Hi David,
That is correct, but the feedback my realtor had is the price is fine but the possible buyers will
not purchase it without a LOC. My realtor told me that he has a number of parties that would
pay asking price with a LOC; however, no one wants to purchase a rental property that cannot

Hi Denise,
I'm trying to understand the context here. I understand that selling a duplex might be
challenging without a LOC. But it looks like you first listed this duplex less than a month ago
and you haven't yet tried adjusting the asking price. Is that right?

We are writing to ask for your help. We own the duplex on 231/233 South Franklin Avenue,
Ames, Iowa. This house was purchased in 2013 and was built in 1955 as a legitimate duplex.
Other duplexes surround this home. This property was purchased for our family members
who were attending Iowa State University. They have since graduated and the house is
currently on the market to be sold.Unfortunately, we have been told by our realtor that he
had numerous people interested in buying the property, but without a letter of compliance it
will not sell.
We never needed a letter of compliance because family members lived in both sides of the
home. However, since we are unable to sell or rent the home without a letter of compliance,
this situation is causing us financial hardship. We are currently paying a house payment,
insurance, taxes, and utilities on two units that sit empty. Also, we are now paying student
loan bills. Furthermore, our son was just diagnosed with an incurable lung disease and we
have medical bills.The stress from being unable to sell this home is causing us all undue
hardship.
Unfortunately, we do not fall into any of the current categories for hardship/rental cap. We
(the property owners) did own the property as of October 27, 2017 but the property is not
our primary residence. We (the property owners), prior to October 27, 2017, did not need or
obtain a building permit but did have Ames Heating and Cooling install two new furnaces on
October 28, 2013. We cannot afford to have the property on the market for a minimum nine
(9) consecutive months with a licensed realtor prior to the application for hardship. We have
not had any offers at this point, but were told by our realtor that the house would have sold
already if we had a letter of compliance. Is it possible to change the minimum of nine
months?
We are unable to attend the council meeting on Tuesday night because our son has a
doctor's appointment in Cedar Rapids in the afternoon and we live over two hours away.
Please help us resolve this situation as we need a letter of compliance to sell this home.
