The governing body can also direct that notice be made by mail, but is not required to. For this particular district, Eric Cowles has been in contact with each of the property owners that will be affected and has informed them of the proposed costs. Since each property owner was already made aware, we will not be sending mailed notices for this particular district. However, in the future we can choose to do so.
