of Sale.--After deducting costs of
the sale, those incurred in attempts to locate the owner of such vehicle and the
towing and storage fees or impoundment fee, the Chief of Police shall pay the
remaining money to the City Clerk to be credited to the Street Fund.
Section 233.1. Payment to Owner of Proceeds of Sale.-,. If within six (6)
months from the date of sale the owner of any motor vehicle sold under the
provisions hereof makes a showing satisfactory to the City Council of the City of
Ames, that he was the owner of such motor vehicle at the time of said sale,
the City Council may direct the drawing of a warrant paying such owner the
amount for which same was sold less impoundment fee, towing or storage
charges and the costs incidental to notice to the owner and the conducting of said
sale, and may direct the Clerk of the City of Ames to pay the same out of the
Street Fund.
Section 234.1. Bids for Private Storage.-- At least once each year the
City Council may take bids from privately-owned garages for a schedule of
fees for towing and storing impounded vehicles. Thereupon the City Council

may designate the garage or garages to be used.
NOTICE OF CHANGES AND VIOLATION PROVISIONS
Section 235. 1. Notice to be Given.-- When, hereafter, parking stations,
speed limit district, or other traffic regulations or control districts, are
established, changed, regulated or annulled and an appropriate notice of the
action given by a sign, standard, or curb marking at the place affected, it shall
be the duty of all persons to comply herewith.
Section 236. 1. Penalties for violation.--A violation of the provisions of
this ordinance shall be deemed a misdemeanor and any person violating any of
the provisions of this ordinance shall, upon conviction, be fined a sum not exceed-
ing one hundred (100) dollars and costs, and in default of payment be committed
to the City or County jail until such fine is paid not exceeding thirty (30) days, or
a jail sentence may be imposed not exceeding the said thirty (30) days.
EFFECT OF AND SHORT TITLE OF ORDINANCE
Section 237.1. Effect of Ordinance.— If any part or parts of this ordinance
are for any reason held to be invalid, such decision shall not effect the validity
of the remaining portions of this ordinance.
Section 238.1. Repeal.-- Sec. 62 Ordinance No. 566; Ordinances Nos.
646, 647, 652, 664, 669, 679, 682, 686, 692, 711, 713 and 714, are hereby repealed,
and all ordinances or parts of ordinances in conflict with or inconsistent with
the provisions of this ordinance are hereby repealed, except that this repeal shall
not affect or prevent the prosecution or punishment of any person for any act
done or committed in violation of any ordinance hereby repealed prior to taking
effect of this ordinance.
Section 239.1--Short Title. This ordinance may be known and cited as
the "Traffic Ordinance".
Section 240.1. Effective Date.-- This ordinance shall be in full force and
effect from and after its passage and publication as provided by law.
