Your second-hand ordinance is a good idea, but including gold and silver bullion coins in your proposed second-hand ordinance is a terrible idea. As Scott points out, those coins are indistinguishable from each other. To force Scott to take pictures of every bullion coin he buys is worthless. Even if a victim of theft had a picture of the bullion coins stolen (highly unlikely) law enforcement personnel would still be unable to determine if any similar coin Scott happened to buy subsequent to the theft was one of those stolen. With the newspapers filled with stories of database breaches occurring on a regular basis, even in large companies that spend huge efforts on security, creating a database of every gold and silver bullion transaction in Ames is a terrible invasion of our privacy, a worthless tool for law enforcement, and a disaster waiting to happen. If this ordinance passes, I will be forced to make my bullion purchases and sales elsewhere. All you will accomplish will be to put Ames residents' financial privacy at risk, and likely put Scott out of business. Please reconsider, and exclude bullion coin transactions from this ordinance. - Fred Gulden, rural Ames resident file:///C:/Users/diane.voss/AppData/Local/Temp/notesFFF692/—web8922.htm 5/13/2015
