FYI, I am not personally planning to rally others to a special meeting for this, but also I'm not sure whether I would join the call if someone else initiated it. I was interested in this question: if 4 members call a special meeting, do they also get to set the agenda for the meeting, or does that have to come from one of the other agenda-setting authorities? The memo doesn't really say, but I would say that Mark's interpretation is that 4 members can both call a special meeting and specify the agenda for it. Does that sound right to you? DIANE: Could you send a copy to David? And, yes, a Council member could move for a special meeting of the Council to be held, as long as a majority of Council members voted to do that. I thought someone might be inclined to do that, which is why I said "next Council meeting" or "the following Council meeting" instead of saying "August 28 Council meeting" in my memo. Could you please forward me the 2006 memo regarding the agenda-making process you mentioned? No one has ever been able to explain to me the authority for controlling the agenda and this sounds like the closest match. Is there anything stopping 4 council members from calling a special meeting with agenda being the repassage of the exception ordinance? Or with the agenda being to consider putting the repassage of the exception ordinance on a future agenda? While rarely used in Ames, the Iowa Code gives mayors the ability to veto a resolution or ordinance within 14 days of its passing. Mayor Haila provided his explanation for the veto in a letter he sent to the Ames City Council. He wrote that language added during last Tuesday's meeting altered the ordinance to the point it was "inconsistent" with what the Council was attempting to accomplish in balancing neighborhoods between owner occupied and rental homes.
