Once passing all of the requirements and obtaining an option 3 LOC, the homeowner would generally be able to sell to an investor who would be able to rent the property using that LOC indefinitely, with one catch: the LOC obtained using option 3 requires ongoing use for bonafide rentals; if rental activity ceases for long enough(one year in the current proposal), then the LOC would no longer be renewable. This different from the other LOCs that exist in Ames, which have no ongoing "use it or lose it" provision. Council is still in the design phase of options 1 and 3 and we haven't yet begun voting on either in ordinance form.
