Ladies and Gentlemen:
As many of you are aware, the Ames City Council recently adopted revisions to the Rental Housing
Ordinance. The specific changes pertained to occupancy and parking requirements associated with single- .
and two-family rental units. When the new Ordinance was adopted, the Council recognized that it was not
"perfect" and could result in unintended consequences or oversights. Therefore,when the Ordinance passed,
Council determined that a workshop was needed to identify portions of the Ordinance that may need to be
revised.
I encourage your attendance at a Council workshop regarding changes to the Rental Housing
Ordinance to be held on February 20, 2018, at 6:00 p.m. in the Ames City Council Chambers. The
workshop will be broadcast on Channel 12,Facebook Live,and videotaped for future viewing.
The City Council has identified multiple topics, and staff has been directed to research and bring options to
review at the workshop. These include, but are not limited to, those listed on the attached list of Discussion
Topics.
The City Council invites succinct and civil discourse throughout the workshop. The format of the workshop
will include the first hour for staff presentations to Council. The second hour will be for public input and
Council discussion.As this is a workshop,no motions will be made or official actions taken.
You are welcome to send a letter succinctly summarizing your concerns and position on the amendments to
the recently adopted Ordinance. Those speaking during public comments will be limited to no more than
three minutes to address the Council. Power Point presentations will not be allowed. Any handouts must be
delivered to the City Clerk by no later than 5.45 p.m. on the evening of the workshop; ten copies of any
handout will be required.Handouts will not be allowed to be distributed during the meeting.

February 20, 2018
• How will we allow an increase in bedrooms in rental units after the
moratorium is lifted?
• How will we allow additional off-street parking spaces for rental units after
the moratorium is lifted?
• How do we handle the situation when a non-adult who lives in a rental unit
with his/her family becomes an adult later during the time a rental lease is
still in affect?
• What should be the definition of an Adult?
• Should the City Council impose a limit on concentrations of rental units
only in specified (overlay) areas or throughout the City? If there is support
for a concentration limit, what should the percentage be?
• Should the rental occupancy limits approved by the City Council apply to
single and two-family homes in all zoning districts (e.g. high density,
medium density, etc.) or only in low density zoning districts?
• Should the rental occupancy limits approved by the City Council apply
only to specific (overlay) areas or throughout the City?
• What penalties should be imposed against property owners for multiple
rental housing code violations that occur on their property?
• How should we handle AirBnBs?
