To answer your question with my POV, you are right there is a market for owner occupied (especially under$200k) but I am surrounded on all sides by rentals which makes it hard to sell to an owner occupied resident. Therefore without a hardship granted, I will lose $10,000-$20,000+ on the sell of my house vs the value I could obtain if I had a LOC. This is the reason I am asking for you to consider hardships.
