ORDINANCE NO. 647
AN ORDINANCE REGULATING TRAFFIC AND PARKING UPON THE STREETS, AVE-
NUES, ALLEYS AND PUBLIC PLACES OF THE CITY OF AMES; REPEALING ALL
ORDINANCES, PARTICULARLY ORDINANCE NO. 578, IN CONFLICT HEREWITH;
AND PROVIDING PENALTIES FOR A VIOLATION OF ITS PROVISIONS.
Be It Ordained by the City Council of the City of Ames, Iowa:
DEFINITIONS
Section 1. Words and phrases . The following words and phrases
when used in this ordinance shall, for the purpose of this ordinance
have the meaning respectively ascribed to them:
(a) Vehicle means every device in, upon, or by which any per-
son or property is or may be transported or drawn upon a highway,
excepting devices moved by human power or used exclusively upon
stationary rails or tracks .
(b) Motor Vehicle means every vehicle which is self-propelled
and every vehicle which is propelled by electric power obtained
fr
om trolley wires, but not operated upon rails . The terms
car or ttautomobiles` shall be synonymous with the term "motor ve-
hicle . "
(c) Motorcycle means every motor vehicle having a saddle for
the use of the rider and designed to travel on not more than three
wheels in contact with the ground but excluding a tractor.
(d) Farm Tractor means every motor vehicle designed and used
primarily as a farm implement for drawing plows, mowing machines,
and other implements of husbandry.
(e) Road Tractor means every motor vehicle designed and used
for drawing other vehicles not so constructed as to carry any load
thereon either independently or any part of the weight of a vehicle
or load so drawn.
(f) Trailer means every vehicle without motive power designed
for carrying persons or property and for being drawn by a motor
vehicle and so constructed that no part of its weight rests upon the
towing vehicle. Whenever the word "trailer" is used in this ordi-
nance, same shall be construed to also include "semi-trailer. "
(g) Trailer Coach shall mean any vehicle used, or maintained
for use upon highways or city streets, said coach being so designed
and so constructed as to permit occupancy thereof as a dwelling or
sleeping place for one or more persons and having no other foundatio than wheels or jacks .
(h) Semi-trailer means every vehicle without motive power de-
signed for carrying persons or property and for being drawn by a motor
vehicle and so constructed that some part of its weight and that of
its load rests upon or is carried by another vehicle. A "semi-
trailer" shall be considered in this ordinance separately from its
power unit,.
Special Mobile Equipment means every vehicle not designed
or used primarily for the transportation of persons or property and
incidentally operated or moved over the streets, including road con-
struction or maintenance machinery, ditch-digging apparatus and well-
boring apparatus. The foregoing enumeration shall be deemed partial
and shalom_ not operate to exclude other such vehicles which are within
the general terms of this paragraph.
(j) Authorized Emergency Vehicle means vehicles of -t-he fire
department, police vehicles, and such ambulances and emergency ve-
hicles of the municipal departments as are designated or authorized
by the City.

(k) Operator or Driver means every person who is in actual
physical control of a vehicle upon a street .
(1) Police Officer means every officer authorized to direct
or regulate traffic or to make arrests for violation of traffic
regulations .
(m) Pedestrian means any person afoot.
(n) Street or Highway means the entire width between property
lines of every way or place of whatever nature when any part thereof
is open to the use of the public, as a matter of right, for purpose
of vehicular traffic .
(o) Alley means a thoroughfare laid out, established and plat-
ted as such, by constituted authority.
(p) Private Road or Driveway means every way or place in pri-
vate ownership and used for vehicular travel by the owner and those
having express or implied permission from the owner but not by
other persons .
(q) Roadway means that portion of a street improved, designed,
or ordinarily used for vehicular travel.
(r) Sidewalk means that portion of a street between the curb
lines, or the lateral lines of a roadway, and the adjacent property
lines intended for the use of pedestrians.
(s) Laned Highway means a highway, the roadway of which is
divided into three or more clearly marked lanes for vehicular
traffic .
(t) Through (or Thru) Highway means every highway or portion
thereof at the entrances to which vehicular traffic from inter-
secting highways is required by law to stop before entering or
crossing the same and when stop signs are erected or such entrances
are controlled by a police officer or traffic-control signal. The
term "arterial" shall be synonymous with "through" or "thru" when
used in this ordinance.
(u) Intersections means the area embraced within the prolonga-
tion or connection of the lateral curb lines, or, if none, then the
lateral boundary lines of the roadways of the two streets which
join one another at, or approximately at, right angles, or the area
within which vehicles traveling upon different streets joining at
any other angle may come in conflict.
(v) Crosswalk means that portion of a roadway ordinarily in-
cluded within a prolongation or connection of the lateral lines of
sidewalks at intersections or any portion of a roadway distinctly
indicated for pedestrian crossing by lines or other markings on the .
surface.
(w) Business District means the territory contiguous to and
including a street when fifty per cent or more of the frontage there-
on for a distance of three hundred feet or more is occupied by build-
ings in use for business .
(x) Suburban District means all other parts of the city not
included in the business, school or residence districts .
(y) Residence District means the territory within the city
contiguous to and including a street not comprising a business dis-
trict or a school district.
(z) School District means the territory contiguous to and in-
cluding a street for a distance of two hundred feet in either direc-
tion from a school house.

(aa) Official Traffic-control Signals or Devices means all
signs, signals, markings, and devices not inconsistent with this
ordinance placed or erected by authority of a public body or offi-
cial having jurisdiction, for the purpose of regulating, warning,
or guiding traffic .
(bb) Right-of-way means the privilege of the immediate use
of the street .
(cc) Parked vehicle. The term "parked" shall apply to any
vehicle which is stopped in a street, whether occupied or not.
(dd) Line of Street. Where the "line of street" is referred
to it shall mean the lot line, as distinguished from the curb line.
SPEED AND TRAFFIC REGULATIONS
Section 2. Obedience to police officers. No person shall
wilfully fail or refuse to comply with any lawful order or directio
of any officer invested by law with authority to direct, control,
or regulate traffic .
Section 3. Speed restrictions . Any person driving a motor
vehicle on the streets shall drive the sa. a careful and pru-
dent speed not greater than, nor less than, is reasonable and prope ,
having due regard to the traffic surface, and width of the street
and of any other conditions then existing, and no person shall
drive any vehicle upon a street at a speed greater than will permit
him to bring it to a. :;',op within the assured clear distance ahead,
such driver having the right to assume, however, that all persons
using said street will observe the law.
The following shall be the lawful speed, except as herein-
before or hereinafter modified, and any speed in excess thereof
shall be unlawful:
1. Twenty miles per hour in any business or school district.
2. Twenty-five miles per hour in any residence district .
3. Forty miles per hour for any motor vehicle drawing another
vehicle .
4. Forty-five miles per hour in any suburban district.
5. Fifteen miles per hour in any public park or cemetery.
Section 4. Truck speed limits . It shall be unlawful for the
driver of a freight-carrying vehicle, with a gross weight of over
five thousand pounds, to drive the same on any of the streets of
the City of Ames at a speed exceeding the following:
1. Forty, miles per hour for any freight-carrying vehicle whit
is equipped with pneumatic tires .
2. Twenty miles per hour for any freight-carrying vehicle
equipped with solid rubber tires, if the weight of the vehicle and
load is less than six tons, and twelve miles per hour for any freight-
carrying vehicle equipped with solid rubber tires, if the weight of
the vehicle and load is more than six tons .
Section 5. Control of vehicle. The person operating a motor
vehicle or motorcycle shall have the same under control and shall
reduce the speed to a reasonable and proper rate:
1. When approaching and passing a person walking or riding a
bicycle in the traveled portion of a public street.
2. When approaching and passing an animal which is being led,
ridden, or driven upon a public street.
3. When approaching and traversing a crossing or intersection
of public street, or a bridge, or a sharp turn, or a curve, or a
steep descent, in a public street.

Section 6. Minimum speed regulations . No person shall drive
a motor vehicle at such a slow speed as to impede or block the nor-
mal and reasonable movement of traffic, except when reduced speed
is necessary for safe operation, or in compliance with law.
Section 7. Emergency vehicle st speed. The speed limitations
set forth in Section 3 of this ordinance shall not apply to author-
ized emergency vehicles when responding to emergency calls and the
drivers thereof sound audible signal by bell, siren, or exhaust
whistle. This provision shall not relieve the driver of an author---
ized emergency vehicle from the duty to drive with due regard for �c
the safety of all persons using the streets, nor shall it protect
the driver of any such vehicle from the consequence of his negli-
gence .
Section 8. Special restrictions. Whenever the State Highway
Commission acting under the provisions of Section .321.290 Code 1946
has established a speed limit on any portion of the primary road
system or extension thereof within the corporate limits and has
posted signs in conformance therewith, then such speed limits shall
supersede those specified in Section 3 of this ordinance.
Section 9. Notice to be given. When, hereafter, parking sta-
tions, speed limit districts or other traffic regulations or control
districts, are established, changed, regulated, or annulled and an
appropriate notice of the action given by a sign or standard at the
place affected, it shall be the duty of all persons to comply there-
with.
PARKING REGULATIONS
Section 10. Method of parking vehicles . Except where angle
parking is permitted by this ordinance, every vehicle stopped or
parked upon a roadway where there is an adjacent curb, shall be so
stopped or parked with the right-hand wheels of such vehicle parallel
with and within eighteen (18) inches of the right-hand curb and not
placed closer than four (4) feet from another vehicle.
Section 11. Double parking. Double parking is prohibited
upon all streets, except in an emergency, and then only if an
operator capable of moving the vehicle remains therein.
Section 12. Stalls sections. Where now or hereafter
stalls or sections may be marked or painted upon the surface of any
street or portion thereof, it shall be the duty of the driver or
operator of any vehicle to park the same within the limits of one
of the said stalls or sections and not over or across said lines.
Section 13 . Parking long vehicles . No part of any vehicle or
the load thereon when parked within a diagonal parking district
shall extend into the roadway more than a distance of sixteen feet
when m ,+_ 1. ,ht angles to the adjacent curb.
Section 14. Diagonal parking distrLcJ-,- . All vehicles parked
in the following specified districts shall be parked at an angle
with the curb line as marked on the street surface and the right
hand front wheel of such vehicle shall be not more than twelve (12)
inches from the curb.
(a) Main Street from Duff Avenue to a point 500 feet west of
the west line of Clark Avenue.
Nb Fifth Street from Carroll Avenue to Duff Avenue.
c� West side of Kellogg Avenue from the south line of the al-
ley south of the Chicago and North Western Railway Company' s right
of way to the north line of Lincoln Way.
Section 15. Right angle parking. The parking of vehicles at
all times shall be at right angles to the curb in the following
places:

(a) On Burnett Avenue from the south line of Main Street to
the first alley south thereof.
Section 16. Limited parking--ninety minutes. The parking of
vehicles on all week days, except Saturday between the hours of
8:00 o ' clock a.m. and 6:00 otclock p.m. and on Saturdays between
the hours of 8:00 otclock a.m. and 9:00 o 'clock p.m. , shall be
limited to ninety (90) minutes in the following places:
a Fifth Street from Duff Avenue to Wilson Avenue.
b Douglas Avenue from Fifth Street to Sixth Street.
c West side of Kellogg Avenue from the north line of Fifth
Street to the east and west alley between Fifth and Sixth Streets
and from the north line of the Chicago and North Western Railway
right-of-way to Main Street.
(d) East side of Kellogg Avenue from the north line of Fifth
Street to the south line of Sixth Street and from the north line of
the Chicago and North Western Railway right-of-way to Main Street.
(e) On the south side of Sixth Street between Wilson Avenue
and the north and south alley between Burnett and Clark Avenues.
(f) South side of Lincoln Way between Lynn and Stanton Avenues .
g Both sides of Lincoln Way from Stanton Avenue to Hayward
Avenue.
(h) West side of Welch Avenue from Lincoln Way to Chamberlain
Street.
(i) East side of Welch Avenue from Lincoln Way to a point op-
posite the south line of Chamberlain Street extended.
(j) East side of Hayward Avenue from the south line of Lincoln
Way to the north line of Chamberlain Street.
(k) Burnett Avenue from Sixth Street to the first alley south
of Main Street.
Section 17. Limited parking--five minutes. The parking of
vehicles on all week days between the ours of 8:00 o'clock a.m.
and 6:00 o ' clock p.m. shall be limited to five (5) minutes in the
following places :
(a) West side of Kellogg Avenue between the south line of
Sixth Street and the north line of the east and west alley between
Fifth Street and Sixth Street .
(b) South side of Lincoln Way for a distance of twenty-five
(25) feet east of the east line of Welch Avenue.
Section 18. Limited parking--thirty minutes. The parking of
vehicles on all week days between the hours of •00 otclock a.m. and
6:00 o 'clock p.m. shall be limited to thirty (30) minutes in the
following places:
(a) On West Street from Hyland Avenue to Woodland Avenue.
Section 19. Parking prohibited. The parking of vehicles is
hereby prohibited at all times in the following places:
(a) At any place where an emergency exists where official sign
prohibit stopping or parking.
(b) For a space of twenty-five feet at the side of the street
in front of any theatre, auditorium, hotel having more than twenty-
five sleeping rooms, or other building where large assemblages of
people are being held, except in taking on or discharging passengers
or freight, and then for only such length of time as is necessary
for such purpose.
c On a sidewalk.
d In front of a public or private driveway.
e Within an intersection.
f Within five feet of a fire hydrant.
g On a crosswalk.
h Within ten feet upon the approach to any flashing beacon,
stop sign, or traffic control signal located at the side of a roadway .
(i) Within fifty feet of the nearest rail of a railway cross-
ing, except when parked parallel with such rail and not exhibiting

a red light .
0) Within twenty feet of the driveway entrance to any fire
station and on the side of a street opposite the entrance to any
fire station within seventy-five feet of said entrance when properly
sign-posted.
(k) On the roadway side of any vehicle stopped or parked at
the edge or curb of a street.
(1) Within any alley except while expeditiously loading or
unloading freight, merchandise, or materials.
(m) Upon the parking of any street where curbing has been in-
stalled.
�n� Within twenty feet of any street intersection.
o Within a space of twenty-five feet in front of a U. S.
Post Office mail box.
(p) Alongside or opposite any street excavation or obstruc-
tion when such stopping, standing, or narking would obstruct traffic.
(q) On the east side of Stanton Avenue from the south line of
Lincoln Way to the north line of Knapp Street.
(r) On the east side of Lynn Avenue from the south line of
Lincoln Way to the north line of Knapp Street.
(s) East side of Ash Avenue between Lincoln Way and Knapp
Street.
(t) On South Duff Avenue from Lincoln Way to the south cor=
porate limits .
(u) On Lincoln Way except that portion of Lincoln Way between
Stanton and Hayward Avenues; the south side of Lincoln Way between
Lynn and Stanton Avenues and the south side of Lincoln Way between
Hayward and Sheldon Avenues on Sundays only.
v On Grand Avenue between Lincoln Way and Thirteenth Street.
w On Allan Drive.
x On the east side of Sheldon Avenue between Lincoln Way
and Hyland Avenue.
(y) On Clark Avenue between Fifth and Sixth Streets during
school hours .
(z) On the south side of Sixth Street in front of the Ames
Public Library entrance for a distance of twenty-five feet.
(aa) On the east side of Douglas Avenue and on the north side
of Twelfth Street at the entrances of the Mary Greeley Hospital for
a distance of twenty-five feet.
(bb) On the north side of Ninth Street in front of the Roose-
velt public school for a distance of fifty (50) feet during school
hours .
(cc) On the west -,ic)_e of Stanton Avenue in front of the Louise
Crawford school for a distance of fifty (50) feet during school
hours .
(dd) On the north side of West Street for a. u=__s'rance of fifty
(50) feet west of the west line of Woodland Avenue.
(ee) Within the portion of the street designated as a bus
stop by the posting of bus stop signs .
Section 20. Official car reservation. The forty (40) feet on
the east side of Kellogg Avenue and the forty (40) feet on the south
side of Fifth Street, both adjacent to the City Hall, are hereby re-
served and set aside for the motor vehicles of the Police Department
an(I -o._ c`'r.�_ r official cars of the City of Ames . All other vehicles
are prohibited from at any time parking in said space, or from inter-
fering with the use of said space by such motor vehicles .
Section 21. Taxi Stands . Space for the parking of licensed
taxi cabs shall be assigned and set aside by the City Manager. When
so assigned and marked by standards or signs, it shall be unlawful
for any person other than a taxi cab licensee to park vehicles
therein or to interfere therewith.
DRIVING REGULATIONS
Section 22. Traveling on right-hand side. The operator of a
vehicle within the corporate limits shall at all times travel on the
right-hand side of the center of the street, except as provided in
Section 29 hereof.

Section 23. Meeting and turning to right. Persons on horse-
back, or in vehicles, including motor vehicles, meeting each other
on the public street shall give one-half of the traveled way there-
of by turning to the _right.
Section 24. Overtaking a vehicle . The following rules shall
govern the overtaking and passing of vehicles proceeding in the same
direction, subject to those limitations, exceptions, and special
rules hereinafter stated:
The driver of a vehicle overtaking another vehicle proceeding
in the same direction shall pass to the left thereof at a safe dis-
tance and shall not again drive to the right side of the roadway
until safely clear of the overtaken vehicle.
Except when overtaking and passing on the right is permitted,
the driver of an overtaken vehicle shall give way to the right in
favor of the overtaking vehicle on audible signal and shall not in-
crease the speed of his vehicle until completely passed by the over-
taking vehicle.
Section 25. Failure to recognize signal. Any driver of a ve-
hicle that is overtaken by a faster-moving vehicle who fails to
heed the signal of the overtaking vehicle when it is given under
such circumstances that he could by exercise of ordinary care and
observation and precaution, hear such signal and who fails to yield
that part of the traveled way as herein provided, shall be guilty
of a misdemeanor. Upon proof .,al was given as contemplated
above, the .burden shall rest upon the accused to prove that he did
not hear said signal.
Section 26. Overtaking on the right . The driver of a vehicle
may overtake and pass upon the right of another vehicle
making or about to make a left turn.
The driver of a vehicle may overtake and, allowing sufficient
clearance, pass another vehicle proceeding in the same direction
either upon the left or upon the right on a roadway with unobstructed
pavement of sufficient width for four or more lanes of moving
traffic when such movement can be made in safety. No person shall
drive off the pavement or, �)pon the shoulder of the roadway in over-
taking or passing on the right.
Section 27. Limitations on overtaking on the left. No vehicle
shall be driven on the left side of the center of the roadway in
overtaking and passing another vehicle proceeding in the same direc-
tion unless such left side is clearly visible and is free from on-
coming traffic for sufficient distance ahead to permit such over-
taking and passing to be completely made without interfering with
the safe operation of any vehicle approaching from the opposite
direction or any vehicle overtaken. In every event the overtaking .
vehicle must return to the right-hand side of the roadway before
coming within one hundred feet of any vehicle approaching from the
opposite direction.
Section 28. Passing on hills . No vehicle shall, in overtaking
and passing another vehicle or at any other time, be driven to the
left side of the roadway in the following specified loc ,tions:
(a) When traveling west on Lincoln Way from one hundred feet
west of the west line of Beech Avenue for a distance of approximate-
ly seven hundred feet.
(b) When traveling east on Lincoln Way from the east line of
Ash Avenue for a distance of approximately seven hundred feet.
(c) When traveling east or west on Lincoln Way for a distance
of approximately three hundred feet from Stanton Avenue.

Section 29. Roadways laned for traffic . Whenever any roadway
has been divided into three or more clearly marked lanes for traf-
fic the following rules in addition to all other consistent herewit
shall apply:
(a) A vehicle shall be driven as nearly as practical entirely
within a single lane and shall not be moved from such lane until
the driver has first ascertained that such movement can be made
with safety.
(b) Upon a roadway which is divided into three lanes a vehicl
shall not be driven in the center lane, except when overtaking and
passing another vehicle where the roadway is clearly visible and
such center lane is clear of traffic within a safe distance, or in
preparation for a left turn where such center lane is at the time
allocated exclusively to traffic moving in the direction the vehicl
is proceeding and is sign-posted to give notice of such allocation.
Section 30. Following too closely. The driver of a motor ve-
hicle shall not follow another vehicle more closely than is reason-
able and prudent, having due regard for the speed of such vehicles
and the, 'cry£ is upon and the condition of the street.
Section 31. Driving through processions. No -motor or other
vehicle shall be driven through a funeral procession or a parade
without the permission of a police or traffic officer.
Section 32. Reckless driving. Any person who drives any ve-
hicle in such manner as to indicate either a wilful or a wanton
disregard for the safety of persons )r�operty is guilty of reck-
less driving. Every person convicted of reckless driving shall be
punished upon a conviction by imprisonment for a period of not more
than thirty days, or by fine of not less than Twenty-five Dollars,
nor more than One Hundred Dollars .
TURNING, STARTING AND SIGNALING
Section 33. Turning at intersections . The driver of a vehicl
intending to turn at an intersectio_n__sTTa= do so as follows:
Bothrthe approach for a right turn and right turn shall
be made as close as practical to the right-hand curb or edge of the
roadway.
(b) Approach for a left turn shall be made in that portion of
the right half of the roadway nearest the center line thereof and
after entering the intersection the left turn shall be made so as
to depart from the intersection to the right of the center line of
the roadway being entered.
(c) Approach for a left turn from a two-way street into a one-
way street shall be made in that portion of the right half of the
roadway nearest the center line thereof and by passing to the right
of such center line where it enters the intersection. A left turn
from a one-way street into a two-way street shall be made by passing
to the right of the center line of the street being entered upon
leaving the intersection.
Section 34. Starting parked vehicle. No person shall start a
vehicle which is stopped, standing, or parked unless and until such
movement can be made with reasonable safety.
Section 35. When signal required. No person shall turn a
vehicle from a direct course upon a street in the City of Ames un-
less and until such movement can be made with reasonable safety
and then only after giving audible signal by sounding the horn if
any pedestrian may be affected by such movement or after giving an
appropriate signal in the manner herein provided in the event any
other vehicle may be affected by such movement.

Section 36. Signal continuous . A signal of intention to turn
right or left shall be given continuously during not less than the
last one hundred feet traveled by the vehicle before turning.
Section 37. Stopping. No person shall stlo;p ,xi- uddenly de-
crease the speed of a vehicle without first giving an appropriate
signal in the manner provided herein to the driver of any vehicle
immediately to the rear when there is opportunity to give such
signal.
Section 38. Signals by hand and arm or signal device. The
signals herein required may be given either by means of the hand
and arm or other proper signal or signal device of a type approved
by the State Motor Vehicle Department.
Section 39. Method of giving hand and arm signals . All sig-
nals herein required which may be given by ha : 3 =,. l ' - c,?n shall when
so given, be given from the left side of the vehicle and the follow-
ing manner and interpretation thereof is suggested:
1. Left turn--hand and arm extended horizontally.
2. Right turn--hand and arm extended upward.
3. Stop or decrease of speed--hand and arm extended downward.
RIGHT-Or-WAY
Section 40. Approaching or entering intersections . The driver
of a vehicle approaching an intersection shall yield the right-of-
way to a vehicle which has entered the intersection from a different
street.
Where two vehicles are approaching on any public street or
f highway so that their paths will intersect and there is danger of
collision the vehicle approaching the other from the right shall
have the right-of-way.
The foregoing rules are modified at through highways and other-
wise as stated in this ordinance.
Section 41. Turning left at intersection. The driver of a
vehicle within an intersection intending to turn to the Ieft shall
yield the right-of-way to any vehicle approaching from the opposite
direction which is within the intersection or so close thereto as
to constitute an immediate hazard, but said driver, having so
yielded and having given a signal when and as required by this ordi-
nance, may make such left turn and the driver of all other vehicles
approaching the intersection from said opposite direction shall
yield the right-of-way to the vehicle making the left turn.
Section 42. Entering from private driveway. The driver of a
vehicle emerging from a private roadway, alley, driveway or building
shall stop such vehicle immediately, prior to driving onto the side-
walk area and thereafter he shall proceed into the sidewalk area
only when he can do so without danger to pedestrian traffic and he
shall yield the right-of-way to any vehicular traffic on the street
into which his vehicle is entering.
Section 43. Operation on approach of emergency vehicles. Upon
the immediate approach of an authorized emergency vehicle, when the
driver is giving an audible signal by siren, exhaust whistle, or
bell, the driver of every other vehicle shall yield the right-of-way
and shall immediately drive to a position parallel to, and as close
as possible to, the right-hand edge or curb of the street clear of
any intersection and shall stop and remain in such position until
the authorized emergency vehicle has passed, except when otherwise
directed by a police officer.

This section shall not operate to relieve the driver of an au-
thorized emergency vehicle from the duty to drive with due regard
for the safety of all persons using the street.
Section 44. Entering through highways . The driver of a ve-
hicle shall stop as required by this ordinance at the entrance to
a through highway and shall yield the right-of-way to other vehicle
which have entered the intersection from said through highway or
which are approaching so closely on said through highway as to
constitute a hazard, but said driver having so yielded may proceed
cautiously and with due care enter said through highway.
PEDESTRIAN RIGHTS AND DUTIES
Section 45. Pedestrians walk on left. Pedestrians shall at
all times when walking on or along a street, walk on the left side
of such street or highway.
Section 46. Pedestrian' s right-of-way. Where traffic-control
signals are not in place or in operation, the driver of a vehicle
shall yield the right-of-way, slowing down or stopping if need be
to so yield, to a pedestrian crossing the roadway within any marked or
unmarked crosswalk at an intersection, except as otherwise provided
in this ordinance.
Section 47. Pedestrians subject to signals . Pedestrians „h,.,11
? '� :t to traffic-control signals at intersections but at all
other places pedestrians shall be accorded the privileges and shall
be subject to the restrictions as provided in this ordinance.
Section 48. Crossing at other than crosswalk. Every pedestrian
crossing a roadway at any point other than within a marked cross-
walk or within an unmarked crosswalk at an intersection shall yield
the right-of-way to all vehicles upon the roadway.
Where traffic-control signals are in operation at any place
not an intersection pedestrians shall not cross at any place except
in a marked crosswalk.
Section 49. Use of crosswalks . Pedestrians shall move, when-
ever practicable, upon the right half of crosswalks .
Section 50. Duty of the driver. Notwithstanding the provisions
of the preceding sections, every driver of a vehicl'e shall exercise
due care to avoid colliding with any pedestrian upon any roadway
and shall give warning by sounding the horn when necessary and shall
exercise due care upon observing any child or any confused or in-
capacitated person upon a roadway.
Section 51. Pedestrians soliciting rides . No person shall stand
in a roadway for the purpose of soliciting a ride from the driver o
any private vehicle.
Nothing in this section or this ordinance shall be construed so
as to prevent any pedestrian from standing on that portion of,-'the
street or roadway, not ordinarily used for vehicular traffic for
the purpose of soliciting a ride from the driver of any vehicle.
Section 52. White canes restricted to blind persons . For the
purpose of guarding against accidents in traffic on the public
thoroughfares, it shall be unlawful for any person except persons
wholly or partially blind to carry or use on the streets, highways,
and public places of the state any white canes or walking sticks
which are white in color or white tipped with red.
Section 53. Duty of drivers . Any driver of a vehicle or
operator of a motor-driven vehicle who approaches or comes in con-
tact with a person wholly or partially blind carrying a cane or

walking stick white in color or white tipped with red, shall im-
mediately come to a complete stop, and take such precautions as
may be necessary to avoid accident or injury to the person carrying
a cane or walking stick white in color or white tipped with red.
Section 54. Penalties. Any person who shall carry a cane or
walking stick contrary to the provision, -Le _° :)r who shall fail
to heed the approach of a person lawfully so carrying a cane or
walking stick white in color or white tipped with red, or who shall
fail to immediately come t♦ a complete stop, and take such precau-
tions against accident or injury to such person, shall be fined not
less than One Dollar nor more than One Hundred Dollars for each
offense .
ACCIDENTS
Section 55. Information and aid. The driver of any vehicle
involved in an accident resulting in injury to or death of any per-
son or damage to any vehicle which is driven or attended by any per-
son shall dive his name, address, and the registration number of the
vehicl(: 'pie is driving and shall upon request, and if available, ex-
hibit his operatorts or chauffeur ' s license to the person struck
or the driver or occupant of or person attending any vehicle col-
lided with and shall render to any person injured in such accident
reasonable assistance, including the carrying of - such person to a
physician, surgeon, or hospital for medical or surgical treatment
if it is apparent that such treatment is necessary or if such carry-
ing is requested by the injured person.
Section 56. Striking unattended vehicle. The driver of any
vehicle which collides with any vehicle which is unattended shall
immediately stop and shall then and there either locate and notify
the operator or owner of such vehicle of the name and address of the
driver and owner of the vehicle striking the unattended vehicle or
shall leave in a conspicuous place in the vehicle struck written
notice giving the name and address of the driver and of the owner
of the vehicle doing the striking and a statement of the circumstances
thereof.
Section 57. Reporting accidents . The driver of a vehicle in-
volved in an accident within the corporate limits which results in
injury or death to any person, or damage to a vehicle to the appar-
ent extent of Twenty-five Dollars or more or to a fixture upon a
highway shall immediately report such accident to the Police Depart-
ment of the City of Ames.
TRAFFIC SIGNALS AND MARKINGS
Section 58. Unauthorized suns, signals, or markings . No per-
son shall place, maintain, or display upon or in view of any street
any unauthorized sign, signal, marking, or device which purports to
be or is an imitation of or resembles an official parking sign,
curb or other marking, traffic control device or railroad sign or
signal, or which attempts to direct the movement of traffic, or
which hides from view or interferes with the effectiveness of any
official traffic-control device or any railroad sign or signal,
and no person shall place or maintain upon any street any traffic
sign or signal bearing thereon any commercial advertising. This
shall not be de--med to prohibit the erection upon private property
adjacent to highways of signs giving useful directional information
of a type that cannot be mistaken for official signs.
Section 59. Interference with devices, signs or signals. No
person shall without lawful authority attempt to or in fact alter,
deface, injure, knock down, or remove any official traffic-control
device or any railroad sign or signal or an inscription shield, or
insignia thereon, or any part thereof.

SPECIAL STOPS REQUIRED
Section 60. Stopping vehicle on signal by officer. Operators
of vehicles upon the streets of the City shall, upon signal of traf-
fic or police officer, immediately drive the same to the nearest
curb or at the side of street and bring the same to stop, there to
await the communications, orders or directions of such officer.
The fact, if established, that the operator had committed no offense
for which he was subject to arrest shall not constitute a defense
to a prosecution under this section.
Section 61. Obedience to signal of train. Whenever any per-
son driving a vehicle approaches a railroad grade crossing and warn-
ing is given by automatic signal or crossing gates or a flagman or
otherwise of the immediate approach of a train, the driver shall
stop said vehicle within fifty feet but not less than ten feet from
the nearest track of such railroad and shall not proceed until he
can do so safely.
The driver of a vehicle shall stop said vehicle and cause same
to remain standing and not traverse such a grade crossing when a
crossing gate is lowered or when a human flagman gives or continues
to give a signal of the approach or passage of a train.
Section 62. Entering stop intersections. The driver of a ve-
hicle shall stop in obedience to a stop sign as required herein at
ar intersection where a stop sign is erected at one or more en-
trances thereto although not a part of a through highway and shall
proceed cautiously, yielding to vehicles not so obliged to stop
which are within the intersection or approaching so closely as to
constitute a hazard, but may then proceed.
Section 63. Through Highways . The following streets within
the City of Ames, Iowa, are hereby designated and established as
through highways, and every operator of a vehicle shall bring such
vehicle to a full stop at the stop sign or at a clearly marked stop
line before entering such through highway except when directed to
proceed by a police officer or traffic-control signal:
(a) Grand Avenue from the north corporate limits to its inter-
section with Lincoln Way.
(b) Lincoln Way from the east to west corporate limits .
c South Duff Avenue from the south corporate limits to its
intersection with Lincoln Way.
(d) Ninth Street from the east line of Carroll Avenue to the
west line of Ridgewood Avenue except at Grand Avenue.
(e) Knapp Street from the west line of Ash Avenue to the west
line of Hayward Avenue.
(f) Thirteenth Street from the east line of Maxwell Avenue
to the west line of Crescent Street except at Grand Avenue.
(g) West Street from the east line of Sheldon Avenue to the
west line of Campus Avenue.
NiNorth Western Avenue at Allan Drive.
i Beech Avenue from Lincoln Way to the south corporate limits .
Section 64. Intersecting through highways . At the intersectiolls
of through highways all traffic on the highway or street as desig-
nated below shall come to a full stop at the stop sign or at a
clearly marked stop line before entering the intersection except
when directed to proceed by a police officer or traffic-control de-
vice:
(a) Grand Avenue and Ninth Street. Traffic on Ninth Street to
stop before entering Grand Avenue.
(b) Lincoln Way and South Duff Avenue. Traffic on South Duff
Avenue to stop before entering Lincoln Way.
(c) Grand Avenue and Lincoln Way. Traffic entering Lincoln Way
from the east throat of the Grand Avenue-Lincoln Way intersection
shall come to a stop before entering Lincoln Way.

(d) Grand Avenue and Thirteenth Street. Traffic on Thirteent'
Street to stop before entering Grand Avenue.
Section 65. School zones . The following 'school zones" are
hereby established, and when movable stop signs or hand stop signal
are displayed in such school zones every vehicle approaching such
zone shall come to a full stop before entering such school zone.
a Lincoln Way at Hyland Avenue--Lincoln Way intersection.
b Lincoln Way at Hazel Avenue--Lincoln Way intersection.
c Lincoln Way at Oak Avenue--Lincoln Way intersection.
d Lincoln Way at Kellogg Avenue--Lincoln Way intersection.
e Grand Avenue at Ninth Street--Grand Avenue intersection.
ONE-WAY STREETS AND ALLEYS, U-TURNS, AND NO LEFT TURN
Section 66. One-way streets and alleys . The following street
and alleys are hereby designated as'one-way" and all vehicles enter-
ing such streets and alleys shall enter only in the direction as
specified herein.
(a) Alley through Blocks Ten, Eleven, Twelve, Original Town
of Ames, being the alley between Main Street and Fifth Street from
Burnett Avenue to Duff Avenue--enter from the east only.
(b) Alley immediately south of Blocks Thirteen and FoLr teen,
Original Town of XII.A _ )eing the alley between Main Street and the
Chicago and North Western Railway Company' s right-of-way from Burnett
Avenue to Duff Avenue--enter from the west only. II
(c) Fifth Street from Grand Avenue to North Western Avenue--
enter from the east only.
(d) Alley between Market Avenue and Kellogg Avenue--enter
from west only.
Section 67. "U" turns . Vehicles are hereby prohibited from
making a complete or "U`�turn within the limits of the following
designated street intersections :
a Douglas Avenue and Main Street.
b Kellogg Avenue and Main Street.
c Burnett Avenue and Main Street.
d Welch Avenue and Lincoln Way.
e Duff Avenue and Lincoln Way.
f Grand Avenue and Lincoln Way.
g Kellogg Avenue and Fifth Street.
h Douglas Avenue and Fifth Street .
i Burnett Avenue and Fifth Street.
j Stanton Avenue and Lincoln Way.
k Grand Avenue at Fifth Street.
Section 68. Left turn Prohibited. South-bound or vehicles
I traveling on Grand Avenue are hereby prohibited from making a left
turn at the intersection of Grand Avenue and Fifth Street.
MISCELLakVEOUS
Section 69. Obstruction to driver' s view. No person shall
drive a vehicle when it is so loaded, or when there are in the frog
seat such number of persons, exceeding three, as to obstruct the
view of the driver to the front or sides of the vehicle or as to
interfere with the driver' s corltrrol driving mechanism of
the vehicle .
No passenger in a vehicle shall ride in such position as to
interfere with the driver ' s view ahead or to the sides, or to inter-
fere with his control over the driving mechanism of the vehicle.

Section 70. Wind-shields unobstructed. No person shall drive
any motor vehicle equipped with a windshield which does not permit
clear vision, or with any sign, poster or other nontransparent mate—
rial upon the front windshield of such vehicle other than a certifi-
cate or other paper required to be so displayed by law, which shall
be displayed in the upper right-hand corner.
Section 71. Vehicles with metal tires or treads . No tire on
a vehicle moved on a street shall have on its periphery any block,
stud, flange, cleat, or spike or any other protuberances of any
material other than rubber which projects beyond the tread of the
traction surface of the tire, except that it shall be permissible
to use farm machinery with tires having protuberances which will
not injure the highway, and except also that it shall be permissible,
to use tire chains of reasonable proportions upon any vehicle when I
I required for safety because of snow, ice, or other conditions tend-
ing to cause a vehicle to skid.
The City Manager may, at his discretion, issue special permits
authorizing the operation upon the street of traction engines or
tractors having movable tracks with transverse corrugations upon the
periphery of such movable tracks or farm tractors or other machinery,
the operation of which upon a street would otherwise be prohibited
under this section.
Section 72. Trucks and drays loading and unloading. From 8:00
o'clock a.m. to 10:00 o ' clock p.m. upon Main Street between Duff
Avenue and Burnett Avenue and upon Lincoln Way between Stanton and
Hayward Avenues, trucks and drays are prohibited from loading and
unloading freight, goods and merchandise, at all places, stores and
buildings where it is feasible or possible to perform such work in
the adjacent alley.
Section 73. Unattended motor vehicle. No person driving or
in charge of a motor vehicle shall permit it to stand unattended
without first stopping the engine, or when standing upon any per-
ceptible grade without effectively setting the brake thereon and
turning the front wheels to the curb or side of the highway.
Section 74. Moving other vehicles . No person shall move a ve-
hicle not owned by such person into any prohibited parking area or
away from a curb such distance as is unlawful.
Section 75. Following fire apparatus . The driver of any ve-
hicle other than one on official business shall not follow any fire
apparatus traveling in response to a fire alarm closer than five
hundred feet or drive into or park such vehicle within the block
where fire apparatus has stopped in answer to a fire alarm.
Section 76. Crossing fire hose. No vehicle shall be driven
over any unprotected hose of a Fire Department when laid down on any
street, private driveway, or street car track, to be used at any
fire or alarm of fire, without the consent of the Fire Department
official in command.
Section 77. Putting glass, etc . on street . No person shall
throw or deposit upon any street or roadway any glass bottle, glass,
nails, tacks, wire, cans, or any other substance likely to injure
any person, animal, or vehicle upon such street .
Section 78. Removing injurious material. Any person who drops,
or permits to be dropped or thrown, upon any street any destructive
or injurious material shall immediately remove the same or cause it
to be removed.
Section 79. Clearing up wrecks . Any person removing a wrecked
or damaged vehicle from a street shall remove any glass or other in-
jurious substance dropped upon the street from such vehicle.

Section 80 . Operating a vehicle while intoxicated. No person
shall operate a vehicle upon the streets of the City while intoxi-
cated, or under the influence of intoxicating liquor.
Section 81. Violation of provisions . Any person violating any
of the provisions of this ordinance shall, upon conviction, be fine
a sum not exceeding One Hundred Dollars and costs, and in default o
payment be committed to the City or County jail until such fine and
costs are paid not exceeding thirty days, or a jail sentence may be
imposed not exceeding the said thirty days . I
Section 82 . Repeal. Ordinance No. 578 and all other ordinanc s
or parts thereof in conflict herewith are by this ordinance repeale
and superseded.

Section 83 . Unconstitutionality of provisions . If any section,
sentence or clause of this ordinance is for any reason held to be
unconstitutional or invalid such decision shall not affect the
validity of the remaining portions of this ordinance .
Section 84. Ordinance in effect. This ordinance shall be in
full force and effect from and after its passage and publication
as provided by law.
