Subject: MANAGER ALERT - Request For Information Regarding Building Permits
Issued In The Cap Areas
(See attached file: Moratorium Area Building Permits(6).xml)
At a previous meeting, the City Council requesting information regarding
the number of building permits that were issued from 10127116 to
10127117 in the cap areas. In response to this request, the Building
Official provided the following information.
"Attached is an Excel Spreadsheet of building permits per Council's request last
night. It includes all building, electrical, plumbing and mechanical permits issued
in the moratorium areas on non-rental properties from 10/28/2016-10/28/2017.
I did remove furnace and water heater permits. I included permits that had a
'sump line' (or something similar) description as that is often one of the items
that needs to be resolved to acquire an LOC. Narrowing the list by type of
project is very speculative. I wanted Council to have the data and make their
own assumptions instead of me making them for them. If you would like me to
narrow it down I can take a stab at it, but we need to make sure everyone
understands that it is a 'guess'.
There are 52 properties that meet the above criteria. Some of them have
multiple permits, but I didn't want to delete the extra permits because I think it
helps explain the scope of the work. Council asked for permits from 10/28/16-
1/1/17 and then from 1/l/17-10/28/17. It was much easier to run the whole
date range instead of separating them out. If you want to view them by date,
you can sort by date instead of address. There are 12 permits that were issued
prior to 1/1/17.
Most of the headings are self-explanatory, but I want to explain a few that may
cause questions:
Permit Status - Issued means that the permit is still open. Complete means that
the permit has had final inspections approved and is closed. Expired means that
the permit expiration date has passed without a final inspection. The work could
be done and the owner forgot to call for an inspection or the work may not have
even begun. A new permit would be required to move forward.
Issue Date - This is the date that the permit was issued.
Expiration Date - This is the date the permit is set to expire. It should be one
year from the issue date unless they filed for a permit extension.
Finalize Date - This is the date the permit was closed. All inspections have been
completed and approved.

Inspection Date - This is the date of the last inspection. Inspections from our
previous software were not coded this way so some of them are blank."
