I have established contacts with Barilla and their representatives at Ernst and Young. I will be setting up a meeting shortly to discuss our process and timeline prior to meeting with Barilla and our bond counsel. Please let me know who you would like to be at the meeting and be ready to discuss the process steps below along with any additions. Please get back to me by the end of next week so I can start setting up a meeting. Based on input from our meeting I will put together a plan with dates. The Urban Renewal Plan and TIF Ord. need to be approved prior to January 1, 2018 in order to lock in the base valuation for the incremental improvements. This may seem like a long way off but keep in mind a similar (though more complicated process) for Kingland took about 2 years, so we will need to set a schedule and keep to it. Along with IEDA incentives, we will be establishing a TIF and providing Barilla with a TIF rebate of $3,000,000 or 10 years, which ever comes first. The company will enter a minimum assessment agreement for a value of $16,320,000 for the facility expansion. Our Planning Department has put together the attached draft schedule for the urban renewal process. Please look over and provide any input. We have not included dates for the rebate/debt related council action. This will be an agreement that is similar to the Kingland Campustown TIF. We will need similar support from you, reparation of resolutions, review of the plan, etc. I will be meeting with Planning on Tuesday at 1:30, please let me know if that time will work for us to discuss with you. [Planning staff] • City Council meeting of June 13: Staff presents draft urban renewal plan to City Council; Council refers it to Planning and Zoning Commission; Council sets public hearing on July 11; Council appoints a representative to the consultation. • June 14: Staff sends letters and draft plan to taxing entities inviting them to consultation on June 22 . Letter advises that they can appoint a representative (rather than their entire board). [Planning staff] • Planning and Zoning Commission meeting of June 21: Commission makes recommendation on draft urban renewal plan. No public hearing is required but public input may be gathered. • Consultation of June 22: Consultation is held. Taxing entities have 7 days to make recommendations for modifications to the plan (by June 29). City must respond to recommendations no less than 7 days prior to the public hearing (by July 3). • Between June 21 and July 3: City publishes notice of public hearing between 7 and 20 days prior.
