Good morning,
I'm writing as a follow up to a note I sent back in April. Since that time, there have been two city council
meetings during which the subject of the proposed rental ordinance has been discussed and voted on.
It's my understanding that there will be discussion at the upcoming council meeting on 5/22 regarding which
affected properties will be grandfathered in. Will there be an opportunity for public input on this topic during
the meeting, or will the discussion be limited to the council?
As noted below, I'd like to offer that any property which, at the time the moratorium went into effect, held an
active building permit with the City of Ames Building and Safety Dept. should be grandfathered in. In other
words, allow those of us who had initiated the process of establishing our property as a rental prior to the
moratorium being put in place to complete it.
What is the appropriate way for me to put this suggestion/concern in front of the council so that it is seriously
considered during the discussion/vote?

We'd like to suggest a possible compromise that would work well for property owners in our situation.
As is stands, the currently proposed ordinance would grandfather in all properties that held a rental certification
prior to the moratorium going into effect.
Given that, it seems reasonable to suggest than any property which, at the time the moratorium went into
effect, held an active building permit with the City of Ames Building and Safety Dept. should be offered the same
privilege. In other words, allow those of us who had initiated the process of establishing our property as a rental
to complete it.

Thanks for elaborating, Pete.
This information will help us get a more complete picture of circumstances experienced by homeowners. We
haven't heard from many people who bought so close to the imposed moratorium period and were in the
process of reaching code compliance before the moratorium was imposed.

The third we bought last year about this time. Since then, it has been undergoing extensive
renovations with plans to convert it to a rental property once complete.
The rental moratorium was put in place after we purchased and is currently preventing us from
collecting income on the property. The proposed capping would prevent this home from being
certified as a rental.
We fear that our investment is now at risk since the value of the home would likely drop if the cap
were put in place. It would also force us into a position to sell the home (likely for a loss)just a
year after buying it and expending a significant amount of time and effort to improve it.
We further fear that property owners of non-certified homes may decide to rent the homes
anyway. The rental certification process is in place to ensure safe and healthy living conditions for
tenants. It seems a safer alternative to allow certification so regular inspections take place.

Dear Peter and Monica,
Thank you for sending us your input. I assume the properties you own are rentals. I'm curious why
you oppose the cap, which, theoretically, means you'd should benefit from an ordinance that
allows you to sell the homes with LOCs intact. The value of legal rentals could increase in a capped
neighborhood. Is this a philosophical opposition?
