Voss City Clerk /dry Enclosure Ames 419370-S1/Set UateFlrng UR Area SET DATE FOR HEARING ON URBAN RENEWAL AREA AND URBAN RENEWAL PLAN AND PROJECT 419370-31 Ames, Iowa October 22, 2013 The Council of the City of Ames, Iowa, met on October 22, 2013, at 7:00 o'clock p.m., at the City Hall Council Chambers, for the purpose of setting a date for a public bearing on the designation of the Campustown Urban Renewal Area and on a proposed urban renewal plan and project. The Mayor presided and the roll being called, the following members of the Council were present and absent: Present: Davis, Goodman, Larson, Orazem, Szopinski, Wacha Absent: None The Mayor announced that a plan had been prepared for a proposed project and that it was now necessary to set a date for a public hearing on the designation of the Campustown Urban Renewal Area and on that plan and the project outlined therein. Accordingly, Council Member Wacha moved the adoption of the following resolution entitled "Resolution Setting Date for a Public Hearing on Designation of the Campustown Urban Renewal Area and on Urban Renewal Plan and Project," and the motion was seconded by Council Member Davis. Following due consideration, the Mayor put the question on the motion and the roll being called, the following named Council Members voted: Ayes: Davis, Larson, Orazem, Szopinski, Wacha Nays: Goodman Whereupon, the Mayor declared the resolution duly adopted, as follows: -1- DORSEY&WHITNEY LLP,ATTORNEYS, DES MOINES,IOWA Ames 419370-11/Set DfateHrng UR Area RESOLUTION NO. 13-491 Setting date for public hearing on designation of the Campustown Urban Renewal Area and on urban renewal plan and project WHEREAS, a proposal has been made which shows the desirability of designating certain property in the City of Ames as the Campustown Urban Renewal Area, pursuant to the provisions of Chapter 403, Code of Iowa; and WHEREAS, a proposal has been submitted to the Council under which an area within the description set out in Exhibit A would be designated an urban renewal area; and WHEREAS, this Council is desirous of obtaining as much information as possible from the residents of the City before malting this designation; and WHEREAS, a proposed urban renewal plan for a project within that proposed urban renewal area has been prepared and it is now necessary that a date be set for a public hearing on the designation of the area and on that plan and project; NOW, THEREFORE, Be It Resolved by the City Council of the City of Ames, Iowa, as follows: Section 1. This Council will meet at the City Hall Council Chambers, Ames, Iowa, on the 12t11 day of November, 2013, at 7:00 o'clock p.m., at which time and place it will hold a public hearing on the designation of the proposed Campustown Urban Renewal Area described in the preamble hereof and on the proposed urban renewal plan and project for said Area. Section 2. The City Clerk shall publish notice of said hearing, the same being in the form attached to this resolution, which publication shall be made in a legal newspaper of general circulation in Ames, which publication shall be not less than four (4) nor more than twenty (20) days before the date set for the hearing. Section 3. Pursuant to Section 403.5 of the Code of Iowa, the City Planning and Housing Director is hereby designated as the City's representative in connection with the consultation process which is required under that section of the urban renewal law. Section 4. The proposed urban renewal plan is hereby submitted to the City's Planning and Zoning Commission for review and recommendations, as required by Section 403.5, Code of Iowa. -2- DORSEY&WHITNEY LLP, ATTORNEYS,DES MOINES,IOWA Ames 419370-3'1/Set DriteHms UR Area Passed and approved October 22, 2013. �i 6�l�ry Mayor Attest: • L)6u� City Clerk -3- DORSEY&WHITNEY LLP, ATTORNEYS,DES MOINES, IOWA Ames 419370-31/Set DaIteHrng UR Area NOTICE OF PUBLIC HEARING ON DESIGNATION OF THE CAMPUSTOWN URBAN RENEWAL AREA AND ON PROPOSED URBAN RENEWAL PLAN AND PROJECT Notice Is Hereby Given: That at 7:00 o'clock p.m., at the City Hall Council Chambers, Ames, Iowa, on the 12th day of November, 2013, the Ames City Council will hold a public hearing on the question of designating as the Campustown Urban Renewal Area, pursuant to Chapter 403, Code of Iowa, certain property generally described as follows: Property fronting on Lincoln Way bounded by Welch Avenue to the west, extending for 280 feet to the east and 280 feet to the south of Lincoln Way, and more specifically described in the urban renewal plan for the Campustown Urban Renewal Area on file in the office of the City Clerk The subject matter of the public hearing will also include a proposed urban renewal plan and project for the Campustown Urban Renewal Area identified above, pursuant to Chapter 403, Code of Iowa, a copy of which plan is on file for public inspection in the office of the City Clerk. The general scope of the proposed urban renewal plan, as more specifically described therein, includes the following: Increasing the tax base and promoting economic growth in Ames by encouraging economic development. The initial purpose of the plan is to make it possible to use tax increment financing in order to assist Kingland Systems with the construction of a mixed use facility, including development of retail and commercial uses on the first floor with two floors of general office uses above. At the hearing any interested person may file written objections or comments and may be heard with respect to the subject matter of the hearing.
