Dear City Council members,
I write to strongly oppose point (10), "Rental Concentration Cap Exception" in section 13.3. There is no
rationale for this blanket exception to all homeowners. It completely undermines the spirit of the rental
concentration cap.
How do the advantages to the individual owner outweigh the disadvantages/hardships to the
neighborhoods??
I can support it if this is a temporary, non-renewable and non-transferable exception for a legitimate
reason (sabbatical, etc.).
I support (11), "Property Sale Hardship Exception" even though it will result in increase in rentals, and
perhaps a domino effect. The hardship exception arose because these homeowners saw a decrease in
property value and quality of life when student rentals encroached into a stable neighborhood. Is
creating many more such cases through the section 10 exception worth it? How will you address these
future hardships?
Essentially, you will be undermining your own rental concentration cap ordinance, and further
exacerbating the problem you are trying to fix. It will take even longer for some of these neighborhoods
to stabilize.
Please eliminate the broad section 10 exception or make it a temporary, non-renewable and
non-transferable LOC. In fact, it would be useful to eliminate all permanent LOCs when a property
changes hands, and would go a long way in stabilizing neighborhoods.
