HomeMy WebLinkAboutA004 - Resolution No. 15-479 adopted July 28, 2015 f ' i RESOLUTION NO. 15-479 RESOLUTION REQUIRING SIGNED REZONING AGREEMENT WITH CONDITIONS OF THE MASTER PLAN FOR 5400 GRANT AVENUE (HAYDEN'S CROSSING SUBDIVISION) FOR THE CITY OF AMES, IOWA WHEREAS,Hunziker Land Development Company owns a 12-acre parcel north along Grant Avenue north of Ada Hayden Heritage Park's west trailhead and 1,500 feet south of 190th Street; and, WHEREAS,the owner proposes the development of a residential subdivision to be known as Hayden's Crossing and is requesting a rezoning of 12.0 acres from Agricultural(A)to Suburban Residential Low Density (FS-RL),with total development estimated between 29 and 37 dwelling units; and, WHEREAS,a Master Plan provides a broad view of the development concept by describing the intended uses, building types, access points, and protected areas; and, WHEREAS, the submitted FS-RL Master Plan illustrates residential development on 7.60 acres of the property and common open space and 3.98 acres of conservation areas; and, WHEREAS, staff concludes that the Master Plan identifies developable and undeveloped areas, range of uses, and residential unit types consistent with the proposed FS-RL zoning district; and, WHEREAS, staff believes it is consistent with the Objectives and Future Land Use Map of the City of Ames Land Use Policy Plan, with the following conditions: 1) developer is responsible for frontage and intersection access improvements at time of subdivision; 2) a single pedestrian access be provided from Hayden's Crossing into Ada Hayden Heritage Park at the location shown on the Master Plan; and, 3) a minimum of a 30-foot wide buffer of undevelopable open space be established between Hayden's Crossing and the City-owned park land to the east and south; and, WHEREAS, at its meeting on July 1, 2015, the Planning and Zoning Commission recommended approval of the proposed rezoning from Agricultural to Suburban Residential Low Density, including the proposed Master Plan and the conditions recommended by staff. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the requirement for a signed rezoning agreement, prior to the third reading of the rezoning ordinance, with the aforementioned conditions of the Master Plan is hereby approved.
