Based on the petitions submitted to date, it is clear the majority of residents and property owners West of Lynn Avenue do not support this ordinance and wish to be excluded from the rental cap overlay. The property owners, landlords, and tenants simply do not want this ordinance forced upon our properties and respectfully ask to be excluded from the rental cap overlay. Thank you. SCAN leadership has expressed during individual meetings that our claim of 60-70% rental concentration West of Lynn Avenue is misleading. It is not misleading. The percentage of rental properties in the RL area of our half of the neighborhood is, in fact, between 60-70%. Further, this statistic doesn't even include the rental impacts of the high residential properties on Welch Avenue, which is located right down the middle of our neighborhood. Nevertheless, it is our hope that council will look beyond rental percentages of individual streets. For example, Baker Street and the western block of Donald have lower percentages of rental-designated properties than streets like Hayward, Knapp, and Storm. However, between both Baker Street and western Donald Street, only one property owner has taken a position in support of the ordinance. All others are either opposed or undecided. The opposition to this ordinance cannot be denied. We have also heard feedback regarding using Lynn Avenue as a dividing street. This was done in an effort to make it easy for city employees to administer the overlay. It was also chosen because an overwhelming majority of properties on the western side of Lynn are opposed to the ordinance (12 of 17 are against, only 3 of 17 are in favor, and 2 of 17 have taken no official position). Again, the opposition of those who live on the western side of Lynn Avenue is undeniable. The facts and figures we have provided are strong indicators that there is a significant lack of support for this ordinance in the area of SCAN West of Lynn Avenue. The property owners, landlords, and tenants simply do not support this ordinance and respectfully ask to be excluded from the rental cap overlay.
