Iowa 404.7 does not state any specific noticing requirements for Repeal of an URA. We are wondering if a Repeal of an URA requires the noticing of all the owners and residents. No, the repeal of a URA does not require noticing anyone (other than the usual procedure for repealing any ordinance, i.e., placing it on the agenda). 2) If an existing URA states an Expiration date within the plan, does it automatically then Expire as stated or does Iowa Code require it to be Repealed? As I read the Iowa Code, the tax exemptions are for specified periods, which range from 5 years to 15 years. Once those time periods expire, the properties are no longer entitled to that exemption, even if the ordinance is still on the books. Under 404.7, even if the ordinance is repealed during those time frames, the tax exemptions continue until the 1 time frames expire. So, it doesn't appear to me that the Iowa Code requires the ordinance to be repealed. But if the tax exemptions provided have all reached their limit, then we probably should repeal the ordinance just to clean up the Code. I hope this answers your questions. Iowa 404.7 does not state any specific noticing requirements for Repeal of an URA. We are wondering if a Repeal of an URA requires the noticing of all the owners and residents. 2) If an existing URA states an Expiration date within the plan, does it automatically then Expire as stated or does Iowa Code require it to be Repealed?
