Dear Mayor & Council: On behalf of Hy-Vee we are requesting the City Council refer to Staff a request for a text amendment to lower the parking requirements for grocery stores in the HOC zone. Hy-Vee is working on an expansion at the Lincoln Center Mall site (east of the IDOT headquarters) which the current parking requirements will not permit. The current parking requirement for grocery stores is 6.67 parking spaces per 1,000 square feet of store. This requirement is excessively high and results in many unused parking spaces at the Lincoln Center location. In order that the site may be fully developed and parking match the needs of the businesses we are asking for a revision of Table 29.406(2) Minimum Off-Street Parking Requirements to allow for a more appropriate level of parking. Specifically we would like to allow for increased parking where there is a "Retail and Shopping Center". See the attached table with the recommended changes. In the case of the Lincoln Center Mall there is 187,842 square feet of proposed building space. That would put the Mall in the retail and shopping center category between 100,000 to 199,999 square feet of building space. Striking "exclusive of grocery stores" would allow parking for the grocery store to be dropped from 6.67 parking spaces per 1,000 square feet of building space to 4.25 per 1,000. The current parking requirement results in a wasteful excess of parking spaces that are costly to build and maintain for no purpose except to create storm water runoff and store snow. Reduction to an appropriate level of parking adds redevelopment and expansion space to this site (as well as others) and will increase the tax base of the City by infill development (without any City participation and minimal impact on existing infrastructure). The City of Ames, along with significant financial consideration from Hy-Vee, has extended, widened, and signalized Grand Avenue. The City's investment in this street would be more fully leveraged by further redevelopment of the Lincoln Center Mall area. If the IDOT's office was included in the calculation for parking requirements, then the parking could be further reduced to 4.0 parking spaces per 1,000 square feet. The City has recently completed text amendments for grocery stores in the CVCN zone to allow grocery store parking at 3.33 spaces per 1,000 square feet. Changing the table as requested for the HOC zone would not lower the parking requirements to that level. The City's investment in Cy-Ride would also benefit from this change. The proximity of the bus routes to all HOC zones eliminates the need for excessive parking by providing a suitable alternative to get to shopping areas. Hy-Vee is anxious to resolve this issue so that it would allow for their expansion project to proceed immediately in March or April of this year.
