KINGLAND DEVELOPMENT APPROVAL PROCESS (2013)
Approvals Required:

• Development Agreement for Tax Increment Finanancing
• Zoning Text Amendment on stepback in building height
• Plat of Survey combining lots
• Minor Site Development Plan
• Building Permit
August 19 . Historic Preservation Commission input for City Council
August 27 . Staff provides City Council project schedule
• Urban Renewal: City Council considers broad proposal; may direct
staff to move forward.
. Text Amendment: City Council may refer zoning text amendment
to staff and provide further direction on content
August 28- • Urban Renewal: Staff prepares an urban renewal plan. [Planning
September 10 staff]
August 30 . Kingland presents plans to Development Review Committee at kick
off meeting
September 5 . Development Review Committee provides comments on plans to
Kingland written
September 10 • Urban Renewal: Staff presents draft urban renewal plan to City
Council; Council refers it to Planning and Zoning Commission;
, be Council sets public hearing on October 22; Council appoints a
representative to the consultation.
September 11 • Urban Renewal: Staff sends letters to taxing entities inviting them
to consultation. Letter advises that they can appoint a
representative (rather than their entire board). [Planning staff]
• Plat of Survey: Submit application (Kingland)
September 12 • Minor Site Development Plan (Courtesy Review): Kingland
submits Plan for courtesy review by Development Review
Committee
September 18 • Urban Renewal: Planning and Zoning Commission makes
recommendation on draft urban renewal plan. No public hearing is
required but public input may be gathered.
• Text Amendment: Planning and Zoning Commission makes
recommendation on modifying ste back requirement

September 20 • Plat of Survey: Staff provides comments on needed revisions
September 24 • Urban Renewal: Consultation is held at City Council meeting. Tax
entities have 7 days to make recommendations for modifications to
the plan (by October 1). City must respond to recommendations no
less than 7 days prior to the public hearing b October 15 .
September 27 • Minor Site Development Plan (Courtesy Review): Development
Review Committee meeting with Kingland to discuss courtesy

October 4 • Urban Renewal: City publishes notice of public hearing between 7

October 8 • Text Amendment: Public hearing and City Council action on first

• Plat of Survey: City Council approval to consolidate properties
October 11 • Minor Site Development Plan (Courtesy Review): Kingland
submit revised plans (Kingland determines when
October 18 • Minor Site Development Plan (Courtesy Review): Development
Review Committee comments written
October 22 • Urban Renewal: City Council conducts a public hearing. Then acts
on resolution adopting plan, resolution establishing and urban
renewal area, and an ordinance creating a tax increment financing
district.
• Text Amendment: City Council action on second reading.
November 12 • Text Amendment: City Council action on third reading.
• Urban Renewal: City Council action on second reading of TIF
ordinance.
November 19 . Text Amendment: Publication of text amendment
November 20 • Minor Site Development Plan: Submit application.
November 26 • Urban Renewal: City Council action on third reading of TIF
ordinance.
December 3 . Publication of TIF ordinance. [City Clerk
December 6 • Minor Site Development Plan: Meeting with Development Review
