ACTIONS TAKEN BY THE CITY COUNCIL:

Occupancy Limits
Occupancy will be limited to 1 person per the number of bedrooms up to a maximum of
five occupants in all single and two family rental units in all zoning districts throughout.

Regarding Bedrooms Tied To Occupancy:
Maintain the parking requirements in the current ordinance in the moratorium areas
only.
For the non-moratorium areas, modify the ordinance so that there are no parking
requirements tied to occupancy limits.
Increasing Number Of Bedrooms:
In the moratorium areas only, allow for an increase in bedrooms, but not an increase in
the number of occupants. The occupant limit should be frozen at the number allowed
(number of bedrooms and off-street parking spaces) as of January 1, 2018.
In non-moratorium areas, bedrooms can be added that will allow occupancy to be
increased.
Dependent Exclusion:
Exclude adult dependents from the occupancy limits, but a more precise definition of
dependent is preferred.
AirBnBs:
Allow owner-occupied short-term stay units with staff approval and not subject to Rental
Housing Code.
Non-owner occupied units (whole house) should be subject to the Rental Housing
Code.
Both situations allowed above are subject to the maximum rental occupancy limits.
Owner-occupied (whole house) units would be subject to the maximum concentration
percentages if they are in an overlay area.
Definition of Owner-Occupied
Change the Municipal Code to eliminate the consanguinity clause in the definition of
owner-occupied.
