The repassage vote does not allow for amendments to the ordinance. If the
Council chooses not to proceed with the repassage vote, or if the Council
votes on repassage and it fails, then a Council member can make a motion to
have staff bring the ordinance back for 1st reading, and can direct staff to
change it in any way a majority of the Council prefers before it comes back.
(Or, it could be amended at 1st reading) .
