HomeMy WebLinkAboutA001 - Old Council Action Form dated September 11, 2012 OLD CAF ITEM #37 ITE 36 DA : 09-11-12 COUNCIL ACTION FORM SUBJECT: ALLEY VACATION —AMES PUBLIC LIBRARY BACKGROUND: As part of the Ames Public Library expansion project, it was determined that the project needs an area at the south end of the north/south alley between Kellogg Avenue and Douglas Avenue on the west side of the library in order to construct a new Bookmobile facility. Public Works staff has contacted all registered right-of-way users to determine the extent of the utilities in the immediate area and has received responses back from all users. There are three known utilities in the area that will need to be relocated as a part of the project. The southern portion of the public alley must be vacated in order to accommodate the Bookmobile garage. With the vacation of this portion of the alley, there will be a need to maintain the flow of traffic, which entails creating a new portion of right-of-way. This need was anticipated as part of the Development Agreement with the First United Methodist Church, and the church has agreed to provide an access easement for public traffic to flow over a portion of their lot. Traffic will then continue south over a new parcel created from the existing lot that contains City Parking Lot S. The attached maps provide more information on the affected areas. ALTERNATIVES: 1. Approve the proposal to vacate the south end of the north/south alley between Kellogg Avenue and Douglas Avenue and set the date of public hearing for September 25, 2012. 2. Direct staff to pursue other options. MANAGER'S RECOMMENDED ACTION: By approving this alley vacation, the Library Expansion project will be allowed to remain on schedule for anticipated construction in 2013. Council will be asked to take action in the future on the additional right-of-way and the easement on the church property.
