HomeMy WebLinkAboutA002 - Memo dated January 20, 2021 from Planning & Housing CITY C3# Ames",17 PLANWNG HOUSING Memo Department of Planning &Housing Caring People Quality Programs Exceplianal Service TO: Planning &Zoning Commission FROM: Department of Planning and Housing DATE: January 20, 2021 SUBJECT: Small Lots and Increasing the Diversity of Housing Types The City Council adopted a goal during its annual goal setting session in 2020 to "Increase the stock of diverse housing types for a variety of income levels through zoning," including changes to minimum lot size. Staff presented a report and powerpoint presentation to the City Council regarding "small lots and increasing the diversity of housing types"on June 23,2020. The report provided background regarding a range of housing issues and comparisons to other cities, but ultimately the focus was how to support housing diversity in new developing areas, as the City grows. The Council showed interest in three of the described options: • Reducing minimum lot area • Adding lot size variation for 20%of lots in a subdivision • Creating a Planned Unit Development(PUD) focused on small lots Council directed staff to reach out and get input from developers regarding these options. Staff met with developers on October 28, 2020, to gauge interest and discuss concerns related to text amendments in support of small lot development in Ames. In summary, developers were extremely supportive of having added flexibility in the Code.There was no strong preference for a particular direction; rather, developers shared what they saw as being generally problematic. One specific request from developers was for private street standards. Staff presented a summary of the developer's comments in a Staff Report to City Council on December 8,2020. Council chose the option of adding a.PUD (Planned Unit Development) Overlay Zone as a New Zoning Tool and directed staff to proceed with preparing a zoning text amendment. The PUD would be applied as an overlay to an existing base zone and would address the widest range of interests and issues related to small lot home development. The base zone density would be directed by the Base Zone.
